Meeting Minutes
March 13, 2013
The meeting was called to order at 7:05 p.m. by Christina Mailhos at the Town Office Building, Selectman’s conference room.

Approval of Minutes: There were no corrections to the minutes of
February 13, 2013.
New Business: The Commission reviewed and suggested for the following sections in the Town’s Transfer Station Ordinance:
Section 8, Designated Areas, will remain as is with TSOMP spelled out in full.
Section 9, Transportation of Refuse, the words “to the transfer station” will be deleted.
The current wording for Section 10, Access to Transfer Station, subsection (a) be replaced with:
If a representative of the Town of Willington believes that refuse was generated outside the geographic limits of the Town of Willington, such access and privileges may be denied. Such access shall be denied even though the person seeking to deposit such refuse holds or displays a current, valid permit.
In subsection (b), the words “Any person holding a” and “such permit” in the first sentence will be deleted. The word “affix” will be changed to “affixed.”
Subsection (c), will remain as is.
Mrs. Mailhos suggested adding subsection (d) to read:
Special exceptions may be requested in writing to the Board of Selectmen.
Section 11, Powers of Board of Selectman, will be adjusted to “Board of Selectmen,” TSOMP will spelled out in full and the words “and the Transfer Station” will be added to the end of the last sentence of subsection (b).
Mrs. Mailhos mentioned that the 3rd Annual Willington Clean-Up Day will be held on April 20.
For the next meeting, Commission members are asked to review the remaining sections of the Town’s Transfer Station Ordinance:
Section 1, Definitions; Section 2, Transfer Station Use; Section 3, Prohibited Refuse; Section 12, Fees; Section 13, Fee Payment, Section 14, Separation of Refuse; Section 15, Hours of Operation; Section 16, Scavenging Prohibited;
Section 17, Trespassing; Section 18, Item and Load Fees; Section 19, Civil Penalties and Section 20, Invalidity.
The next meeting date is Wednesday, April 10 at 7 p.m.
