To see if the townspeople, on the recommendation of the Board of Finance will authorize an additional appropriation of $66,000 from the anticipated General Fund Surplus to Line Item 311, Public Works for snow removal overtime, excess salt and sand as well as contracting costs incurred over the 2010 - 2011 winter season.

Selectman Blessington seconded the motion.

First Selectman Mailhos was happy that we could add Item VI to the call of the meeting, to save on publishing costs. We would have had to have called a Town Meeting to appropriate the funds, and it  worked out well that we could add the item to the Annual Town meeting.

Melissa Welsh asked why the less applied fund balance was different than presented at the Public Hearing.  First Selectman Mailhos said that the Board of Finance voted to use additional surplus to offset the Selectmen’s budget at their meeting after the public hearing.   It was noted that the Board of Selectmen did not ask them to do so.  Selectman Blessington said we know where we stand and we don’t have to do anything drastic.   Selectman Millix suggested starting the budget process earlier next year so we get a more comprehensive understanding on where to go and perhaps have CIP meetings during the year.

Vote; 3 Yes (Mailhos, Millix & Blessington) 0 No.

Selectman Blessington moved to adjourn at 6:12 P.M.
Selectman Millix seconded the motion.
Vote:  3 Yes (Mailhos, Millix & Blessington) 0 No.

Respectfully submitted,

Robin Campbell
