TOWN OF WILLINGTON
MINUTES
SPECIAL TOWN MEETING
October 22, 2013
The meeting was called to order at 7:05 p.m.
First Selectman, Christina Mailhos read the call of the meeting and asked
for nominations for a moderator. Lynn Nicholls made a motion to appoint John Blessington as moderator and was seconded by Alan Ference.
Motion carried.
Item I
To see if the Townspeople, on the recommendation of the Board of Finance, will authorize the appropriation of $10,0000 in the Michalec Road Fund for engineering for future road improvements and drainage.
A motion was made by Christina Mailhos and seconded by Alan Ference to approve
Item I.
Discussion followed.
Lynn explained that $10,000 was a bond set up when the subdivision was put in for the purpose of the road. The monies were put in an interest bearing account. After some repairs were done on the road there is a current balance of $9205.15 in the account. The appropriation is to cover the engineering work to be done.
John Patton made a motion to amend the motion on the floor, for the amount of $9,205.15 and seconded by Kim Kowalyshyn. Vote was taken and passed by a 7 yes 1 no vote.
Motion carried.
Item II
To see if the Townspeople, on the recommendation of the Board of Finance, will authorize the appropriation of $20,000 from the Capital Reserve Fund to purchase a new trash compactor for the Transfer Station.
A motion was made by Kim Kowalyshyn and seconded by Alan Ference to approve
Item II.
Discussion followed.
Lynn got a price for a compactor of $20,000 and a full year warrantee.

Item III
To see if the Townspeople, on the recommendation of the Board of Finance, will authorize the appropriation of $18,000 from the General Fund balance to line item #0503 Capital Projects for curb repair.
A motion was made by Alan Ference and seconded by Kim Kowalyshyn to approve

Discussion followed.
Lynn did a ride through town with FEMA for curb repair and submitted a price of $18,436.50 of which 75% would be reimbursed by FEMA. If the town does not do the curb repair we have to give it back. Motion passed with a 7 yes 1 no vote.
Motion carried.
ITEM IV
To see if the townspeople, on the recommendation of the Solid Waste Advisory Commission will amend the Town of Willington Transfer Station Ordinance.
A motion was made by Alan Ference and seconded by Kim Kowalyshyn to approve
Item IV.
Discussion followed.
The commission worked hard on this ordinance for nine months. There were concerns still with some of the verbiage and clear definitions. This could be looked at, at a future time. Motion was passed with a 6 yes 2 no vote.
Motion carried.
A motion was made by Alan Ference and seconded by Lynn Nicholls to adjourn
the meeting at 7:51p.m.
