TOWN OF WILLINGTON
MINUTES
SPECIAL TOWN MEETING
August 4, 2015
The meeting was called to order at 7:02 p.m.
First Selectman, Christina Mailhos read the call of the meeting and asked for
nominations for a moderator. Kathy Mikel made a motion to appoint Suzanne Chapman
as moderator and was seconded by Christine Psathas.
Motion carried.
Item I
To see if the townspeople, based on the request of the Board of Selectmen and the recommendation of the Board of Finance, will appropriate $100,000 from the General Fund balance to 0503 Capital Projects for the purpose of hiring legal and environmental professionals to assist the Town of Willington to evaluate the State Police Firearms Training Facility relocation project in Willington, Connecticut.

Christina Beebe Mailhos spoke about the reason that this went to Town meeting. The Town Clerk received petitions with 365 qualifying signatures which was enough to go to referendum. Christina Beebe Mailhos introduced the town Attorney, Caleb F. Hamel. He spoke about the $100,000.00 and how it was going to be used to hire consultants in all areas to do this study. Eleven people had questions pertaining to the money. Will the info be made public? Yes it will be available. How do we know that we can get into the property? Per the Attorney this will not be a problem to gain access. What will the criteria be for this study? It will be whatever field of expertise we need to get this done. The question was asked where is this money coming from and will our taxes go up? Christina said it
is coming from surplus and this was not included in the budget. If there are further questions forth coming they should be directed to the Selectmen’s office.
Item II (Public Hearing Item)
A presentation and discussion of a 7 year Lease/Purchase Agreement for new 2015 John Deere 410L Backhoe Loader for the Willington Public Works Department as per the approved 2016-2017 CIP Plan. No vote on this item.
Discussion
Derek Dimmock Public Works Director spoke about the backhoe loader and why it was needed, the price for this equipment is $124,800.00.
Item III( Public Hearing Item)
A discussion of a 3 year Lease for a used piece of mowing equipment for the Public Works Department as per the approved 2016-2017 CIP Plan. No vote on this item.
Discussion followed.
Derek Dimmock, Public Works Director spoke as to why this piece of mowing equipment is needed; our mower now is getting too costly to keep fixing and should be replaced with a newer mower.
Suzanne Chapman moved to adjourn the meeting to referendum at 8:00 p.m. Date and time to be set at the Board of Selectmen’s Meeting following this meeting.
