Board of Selectmen Minutes 03/24/2011

                                            BOARD OF SELECTMEN
                                                  Special Meeting Minutes

Town Office Building                                                            March 24, 2011
Selectmen’s Conference Room                                                     10: 30 A.M.

First Selectman Mailhos called the meeting to order at 10:30 A.M. with the following in attendance:  Selectman Millix & Blessington, Business Manager Donna Latincsics, Public Works Director, Lynn Nicholls and Residents.

Discussion was held on a concession offer put forth by the union.  The Board decided to offer a final counter-proposal because they could not commit to certain stipulations.

Lynn went over the snow budget numbers. We are over budget by 70,180.16.  We are billing the BOE for $3,814.46, leaving a total of $66,365.70, which is on the agenda for tonight’s Board of Finance meeting.  The Board of Selectmen will request an allocation for the amount of $66,365.70.  We will be reimbursed approximately $18,000 from FEMA funding as well

We have also applied for reimbursement for the flooding which happened a few weeks ago, but will not know if we are approved for a while, and it depends on other damages within Tolland County. We know that Tolland did not incur any flood damages, and Ashford has had very little damage.  Burma Road was a major washout and we will need to seek funding to repair the road.  Lynn said the lowest quote to make the road passable (by renting equipment and labor) will cost $725.00.  We have also been using material to fix other dirt roads that have been taking a beating this winter.   First Selectman Mailhos noted that we are coming in under what our neighboring Towns have been requesting.

First Selectman Mailhos attended the public hearing at Region 19 last night and was encouraged that the board is working towards making additional cuts, which could have a favorable impact on our budget.  Every bit helps.

Donna Latincsics asked to review the CIP, so she can rework the numbers, as requested by the Board of Finance for the public hearing. Discussion was held on where the cuts would be made.

First Selectman Mailhos moved to decrease the amount of the 1992 Chevrolet 4x4 replacement  by $5,000 which is an allocation of $10,000 and decrease the amount of brush mower head replacement by $5,000 leaving an allocation of $10,000 and eliminate the computer purchases for Center Elementary and Hall schools by $10,000 at a $0 allocation and decrease the painting and carpet replacement by $10,000 leaving a $0 allocation, thus reducing the total CIP expenditures by $30,000.
Selectman Blessington seconded the motion.
Vote:  3 Yes (Mailhos, Millix & Blessington)  0 No.

Meeting was adjourned at 11:31 A.M.

Respectfully submitted,

Robin Campbell
