First Selectman Mailhos called the meeting to order at 9:37 A.M. with Selectmen Kowalyshyn & Blessington.

NOTICE AND WARNING
ANNUAL TOWN BUDGET MEETING FOR
GENERAL GOVERNMENT AND EDUCATION
The electors of the Town of Willington and all persons who are entitled to vote in Town Meeting on the matters mentioned in the following warning are hereby warned and notified to meet at the OLD TOWN HALL at 11 COMMON ROAD in WILLINGTON on April 19, 2016 at 7:00 P.M. for the following purposes:
ITEM I
To discuss the proposed General Government and Education budgets for the fiscal year July 1, 2016 to June 30, 2017. A summary of the Town budget is:

ITEM II
To set a date, not less than seven nor more than fourteen days thereafter, for a vote on the annual general government and education budgets by a separate “YES” or “NO” vote on the voting machines.
ITEM III
To set the Town Office Building as the polling place and to set the hours, of the referendum, during which votes may be cast, not less than between the hours of twelve o’clock noon and eight o’clock P.M. and not more than between the hours of six o’clock A.M. and eight o’clock P.M.
ITEM IV
To approve the 2014-2015 Annual Town Report.
ITEM V
To see if the townspeople, on the recommendation of the Board of Selectmen, will adopt the Capital Improvement Program for fiscal years 2017 to 2021.

Selectman Kowalyshyn seconded the motion.
First Selectman Mailhos noted that the Region 19 budget is more than ½ what our K-8 budget is. Selectman Kowalyshyn asked what it would be if we had our own High School. Selectman Blessington said it would be even more; however he agreed that it is quite expensive. Discussion was held regarding the town of Columbia and how they are not regionalized, however, they tuition their kids and pay a fee per student to go to E.O. Smith; they also have the option to go to other high schools, however they don’t have any leverage on voting issues at Region 19. Selectman Blessington said its not like we have a lot of say; but added it is not like they are going to a bad school, either. He then added that we could detach from the district, but all three towns would have to vote to do so.
Selectman Kowalyshyn said we would have to weigh the pros and cons.
Selectman Blessington said we used to just pay tuition until around 1993; but regionalized around 1996 and back then, they were about to do a $7 million renovation, and after the vote went through, it ended up to be more like a $31 million renovation. He added that there is a State Statute that establishes Region 19.
Selectman Kowalyshyn asked if the Annual Report has been published yet. Robin Campbell said that the BOF Secretary should be submitting them shortly.
Vote: 3 Yes (Mailhos, Kowalyshyn & Blessington) 0 No.
Selectman Blessington moved to adjourn the meeting at 9:51 P.M.
