Meeting Minutes
Regular Meeting August 16, 2010
Town Office Building – Lower Level Conference Room 6:30 P.M.
First Selectman Mailhos called the meeting to order at 6:30 P.M. with the following in attendance: Selectmen
Millix & Blessington, Lynn Nicholls, Boy Scouts and residents. First Selectman Mailhos led the Pledge of Allegiance.
Approval of Minutes:
The Joint meeting minutes are still pending as the other committees have not met yet to review.
Selectman Blessington motioned to approve the minutes of August 10, 2010 as written.

First Selectman Status Report
First Selectman Mailhos went over the updated report:
*Center School Water Project – The contract has been awarded, and a meeting will be set up for the contract signing for August 18th at 11:00 A.M.
*Facility Feasibility Study – A meeting has been scheduled for August 30 to hear the recommendations from Kaestle Boos.
*River Road Complex – The playscape bids are in. Phase II (excavation for the basketball court, volleyball court, pavilion and walkway,) and the supply of earth material bids are now out and due back on August 31st. They are waiting to order the other materials until they can be installed.
*EECBG Grant – The dates have changed for the bids. There will be a site walk on September 2, and the bids
will now be due on September 16.
*Senior Housing Phase III – We are waiting for word on DECD pre-development loan.
*Transfer Station –Almost half of the guard rails have been replaced between the metal bin and the compactor. The old rails were put up along swap shed. This project has been on the list for a while, and since the Transfer Station came in under budget, we used some of the money to make the repairs. We are also looking for more members to add to the Solid Waste Advisory Committee.
* Emergency Management Meeting – We are still trying to find a date for the Fire Chief, Emergency Service Director, Public Works, the Fire Marshall and our liaison from Troop C.
* Fire Department / Ambulance Service Contracts – First Selectman Mailhos had a meeting with the two Fire Departments; they went through the first draft of the contracts. She is working on the comments, and will put
out draft #2 for further review, which will be in September.
Selectman Millix asked if our STEAP Grant application will be discussed tomorrow. First Selectman Mailhos said she sent a letter to Senator Gugliemo and Representative Hurlburt to ask them to do whatever they can to push it through. They will also be discussing Tar money and LOCIP funds.
First Selectman Mailhos said CCM is hosting a Convention in Hartford on October 6. She plans to go, and asked the other Selectmen if they were interested.
Public Works:
Lynn said they have finished brush cutting on Cisar Road, with the exception of a few trees that still need to be cut. The crew is working on Pinney Hill Road at the moment and are preparing for the chip seal route. This year’s funding will cover Pinney Hill, Pinney Hill Extension, Cisar, Latham, Navratil, Burt Latham, Lindsey, Birch Meadow, Hall Hill, Timber Lane and Clover Springs Drive. Luchon has been removed from the list, as it would push us over budget if we leave it on.
The crack sealing was done last week, and Lynn said they did a great job; one of the best since she has been working for the Town. The crew is edging on Cisar. After brush cutting, they filled in some holes to seed and mulch to flat mow instead of brush mowing – it will save a lot of time. Cisar and Pinney have not had a lot of brush cutting done in a long time.
The chip seal bid will go to Gorman Group. They were State Low Bid at 2.49. The two trucking firms that came back to bid were D’Agata Brothers for one truck at $84.00 per hour and Knight and Sons Construction bid $85.00 per hour for 2 or 3 trucks. Lynn said she is hoping to start shimming by the end of next week and possibly chip seal the week after. She will work with the Bus Drivers, as they will be chip sealing into the beginning of the school year.

New Business:
A. Possible Land Acquisition
We have received a letter from the Department of Transportation regarding a parcel of land on the corner of Route 32 and Trask Road. The State is giving us the first right of refusal. First Selectman Mailhos asked Susan to look at it. It is basically a small drainage area next to Willington F.D. #1. A map was presented to show the parcel. First Selectman Mailhos questioned if we could use it to make improvements to Trask Road in the future, or would the Fire Department need it for drainage. While talking with DOT, Susan was told that the people who own the parcel of land behind it are interested in purchasing it. We have until September 17 to decide if we want to purchase it. Selectman Millix asked if we asked anyone if it is beneficial for the Town to purchase it. Selectman
Blessington said he went to look at it, and Trask Road Development wants it, they can deal with the State.
Selectman Blessington moved to the First Selectman write a letter to the state saying we are exercising our right of refusal for the property. Selectman Millix said he was not keen on purchasing the property, but wants to be sure we aren’t missing anything. First Selectman Mailhos said she would like to talk to EDC before we move forward, there is no reason to rush.
Motion withdrawn.
Selectman Blessington said that the land is from when they straightened the road years back. They are looking to drop pieces of land so they no longer need to maintain them. We will keep it on the agenda until we get enough information and will make a final decision at that time.
B. Tax Refunds
First Selectman Mailhos moved to refund $12.73 to Sheila M. or Kenneth E. Andrew; 35 Timber Lane for a refund credit of a sold vehicle.
Selectman Blessington seconded the motion.

First Selectman Mailhos moved to refund $8.19 to Robert Elliott; P.O. Box 514 for a refund credit of a sold vehicle.

First Selectman Mailhos moved to refund $119.02 to CAB East, LLC Ford Credit Personal Property Tax; P.O. Box 67000, Department 231601, Detroit, MI for a refund credit of a sold vehicle.
Selectman Millix seconded the motion.

Good & Welfare:
Lynn thanked Jim Harvey for finally replacing the sensor in the light on the Flag on the Town Green. It is now coming on and going off properly. The light was not working for a long time, due to a bad bulb, and once the bulb was replaced it would not turn off.
Chris Deskus offered to have the Scouts be involved to help out in the Emergency Preparedness meetings. Selectman Millix said it would be a good work force, and would welcome the Scouts.
Selectman Blessington welcomed the Scouts and asked what they were working on. They are working on a merit badge and they are to attend a meeting and interview the First Selectman, which they already did.
Mr. Woodworth asked if anything has anything been done with the personnel policy review? First Selectman Mailhos said she will be meeting with the department heads in September. The Department Heads will review the policy with the employees, suggest changes and a new working draft will be created.
