Special Meeting Minutes
Special Meeting March 15, 2010
Transfer Station 11:00 A.M.
First Selectman Mailhos called the meeting to order at 11:00 A.M. with the following in attendance: Selectman Millix & Blessington with Lynn Nicholls, David Nash, Jeffrey Hansen and Residents.

The Attendants gave a brief tour of the facility.
B. Review of current policies and procedures
First Selectman Mailhos thanked everyone for coming to the Transfer station. There have been a lot of questions regarding the policies of the bulky waste and disposal of electronics and in general rules and regulations at the Transfer Station. She has been approached about signage. She would like to produce a pamphlet that has all of the rules for Transfer Station, with hours of operation, rules, etc. First Selectman Mailhos would like to add some signs to clearly mark the areas.
We have also heard rumors that the Transfer Station is closing. She said she would like to put that rumor to rest. We are not closing the Transfer Station. We have never even discussed it. We can put an end to it. There is no intention to close.
Discussion was held on Bulky waste. A few years ago the Town stopped allowing commercial dumping and rules about whether or not residents can use dump trucks to dispose of bulky waste are up to interpretation. For example, the TSOMP says that residents should lift and dump over the closed gates and large items that cannot be lifted and dumped over the gates should be left to the side so the attendants can take care of it with the backhoe. Lynn said that 2 years ago OSHA inspected and stated for anything over a 42” drop – the gates must remain closed. Residents are allowed 3 yards of bulky waste per week, and need to prove that the waste comes from residents in Town. Lynn said for safety, liability and OSHA reasons, the attendants need to stand there while the gates are open. Lynn said that the
best days to dump bulky are Wednesdays. The 3 yard rule is the other issue. If a resident has 6 yards, Lynn said the procedure is, punch the card on Saturday, and then punch it again on Sunday, then don’t dump the following week or you will be fined. Lynn also asked if you are doing a job in Town, to let the attendants see the certificate or permit to prove that the stuff is coming in from Town. We are hearing that people from out of Town are trying to use our dump. First Selectman Mailhos will present an updated policy for bulky waste disposal, a pamphlet with transfer station rules and guidelines and a plan for signage to the Board of Selectmen for approval.
If someone is looking to dump heavy debris and it is not easily dumped over the gate, leave it on the side for the attendants to lift with the backhoe.
Lynn is looking to upgrade the gates to a better quality than what is there.
First Selectman Mailhos stated that she has received some emails questioning the electronics and we have a no scavenging rule. Jeff Hansen said that anything that is good goes to the swap shed. Lynn said that MIDNEROC will be bringing another 20’x8’ shed for electronics. MIDNEROC does the recycling of the electronics.
Lynn asked the residents what they thought of the material swap shed. It will house sheetrock, tiles, 2x4’s etc. Mr. Schofield suggested putting 6” of stone on the ground instead of leaving the stuff on the ground. We will have a sign made to take at your own risk.
Jeff Hansen said that some people still throw away recyclables. We should pose a fine to those who throw out recyclables. We have to pay to get rid of the trash, but get money back when we recycle. Selectman Blessington said that we should concentrate on getting signs made. We will always run into people who don’t care, but there are also others who just don’t know the rules, and if they have guidelines, would follow directions.
