Meeting Minutes
November 14, 2012
The meeting was called to order at 7:05 p.m. by Christina Mailhos at the Town Office Building, Selectman’s conference room.

Approval of Minutes:
MOTION: by Mr. Tanaka, seconded by Mr. Wallett, to approve minutes of October 10, 2012 meeting.
VOTE: Unanimous in favor
Unfinished Business: Ms. Psathas mentioned that she talked with Donna Hardie, Town Clerk, about the process of making changes to The Solid Waste Advisory Commission Ordinance. Mrs. Hardie said that if the change is an update in wording e.g. landfill to transfer station, then the ordinance does not need to go to the Board of Selectmen or the Town for approval.
The Commission recommended and approved the following changes to this Ordinance:
Section II—capitalize Commission
Section IV—remove the words “by it”
Section V and VI—change the term “landfill” to “transfer station”
Section VIII—replace the first “shall” with “may”
Section IX—add “fifteen” in front of 15 and put parentheses around 15
Ms. Mailhos will submit these changes to the Town Clerk’s office.
Ms. Mailhos referred to Section VIII and asked about the Commission’s budget. Donna Latincsics, Business Manager, clarified that there is a line item in the Board of Selectmen’s budget for the Commission’s budget. This budget amount is usually $100.
Discussion on Section 4, Access to Transfer Station, of the Town’s Transfer Station Ordinance. Lynn Nicholls, Public Works Director, said that there may be contractors charging residents a fee to remove debris from projects but are then bringing this waste to the Transfer Station. Mr. Wallett asked why the Town should subsidize these contractors and stated that there should be a set fee per cubic yard for waste disposal for contractors.
The Commission recommended to leave subsections (1), (2) and (3) of Section 4 as stated and to remove (4) and (5).
Ms. Mailhos will contact the Land Use Department and the Planning and Zoning Commission regarding zoning ordinances on residential and business properties since questions came up whether property owners of large apartment complexes and campgrounds are required to provide their own dumpsters.
New Business: Commission members received copies of the Town’s Recycling Compliance Ordinance.
Mrs. Mailhos indicated that she would like Commission members to review Section 5, Permit System (General) and Section 7 Permits (Commercial Contractors) of the Town’s Transfer Station Ordinance for the next meeting.
The next meeting will be on Wednesday, December 19 at 7 p.m.
