BOARD OF SELECTMEN
Special Meeting Minutes



Town Office Building                                                            March 8, 2010
Selectmen’s Conference Room                                                     2:15 P.M.

First Selectman Mailhos called the meeting to order at 2:20 P.M. with the following in attendance:  Selectman Millix & Blessington with Lynn Nicholls, Donna Latincsics and Residents.

A.  Budget Workshop

The Board went over draft #7 of the revised budget.  Discussion was held about reducing the Land Use Attorney fees.  Jim Poole offered insight on the Planning and Zoning perspective.

A decrease was made for the Land Use Engineer as well as the Public Works Engineer to save $8,250 and $14,000   respectively.

Public Works vehicle maintenance was reduced by $5,000.  There is an immediate need for a used truck. If Lynn’s operating budget has an extra $15,000-$20,000 at the end of the fiscal year.  The plan is to purchase a used truck.  Discussion followed.   

First Selectman Mailhos motioned to add $15,000 for a new pick up truck with a plow to go into the CIP Plan and to change the following line items: 0141-Land use attorney decrease by $8,000, 0183-Engineer – land use decrease by $8,250, 0183-Engineer – PW decrease by $10,500, 0311        PW vehicle maint. decrease by $40,000  for a total  savings of $35,250

Selectman Millix seconded the motion.
Vote:    3 Yes (Mailhos, Millix & Blessington)   0 No.


B.  Discussion of Planning and Zoning violation

Discussion was held on the violation and options to remediate. Sue Yorgensen joined the meeting at 3:25 P.M.  She went over the options that were previously discussed with Lynn and Karl.  The discussion was either to apply for a reserve land zone change or sand and gravel permit. Mr. Poole said that the Town cannot apply for a gravel operation permit, and just store it without using the gravel. You can’t have it both ways.  The Town could also apply for phasing but there seemed to be a difference of opinion with what would be done with the area, and future plans for it.

First Selectman Mailhos adjourned the meeting at 4:03 P.M.
