First Selectman Mailhos called the meeting to order at 4:41 P.M. with Selectman Blessington, Town Engineer, Karl Acimovic, Lynn Nicholls, Public Works Director and a resident.   Robert Shabot arrived at 4:48 P.M.  

  • Review final presentation for Old Town Hall Assessment
First Selectman Mailhos presented the report, submitted by Robert B. Hurd of The Architects and reminded the Board of the 2010 STEAP grant award for $100,000.  The Board reviewed the suggestions on the list and agreed that the urgent repairs should be done first.

Karl Acimovic stated that the most urgent item on the list is the shear failure at the purlin.  That should be addressed first.  First Selectman Mailhos stated that we might not really need two toilet rooms; we might only need one that is handicapped accessible but we need to check with the building code.  Either way it is too expensive to do now, considering the other urgent needs.    Robert Shabot suggested moving the electrical service line.  The current location is not practical.   

The items agreed upon to go out to bid on are as follows:

  • Repair shear failure at purlin over Meeting Hall and install joist hangers at all existing
purlins at the roof                                                                     
  • Remove existing access ramp, provide new reconfigured access ramp and reconfigure
existing parking area                                                                   
  • Perform repairs at the ell including repair of existing beams; install intermediate joists
at the floor; replace 10 feet of existing sill at the west wall and rebuild the brick masonry
foundation wall on the west side                                                
  • Install new gutters and downspouts serving the tower roof and replace existing gutters
and downspouts at existing locations                                            
  • Upgrade electrical service; code compliant grounding for existing electrical; provide
call-for-aid convenience outlets and ground-fault protected convenience outlets.  
Relocate electric box to a better location: $3,450, $11,000 (plus $5,000 contingency)
  • Remove soil at existing basement and provide new concrete slab at basement      
Estimates, including contingency and design fee show all this work would be covered by the Grant.

First Selectman Mailhos stated that we would like to continue to use the building as we always have. We know it is deteriorating.  These things are pertinent to preserving the building but are not going to be visible to the public.  Karl Acimovic added that the items will be improving the shell to the building.  

First Selectman Mailhos stated that would make sense to bundle the toilet room upgrade and septic project together and do that at a later time.  She will amend the original CIP request for Old Town Hall renovations (which was originally submitted for $35,000) to $70,000 to cover both items.

Karl will work with the architect to draw up the technical specs, so we can move forward and go out to bid for a general contractor.

First Selectman Mailhos will review the conditions of the STEAP Grant.
