Board of Selectmen Minutes 03/12/14

First Selectman Mailhos called the meeting to order at 6:04 P.M. with Selectman Blessington,  Amanda Palotti, Payroll Coordinator and Tara Bergeron, Youth Family & Social Services Director.  


  •  Personnel Policy Workshop
First Selectman Mailhos stated she hopes to get through most of the document and get tentative agreements on each section as we go along.  She added that she invited Amanda Palotti, our Payroll Coordinator to the workshop as Amanda refers to this policy several times per day for different situations.

They went through the document page by page. First Selectman Mailhos noted that the definitions page (page 5) will be reviewed at the end of the review as we may add more as we go along.  

Discussion was held on page 7; under “Paydays”; where clarification is needed for salaried employees as well as Elected Officials.  The pay period should be defined for each of them and should be standardized.   

Minor changes were made under:  Administrative Pay Corrections.  First Selectman Mailhos noted that she would like to add a sentence at the end that states we strongly encourage employees to review their pay stubs to make sure it is correct.   Under Hiring (page 9) a sentence will be added that once an employee is hired, the position, work schedule and start date will be added to the offer letter.  First Selectman Mailhos noted that we already practice that but this will ensure it continues in the future.

Probationary Period has changed (page 10); will now read:  Probationary Period & Performance Evaluation.

A section was added to include performance evaluations for all employees.  New employees will also receive an evaluation at the end of their probationary period.  

Page 11 was discussed.  A definition of daily value needs clarification; (as a normal work week is different for some employees, where Monday is a 7 hour day; and the rest of the week is a 5 hour day); this is also needed to define attendance and leaves as well as flex time.  Flex time is not defined clearly in the personnel policy.  Selectman Blessington clarified that flex time should be manipulated in the course of a pay period.  First Selectman Mailhos noted that this will need to be reviewed further and discussed in more detail at another meeting.

The vacations section will add clarification that employees may use any days (over the allotted 5 carried –over days) until the end of the month of their anniversary date as this is an established past practice.

Sick leave was discussed.  A question was asked if part time employees accumulate sick time. Ms. Palotti stated that we currently do not have any part time non-union employees who fall under the policy, however yes; part time employees who receive benefits do accumulate sick time but it is not clarified as to how much they accrue.  First Selectman Mailhos noted that this ratio will need to be calculated and added to the policy.  

Medical Leave, Family Leave and Personal Leave were discussed in detail.  Ms. Palotti suggested adding clarification that the Town will provide health insurance benefits until the end of the first full month as long as the employee is paying their share of the premium.

The Board of Selectmen will schedule another workshop at the next regular meeting (Monday, March 17th)  to continue on with the updates.
