TOWN OF WILLINGTON
MINUTES
SPECIAL TOWN MEETING
July 17, 2012
The meeting was called to order at 7:01 p.m.
First Selectman, Christina Mailhos read the call of the meeting and asked
for nominations for a moderator. John Blessington made a motion to appoint Christina Mailhos as moderator and was seconded by Butch Littell.
Motion carried.
Item I
To see if the townspeople, on the recommendation of the Board of Finance, will authorize the appropriation of $70,000 from the Capital Reserve Fund to create a short term parking lot at Center School.
A motion was made by John Blessington and seconded by Kelly Trueb to approve
Item I.
Discussion followed.
The project would eliminate the drop off area in front of Center School avoiding on-going safety issues with the traffic flow of cars going in, coming out and limited parking space.
There were concerns about approving $70,000 on bids of $39,000 and $49,000 received for the project. It was explained that only the bid amount would be paid out and the remaining monies would be available if unforeseen expenses occur. The monies not used would remain in the reserve fund.
Motion carried.
Item II
To see if the townspeople, on the recommendation of the Board of Selectman, will adopt a resolution regarding the execution of a lease agreement for the proposed senior housing project known as Senior Cottages, 60 Old Farms Road, Willington, Connecticut.
A motion was made by Claudia D’Agata and seconded by Don Berg to approve Item II.
Discussion followed.
Resolution For Senior Cottage Lease was distributed.
A presentation was given to explain the process and the purpose of the lease. The lease would be for $1 a year until 2081.
This process is the next step in getting the commitment and support of the town so the Housing Authority could start getting funding for the project.
It was moved to called the vote.
Motion for Item II was voted on and motion was carried.
Item III
To see if the townspeople, on the recommendation of the Board of Selectman, will adopt a
resolution regarding a fixed tax assessment, and the execution of an agreement related to such tax assessment, for the proposed senior housing project known as Senior Cottages, 60 Old Farms Road, Willington, Connecticut.
A motion was made by Shirley Esnst and seconded by Kelly Trueb to approve Item III.
Resolution For Senior Cottage Fixed Tax Assessment Agreement was also distributed.
Discussion followed.
There have been many meetings to determine the best way to handle this tax assessment .
It was decided the best way would be to assess each unit at $10,000 and this agreement would conclude in 2047.
Move to call the vote.
Vote was taken and motion was carried for Item III.
Motion carried.
A motion was made by Christine Psathas and seconded by John Patton to adjourn the meeting at 8:40 p.m. .
Motion carried.
