Meeting Minutes
February 13, 2013
The meeting was called to order at 7 p.m. by Christine Psathas at the Town Office Building, Selectman’s conference room.

Approval of Minutes: There were no corrections to the minutes of
November 14, 2012.
Unfinished Business: Mrs. Mailhos reported that the Board of Selectmen reviewed and discussed the changes made on the Solid Waste Advisory Commission Ordinance. Instead of approving one ordinance at a time at a Town Meeting, they suggested waiting until there are more ordinances to approve and then call for a Town Meeting.
Mrs. Mailhos had asked for some zoning information from the Land Use Department pertaining to residential and business properties. It was determined that campgrounds must provide their own dumpsters.
There was discussion on Section 4, Access to Transfer Station, of the Transfer Station Ordinance. Mrs. Mailhos distributed the updated wording of this section.
The question was raised on whether the ordinance needs to spell out who does not have access to the Transfer Station. Ms. Psathas asked if it is possible just to note who can have access opposed to trying to list those who cannot have access.
New Business: The wording for Section 5, Permit System (General), will remain as stated. Ms. Mailhos suggested including wording for special exemptions that may be requested in writing from the Board of Selectmen.
The Commission recommended that the current wording for Section 7, Permits (Commercial Contractors), be replaced with:
The facility is not intended for commercial uses, although small repair/remodeling contractors doing work for residents may be allowed limited use to dispose of materials incidental to their work within the limits of the Town. Proof of residency and building permits, as applicable, will be checked as part of normal facility operations to ensure the facility waste stream remains residential in nature.
Mr. Taiman mentioned that the Transfer Station is the most expensive facility in Town.
Discussion about weights and scales and how labor intensive they are due to man-power, cleaning, sanding and calibration.
The Commission began talking about Section 12, Fees, and the possibility of replacing the current wording with a statement that the Board of Selectmen shall set a permit and fee schedule as designated in the Transfer Station Operation and Management Plan.
The Commission will continue to hold their meetings on the second Wednesday of the month for the current year.
For the next meeting, Commission members are asked to review Section 8, Designated Areas; Section 9, Transportation of Refuse; Section 10, Access to Transfer Station and Section 11, Powers of Board of Selectmen, of the Town’s Transfer Station Ordinance.
The next meeting will be on Wednesday, March 13 at 7 p.m.
