Meeting Minutes
Regular Meeting July 6, 2010
Town Office Building – Lower Level Conference Room 6:30 P.M.
First Selectman Mailhos called the meeting to order at 6:30 P.M. with the following in attendance: Selectman Blessington, Lynn Nicholls and residents. Selectman Millix was absent. Karl Acimovic joined the meeting at 6:37. First Selectman Mailhos led the Pledge of Allegiance.
Approval of Minutes:
First Selectman Mailhos presented the minutes of June 15, 2010, and stated that they should be tabled until the other two commissions have reviewed and commented on them.
Selectman Blessington motioned to approve the minutes of June 21, 2010 as written.
First Selectman Mailhos seconded the motion.

A list of correspondence was available at the meeting and in the Selectman’s office.
First Selectman Status Report
First Selectman Mailhos went over the updated report:
*Center School Water Project – the Committee met last week and they plan to hold a bid opening at their next meeting. The current project plan calls for the project to be completed in October.
*Facility Feasibility Study – The Committee met last week and collected feedback on the first draft. Mike Makuch is the point person with Kastle Boos and will pass on the feedback.
*River Road Complex – bids are due today. There was an addendum put out, which will extend the due date to July 13th. Teri will contact the companies who submitted bids with the information.
*EECBG Grant – bid specs are being developed.
*Senior Housing Phase III – A letter was sent to Bob Campbell as part of the DECD pre-development loan process.
*Water System Treatment – First Selectman Mailhos will be setting up a meeting for Paul Radicci to meet with the residents of Willington Woods to explain the water quality. We are also preparing a communication to go to residents.
*Transfer Station – Bulky waste permits have been mailed to all residents. Lynn is looking into prices for cameras. The Talking Transfer station has just arrived. It will broadcast a recording of the rules of the Transfer Station and possibly any new news from around Town. The broadcast will be available on an AM station, and more information on this will be announced.
*PZC Notice of Violation – We will be seeing a first draft of the plan tonight for the reserve land zone change.
*MIRMA Assessment – The Board has signed the agreement for phase 1 of MIRMA Litigation we are waiting for the final results for next step.
*Fire Dept. /Ambulance Service Contracts – First Selectman Mailhos will check once again with Murtha Cullina to see if they are still interested in finishing this.
Public Works:
Lynn said that she worked at the Transfer Station last Wednesday and handed out 125 permits while there. She was there again Saturday and handed out over 200 permits. She kicked 4 people out who were not residents. MIDNEROC was closed, and did not notify us. We have had excellent feedback about the enforcements thus far.
The crew only has a few days left of sweeping. The roads are becoming very slick from the heat, so they have sanded a few roads.
A. Review of 2010-2011 proposed work plan
First Selectman Mailhos said she would like to review the proposed work plan. Over the next three months, the crew will be finishing sweeping, chip sealing, roadside mowing, grading, sweeping the chip sealing excess, weed whacking, bus turnarounds and sight lines, as well as other misc. items. We have special projects that are also on the list: Planning for the Turnpike Road Extension project and storm water pollution system project as well as Turnpike Road Phase I. We will also be looking at three different areas of drainage going down Old Farms Road. We have added moving the sand pile and Polster Road Bridge project. We plan to chip seal some of the roads that were done in 2005, but possibly not all. It depends on the budget. The roads are: Pinney Hill, Cisar, Luchon, Latham, Navratil, Burt
Latham, Lindsey Lane, Birch Meadow, Hall Hill and Timber Lane. Clover Springs Road will be done for the first time.
We will revisit the plan in the next three months.
Old business
A. Old Town Pit Project Plan
Karl Acimovic presented the specs, a narrative and a few maps of the site plan for the project. A full boundary survey was done. The wetland report shows no damage to the wetlands and the water quality testing was done and tested normal. There was no impact on water quality and no permanent sedimentation or erosion. The plan includes the installed of cement blocks to contain various materials such as sand and stone. The plan will go before the Inland Wetland Commission next week for approval then on to the Planning & Zoning Commission.
New Business:
A. Appointments
First Selectman Mailhos moved to appoint Irene Sotor and Dale Dyer jointly as Municipal Agents for the Elderly effective immediately; expiring December 7, 2012.
Selectman Blessington seconded the motion.

First Selectman Mailhos moved to appoint Jackie Silverstein as an alternate member of the Economic Development Commission, effective immediately, expiring January 1, 2015.
Selectman Blessington seconded the motion.

B. Open and award custodial bids
First Selectman Mailhos opened the 1 bid that was received:
Fluff & Dust, LLC (Jose and Carmen Capo) – would like to continue at their current rate. ($210 per week).
First Selectman Mailhos moved to award the cleaning contract to Fluff & Dust at $210 per week.
Selectman Blessington seconded the motion.

C. Adopt Resolution for Emergency Management & Homeland Security
First Selectman Mailhos read the following resolution.
RESOLVED:
That the First Selectman Christina B. Mailhos may enter into with and deliver to the State of Connecticut Department of Emergency Management and Homeland Security any and all documents which it deems to be necessary or appropriate; and
FURTHER RESOLVED that Christina B. Mailhos, as First Selectman of the Town of Willington, is authorized and directed to execute and deliver any and all documents on behalf of the Board of Selectmen and to do and perform all acts and things which she deems to be necessary or appropriate to carry out the terms of such documents, including, but not limited to, executing and delivering all agreements and documents contemplated by such documents.
The undersigned further certifies that Christina B. Mailhos now holds the office of First Selectman and that she has held that office since November 17, 2009.
IN WITNESS WHEREOF: The undersigned has executed this certificate this 7th day of July, 2010.
Selectman Blessington moved to adopt the resolution.
First Selectman Mailhos seconded the motion.

Good & Welfare:
Robin Campbell said that the Public Works crew did a great job sweeping on the North end of Town.
First Selectman Mailhos said we have started a new fiscal year. As of the end of June, the Tax Collection rate was at 99.33%. This was higher than surrounding Towns. She commended both the Tax Collectors and the tax payers for their efforts, especially now that we are in the midst of a recession.
We will send a public notice out to inform residents that the Senior Center and the Library are available for those who want to avoid the heat wave. Homebound elderly should be checked on periodically.
Lastly, the Library has raised over $9,000, and with the match, they are close to their $20,000 goal. They will now open at 11:00 AM. Thank you to everyone who donated.
