Meeting Minutes
October 2, 2013




The meeting was called to order at 7:10 p.m. by Christina Mailhos at the Town Office Building, Selectman’s conference room.

Present: Christina Mailhos, Christine Psathas, Peter Tanaka; Barry Wallet arrived at 7:40 p.m.

Others Present:  Lynn Nicholls

Present to Speak:  None
 
Approval of Minutes:  There were no corrections to the minutes of June 12, 2013.


Unfinished Business:  Discussed and approved to add item (d) to Section 11, Fees and Fee Payments, to state, “There shall be no fee charged to residents for disposing of residential or household refuse except those items as specifically designated in the Management Plan as requiring a fee.”  Also in Section 11 (c), change the words “public hearing” to “Town meeting.”

Discussed and approved to delete the words “or authorized” to “access” in Section 5, Permit System (General).  The second sentence will now read, “No person shall be permitted access to deposit or dispose of any refuse of any nature at the Transfer Station without first having obtained such permit.”

Discussed and approved to add “designated” and (s) to swap shed in Section 14, Scavenging Prohibited, for section to read, “Scavenging at the Transfer Station is prohibited with the exception of items in the designated Swap Sheds.”

Mr. Tanaka suggested that the proposed Transfer Station Ordinance go to a Town meeting.

Mr. Wallet asked about manpower and scheduling at the Transfer Station in regard to enforcement.  Ms. Nicholls explained the specific areas where the employees station themselves in order to watch the flow of traffic and to maintain safety.

Ms. Nicholls suggested that one location is needed to issue permits and that Public Works doesn’t have the manpower to do this at the Transfer Station.  Discussion to have this done at the Town Office Building.

Ms. Nicholls will be meeting with her DEEP contact and will check on recycling.  She mentioned that the state is now charging $.75 per gallon of paint for recycling but that not all businesses are recycling paint.  MidNEROC is now able to accept paint cans that may still have paint in them.
