MINUTES
SPECIAL TOWN MEETING
February 3, 2015

The meeting was called to order at 7:03 p.m.
First Selectman, Christina Mailhos read the call of the meeting and asked for nominations for a
moderator. Joe Colangelo made a motion to appoint Lisa Colangelo as moderator and was
seconded by Kim Kowalyshyn.
Motion carried.
The moderator read the call of the meeting again.
Item I
To see if the townspeople, on the recommendation of the Board of Finance, will authorize the appropriation of $15,570 from the Capital Projects Fund LOCIP River Road Athletic Complex Improvements for the purpose of continuation of the irrigation system, including a shed to be reimbursed by the State of Connecticut Local Capital Improvement Program .

A motion was made by Joe Colangelo and seconded by Ed Taiman to approve Item I.
Joe presented a brief explanation of the project for the irrigation system for the River Road Rec Field. The project involves purchasing a 12x20 shed, an expansion tank and pump. The shed, tank and pump will need carpentry work, wiring and plumbing combined. The shed will house the tank, used for storage and half used for a concession stand for sporting events etc.
Discussion.
Motion carried unanimously.
Item II
To see if the townspeople, on the recommendation of the Board of the Board of Selectmen, will authorize the appropriation of $50, 000 to perform a Preservation Planning Study in the South Willington area, which will be funded by a Vibrant Communities Initiative Grant program, provided by the Connecticut Trust for Historic Preservation.
Moderator read Item II
A motion was made by Christina Mailhos and seconded by Kim Kowalyshyn to table Item II for further legal opinion.
Discussion followed.
The monies would be used for three consulting groups to access the structures in the mill building complex and the barns in the vicinity of complex. This would establish these structures in the National Register of Historic Places for the South Willington area.
This may encourage businesses to this area.
Motion carried.
A motion was made by Kim Kowalyshyn and seconded by Christina Mailhos to adjourn the meeting at 7:31p.m.
