Meeting Minutes
Regular Meeting April 4, 2011
Town Office Building- Lower Level Conference Room 6:30 P.M.
Selectman Millix called the meeting to order at 6:30 P.M. with the following in attendance: Selectmen Blessington and residents. First Selectman Mailhos and Lynn Nicholls were absent. Selectman Millix led the Pledge of Allegiance.
Approval of Minutes:
Selectman Blessington motioned to approve the minutes of March 21 , 2011 as written.
Selectman Millix seconded the motion.

Selectman Blessington motioned to approve the minutes of March 24, 2011 as written.

Selectman Millix motioned to approve the minutes of March 30, 2011 with the following change: First page; bottom paragraph; 4th sentence should read: the management rights clause (replace “managers”)

Present to Speak:
Conservation Commission – Natchaug Basin Compact Presentation
Peter Andersen, Chairman of the Willington Conservation Commission presented a letter that was sent to the Board of Selectmen. The Conservation Commission urges the BOS to support the Nachaug River Basin Conservation Compact Resolution. He asked the Board to keep in mind that we need to preserve the environment. Holly Drinkuth, the coordinator of the steering committee of the Natchaug River Basin Conservation action plan was also present. She said there are opportunities to work regionally as multiple communities on the watershed basis. One of the opportunities is called the healthy water incentive initiative. The watershed is one of the cleanest in Connecticut and it has been found that it is less expensive to keep in good condition. Mark Palmer, who is also a member of the Steering Committee
confirmed that the resolution is non binding, will help keep the watershed clean, which is already part of our Plan of Conservation and Development (POCD) and the Town will also benefit when pursuing grants in the future. Ms. Drinkuth also asked the Selectmen to join them at the Regional Compact Signing on Friday, April 29th at Diana’s Pool. Mansfield and Windham have already adopted the resolution and Ashford BOS has it on their agenda for their regular meeting. Selectman Millix asked what the apprehension was from the Willington Planning and Zoning Commission? Ms. Drinkuth said they were concerned that they would have to have the same zoning regulations as other towns, but that is not the intent of the compact. Tess Gutoski, a member of the Inland Wetlands Commission presented minutes from the March 14th IWWC meeting, who were in support and also urges the Board of Selectmen to support this.
Selectman Blessington motioned that the Board of Selectmen support the resolution to endorse the Natchaug River Basin Conservation Compact. (language attached to minutes filed with the Town Clerk).

A list of correspondence was available at the meeting and in the Selectman’s office.
Public Works:
Lynn is absent. Robin Campbell informed the Board that the Public Works Crew is working on the baseball fields in preparation of opening day for baseball. They are also still working on storm damage to the dirt roads around Town.
New Business:
Selectman Millix moved to re-appoint Carol Larson, Town of Willington Revenue Collector; effective April 2, 2011, expiring April 2, 2015.

- Re-Adopt Compliance with Title VI of the Civil Rights Act of 1964
Selectman Millix read the following:
COMPLIANCE WITH TITLE VI OF THE CIVIL RIGHTS ACT OF 1964
The Town of Willington does not discriminate in the provision of services, the administration of its programs, or contractual agreements. The Town of Willington seeks to fully carry out its responsibilities under the Title VI Regulations.
Title VI of the Civil Rights Act of 1964 prohibits discrimination on the grounds of race, color, or national origin in programs and activities receiving Federal financial assistance. Title VI provides that “No person shall on the grounds of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any program” covered by the Regulations.
This policy is effectuated through the methods of administration outlined in the Town’s Fair Housing Plan and is fully implemented to ensure compliance by the Town, as the recipient, and by subrecipients. The cooperation of all Town of Willington personnel is required.
Selectman Blessington moved to adopt the Compliance with Title VI of the Civil Rights Act of 1964.

- Re-Adopt Town of Willington Fair Housing Resolution
Selectman Millix moved to re-adopt the following resolution:
TOWN OF WILLINGTON FAIR HOUSING RESOLUTION
Whereas, All American citizens are afforded a right to full and equal housing
opportunities in the neighborhood of their choice; and
Whereas, State and Federal Fair housing laws require that all individuals, regardless
of race, color, religion, sex, national origin, ancestry, marital status, age,
mental or physical disability, lawful source of income, sexual orientation,
familial status, be given equal access to rental and homeownership
opportunities, and be allowed to make free choices regarding housing
location; and
Whereas, The Town of Willington is committed to upholding these laws, and
realizes that these laws must be supplemented by an Affirmative State-
ment publicly endorsing the right of all people to full and equal housing
opportunities in the neighborhood of their choice.
NOW THEREFORE, BE IT RESOLVED,
That the Town of Willington hereby endorses a Fair Housing Policy to
ensure equal opportunity for all persons to rent, purchase and obtain
financing for adequate housing of their choice on a non-discriminatory
basis: and
BE IT FURTHER RESOLVED, That the First Selectman of the Town of Willington or
his or her designated representative is responsible for responding to and
assisting any person who alleges to be the victim of an
illegal discriminator housing practices in the Town of Willington.

- Re-Adopt Town of Willington Fair Housing Policy Statement
Selectman Millix moved to re-adopt the following policy statement:
TOWN OF WILLINGTON - FAIR HOUSING POLICY STATEMENT
It is the policy of the Town of Willington to promote Fair Housing opportunities and to encourage racial and economic integration in all its programs and housing development activities.
Programs funded and administered by the Town of Willington must comply with the provisions of Section 46a-64c of the C.G.S., and with related state and federal laws and regulations that prohibit discriminatory housing practices.
The Town of Willington or any Subrecipient of the Town will carry out an affirmative marketing program to attract prospective buyers or tenants of all majority or minority groups, without consideration of race, color, religion, sex, national origin, ancestry, creed, sexual orientation, marital status, lawful source of income, disability, age or because the individual has children in all programs and housing development activities funded or administered by the Town of Willington.
The municipality’s First Selectman’s office is responsible for the enforcement and implementation of this policy. The First Selectman may be reached at 860-487-3100.
Complaints pertaining to discrimination in any program funded or administrated by the Town of Willington may be filed with the First Selectman’s office. The municipality’s Grievance Procedure will be utilized in these cases.

Good & Welfare:
Selectman Millix welcomed Mr. Wiecenski back from his knee surgery.
Robin Campbell informed everyone that the Donate Life Flag will be raised at the Willington Fire Dept. No. 1 on Friday, April 8 at 10:00 A.M. Mrs. Pallo will be there with family members and we are expecting the Reminder to be there as well.
Selectman Millix reminded everyone of the Public Hearing tomorrow night at 7:00 P.M.
Selectman Blessington inquired Willington Hill Fire Department – they were supposed to have a dinner on Saturday night, but needed to relocate it to Ashford. Selectman Millix said he believes it is a septic issue. It looks like they have begun digging for the addition.
