BOARD OF SELECTMEN
Meeting Minutes                                                                                                                  April 18, 2016
Lower Level Conference Room                                                                                              6:30 P.M.

*Minutes are not official until approved at the next regular meeting

First Selectman Mailhos called the meeting to order at 6:30 P.M. with the following in attendance:  Selectmen Kowalyshyn & Blessington and residents.  First Selectman Mailhos led the Pledge of Allegiance.

Approval of Minutes:

Selectman Kowalysyhn moved to approve the minutes of April 4, 2016
Selectman Blessington seconded the motion.
Vote:  3 Yes (Mailhos, Kowalyshyn & Blessington) 0 No.

Selectman Kowalysyhn seconded the motion.

Present to Speak:

Andy Marco, Chairman of PZC, was present to speak.  He referenced the BOS minutes of March 7th and the EDC market study.  He said Mr. Fairweather, a consultant hired by the BOS, found items of uncertainty in the PZC regulations.  He explained the reasoning of the Special Permit and Public Hearings.  Chairman Marco said they were creating commercial zones and the Special Permit was the stop they had in place.  He added that the Public Hearings were the only way to get the voices of the towns people heard and gave the example of the truck stop; the Public Hearing gave the people the ability to voice their opinions.  Chairman Marco said if you change the zoning to Right of Use, any type of commercial business could go in a commercial zone.  He added that they cannot regulate content in a zone, for example entertainment; they cannot pick and choose the entertainment.  

Chair Marco said he believes a perfect time to bring the consultants recommendations to the table is when they begin working on the PoCD.  

Correspondence:

A list of correspondence was available at the meeting and in the Selectman’s office.  

First Selectman Status Report

First Selectman Mailhos said she was not able to prepare a complete Status Report as she just returned from New York but gave an update on a couple items.  

*Turnpike Road – they are still trying to get approval from DEEP and DOT.

*Repairs to Daleville School Bridge – the application is with IWWC.  Once approval is received, they want to go out to bid ASAP.  

Public Works:

Derek reported that the crew has been busy with the following:
Toilet repair T.O.B:
Roadside mowing:
Grading of gravel Roads:
Pothole patching:
Pick up clay for ball fields:
Install driveway apron/repair aprons damaged by plows:
Burn brush pile at Transfer Station:
Dig out and install millings for textile bins at Transfer Station:
Install water tank on unit 13:
Sweeping:
Vehicle/equipment repair:
Plowing/sanding: - We had back to back storms on Sunday April 3rd and Monday April 4th hopefully this was the last of the winter season, we had a total of 15 snow events that needed plowing /sanding. Now that the temperatures have stayed above freezing, the sweeping season has begun. If everything goes well with little down time due to breakdowns, we should~complete the sweeping by the end of May.

New Business
  • Tax Refund
First Selectman Mailhos moved to refund $28.71 to Colin Brown; Willington CT to refund an excess payment.
Selectman Blessington seconded the motion.
Vote:  3 Yes (Mailhos, Kowalyshyn & Blessington) 0 No.


  • Potter School Road Bridge Rehabilitation (State of CT DOT)
First Selectman Mailhos said she and Derek met with the DOT.  She said the work needs to be done and DOT gave them 3 options.  The 1st option is to completely shut the road down for 2 months, take out the old bridge and put in the new one.  The 2nd option is to shut down one side of the road at a time and this option would take 8 months.  The 3rd option is a hybrid, would take 5 months and is expensive.  

A discussion was held on the options.  First Selectman Mailhos said her preference is the 2 month option but it would have to be done in the summer because of the bus route.  She said she would talk to the Superintendent.  Selectman Kowalyshyn said her concern is on shutting the road down and the project taking longer than 2 months.  

First Selectman Mailhos stated there will be notifications and a Public Hearing.  Ralph Tulis asked if DOT is going to send both options out to bid.  First Selectman Mailhos will check on this.  

First Selectman Mailhos is also going to talk to the fire department and police on how this would affect response times.  

Old Business

  • Proposed State Police Firearms Training Facility Discussion
First Selectman Mailhos stated she was notified last week that Willington was removed from consideration for the proposed State Police Firearms Training Facility location.  

First Selectman Mailhos motioned to permanently remove this item from the agenda.  
Selectman Blessington seconded the motion.
Vote:  3 Yes (Mailhos, Kowalyshyn & Blessington) 0 No.

Winnie Hart of Ruby Road thanked the Board of Selectman for fighting this proposal.  First Selectman Mailhos thanked Ms. Hart and all the residents in town for all their hard work and for not backing down.  

A discussion was held on the signs posted in opposition of the facility.  First Selectman Mailhos said towns that are still part of the proposal have contacted her about reusing some of the signs.  Derek has also set aside an area at the transfer station to place these signs.  

Good & Welfare

Selectman Mailhos reminded everyone of tomorrow night’s Annual Town Meeting, which will be held April 19, 2016 at the Old Town Hall at 7 P.M.  She said the referendum is scheduled for May 3, 2016.  

First Selectman Mailhos said there are concerns about the state budget and the cuts that will be made.  She said the amount is uncertain at this time but she believes it is an amount that can be absorbed.  

First Selectman Mailhos read the most recent arrest and accident report provided by Lieutenant Scott Smith.  She added that Scott Smith is moving on to Middletown and Alex Rios is taking his place.  Selectman Mailhos will be meeting with him to discuss town concerns; two of which are parties held at various apartment complexes in town and speeding.  

Selectman Blessington reported that Phil Nevers passed away last week.  He said he was a long term member of PZC and will be greatly missed.  

Selectman Blessington thanked Dan Pierce for videotaping the meeting.
