First Selectman Mailhos called the meeting to order at 6:00 P.M. with Selectman Littell, various Board and Commission members; Jerry Drummond & Mark Buzzell of Siemens Energy Solutions, Andy Merola of CCM and residents.  Selectman Blessington was absent.

  • Presentation featuring the Siemens Energy Audit including members from the Board of Education; Library; Willington F.D. #1, Inc; Public Works, Senior Center and Energy Advisory Committee.
Jerry Drummond, Siemens Energy Solutions Sales Team Leader introduced Mark Buzzell, project developer and Andy Merola of CCM.    Mr. Drummond presented preliminary findings on the audit thus far.  There are some suggestions on the Customer Choice Solutions chart, however since the auditors have not had a chance to audit the heating systems, it is not complete yet.  They have requested to come back to show their findings in late November.

Mr. Drummond recapped the process and stated that the Town has signed a letter of intent to go with an investment grade energy audit.  Part of the process is for Siemens to investigate each building and suggest for  investments that will pay off over time with the energy savings.  

The audit consists of the following evaluations thus far in the following Town owned buildings: Town Office Building, Hall School, Center Elementary School, Library, Willington F.D.#1, Inc; Public Works and the Senior Center:
  • Lighting retrofit
  • Building envelope
  • Boiler replacement
  • Steam traps (for facilities that have steam heat – Center School )
  • Pipe insulation
  • Thermostat valves
  • Centralized energy management system
  • Reconditioning heating and cooling systems
Mr. Drummond then explained the cost energy savings and payback for each of the work prescribed in an interactive example.  The cost of the new equipment would be paid for out of the savings from the energy saving equipment over time.  What we decide to replace and how long the agreement is for changes the equation.

Questions were asked about replacing boilers at many of the locations.  Mr. Buzzell; Siemens Project Developer, stated that the Town would also have the option to keep some of the boilers that are still functioning as secondary boilers to cut down on costs but still keep efficiency.  He added they could also be used as back up boilers to the ones that do not get replaced.

Peter Latincsics asked for clarification of the sustainability of the guaranteed savings and what is required regarding maintenance on  are we in jepordy because we do not have proper maintenance.  Mr. Drummond stated that maintenance will be clarified in the contract.  It depends on what we are replacing and what our in-house resources are.


Suzanne Chapman asked if there are options to use solar energy.   Mr. Drummond stated that the solar market in Connecticut and it is not cost effective yet.   There will be a CCM webinar on September 19th to explain the solar process.  (Who said that?)

Pam Wheeler asked if we can use local contractors to install the equipment, should we decide to replace and maintain it.  Mr. Drummond said yes.

Mr. Buzzell told Superintendent Harding that the auditors will be visiting the schools again, now that school is in session to get accurate readings on the electricity and the ventilation as well as other audits necessary.

Mr. Drummond stated that the numbers and findings are going to have changed in the next ten weeks.  At that time Siemens will send a finalized draft for review.
