First Selectman Mailhos called the meeting to order at 10:00 A.M. with the following in attendance:  Selectman Blessington, Lynn Nicholls and residents.

  •  Award Chip Seal Truck Rental Bids
First Selectman Mailhos opened the two bids received and read them aloud.  The first was from Knight & Sons, Box 26, Willington and was for $85.00 per hour—5 trucks.  The second was for D’Agata Brothers, 160 Willington Hill Rd. Willington, $85.00 per hour—1 truck.  Lynn Nicolls noted that in the past we awarded one to D’Agata Brothers and the remaining to Knights.

First Selectman Mailhos motioned to award the Chip-Seal Truck Rental Bid to both bidders—one to D’Agata Brothers and the remainder of what we would need to Knights for $85 per hr.  
Selectman Blessington seconded.
Vote:  2 Yes (Mailhos & Blessington) 0 No.

  • Award Turnpike Road Drainage Improvements—Phase I
First Selectman Mailhos explained that the bids had been opened at a previous meeting and the lowest bid was from Folsom Construction of South Windsor for a total of $170,015. We were only approved to spend $140,000 so we couldn’t award the bid.  Karl Acimovic, Lynn and the Board of Selectmen looked into possibly taking a portion of the project out and decided on “Detail #1,” which is one section of drainage closest to Fermier Rd.  Folsom is agreeable and this reduces the overall price to $114,100.

First Selectman Mailhos moved to award the contract for Turnpike Road Drainage Improvements, Phase 1 excluding the work detailed in “Detail 1” to John Folsom Construction in the amount of $114,100.  “Detail 1” includes the original bid items 6, 10 and 17 and quantities for items 15 & 16.
Selectman Blessington seconded.

Lynn explained “Detail 1”.  It is shown on the Contract Drawings for Turnpike Road Drainage Improvements, Phase 1 and has been eliminated from the contract.  As a result, original Bid Items 6, 10 and 17 have been deleted, and quantities for items 15 and 16 have been modified accordingly, as shown on the attached Proposal Forms which will become a part of the Contact with John Folsom Construction.  The original bid amount is hereby reduced from $170,015 to $114,100.  We will put off the “Detail 1” section until we get more funding.  This is a four-phase project with the other phases going out to bid—this section will just be eliminated until the next phase.  Discussion was held on prevailing wage, pricing of materials and all the things that go into the bids—engineering, surveys, inland-wetlands etc.

First Selectman Mailhos asks for a vote.

      C.  Award Propane Bids  

First Selectman Mailhos opened and read the propane bids.

First Selectman Mailhos moved to accept the bid from High Grade Gas Service of Stafford Springs for $ .20 over supply with a labor rate of  $125/hr for regular hours, $150/hr for off route and $250/hr for after hours.
Selectman Blessington seconded.

  • Discussion - Animal Control Vehicle
First Selectman Mailhos reported that the transmission on the Animal Control Vehicle has blown.  Fluid and gone into the engine and in addition the vehicle has rusted out.  It is a 1997 cargo van purchased from the State of CT for $1000 in 2006.  There are no vehicles available from the State at this time.  She reviewed the various possibilities to come up with the money to replace the vehicle.  Lynn has had one transmission place check out the situation and Selectman Blessington would like her to have another transmission place look at it.  Lynn and Tina (our new animal control officer) looked at another surplus-type vehicle but it was not suitable.  Going to the Board of Finance is an option.  Lynn will be attending the next meeting.

Selectman Blessington thanked Bill and Nancy Gauthier for attending the meeting.  

First Selectman Mailhos moved to adjourn the meeting at 10:40 a.m.
