Special Meeting Minutes
Town Office Building June 28, 2010
Selectmen’s Conference Room 4:00 P.M.
First Selectman Mailhos called the meeting to order at 4:03P.M. with the following in attendance: Selectman Millix & Blessington with Kristin Gugilemo and Tony Gugliemo of Penny Hanley & Howley Insurance. Donna Latincsics was invited and arrived at 4:05 P.M.
A. Award propane bids
We received clarification from the two bidding firms, the difference between Selkirk and supply point. Both are based on where the propane is delivered from. The costs can fluxuate, depending on where it comes from and if there is a shortage.
High Grade Gas Service bid $.21 over supply point.
Superior Energy, LLC bid $.17 over Selkirk landed price and an additional hazmat fee of $9.99 per delivery.
Selectman Blessington moved to award the propane contract to High Grade Gas Service @ .21 over the supply point.
Selectman Millix seconded the motion.

B. Award insurance bids
Kristin Gugliemo reviewed the bids that we received
CIRMA: $146,473.50 (includes agency fee of $5,841.30)
Trident/Argonaut*: $115,924 *(Our current carrier, however they are no longer affiliated with MIRMA)
Travelers: $123,005 with additional Worker’s Compensation premium of ($58,241 – included in price)
Trident with $116,785 (with additional limit for the umbrella at $1,000 per million)
WH Greene Umbrella
Selectman Millix asked why there was such a difference between CIRMA and the others in price? Tony Gugliemo said that they all work with the same information, and look at loss runs. It boils down to competition.
Selectman Blessington asked if we go with any of these companies is there any way we could get hit being reassessed. Kristin Gugliemo said that the companies are reinsured. The only risk is if they go out of business, which rarely happens.
Selectman Millix looked at the Law enforcement liability and computer fraud, which was not included in last year’s plan. We should add the extra $2 million coverage for an extra $2,000. First Selectman Mailhos said that we had originally budgeted for a 9% increase over the $124,000 price we paid this year. These prices are coming in substantially lower. Even with the extra coverage we are still saving money.
Selectman Millix moved to award the contract to Trident with WH Greene Umbrella with the additional $2,000 to bring the umbrella up to $5 million for a total of $118,785.
Selectman Blessington seconded the motion.

C. Adopt resolution for the Historic Document Preservation Grant
First Selectman Mailhos moved to resolve that Christina Beebe Mailhos, First Selectman is empowered to execute and deliver in the name of and on behalf of this municipality, an application and contract with the State Library for a Historic Document Preservation Grant.
Selectman Blessington seconded the motion.

Selectman Blessington moved to adjourn the meeting at 4:32 P.M.
