Special Meeting Minutes
Town Office Building January 12, 2010
Selectmen’s Conference Room 1:30 P.M.
First Selectman Mailhos called the meeting to order at 1:30 with the following in attendance: Selectman Millix & Blessington with Lynn Nicholls.
A. Board of Selectmen 2010 Goal Workshop
First Selectman Mailhos opened the discussion to get ideas from the other Selectmen to see what they would like to accomplish this year. First Selectman Mailhos has been holding discussions with the Town staff to go over their jobs, and go over their goals for the year. She will put it all in a spreadsheet and will share it with them. She also plans to hold a staff meeting next month.
First Selectman Mailhos said rather than starting new projects this year, it would be more realistic to finish some of the things that have been started: the River Road Athletic Complex and the Senior Cottages. Selectman Millix said that funding for the projects are out of our control, contingent upon funding - through the state or Grants. First Selectman Mailhos said it is our role to do what we can to facilitate these projects and move through the steps.
Selectman Millix said he would like to see the filtration system installed at the Senior Center. First Selectman Mailhos said that the project is almost ready to go, but CT water is waiting for a part to come in. She will check with them to see the status.
We are still waiting to get the approval from OPM for the DECD Grant to replace the windows in the Town Office Building. As soon as OPM gives us approval, we will be ready to go on that project, and should be done this year. First Selectman Mailhos will call Hartford to check the status of where we stand.
First Selectman Mailhos is looking into things that will help save money for the next budget season – insurance changes and energy conservation. The new Energy Advisory Commission is up and running, and should hopefully start to generate savings. Selectman Millix suggested to go over the existing contracts that the Town has – anyone we deal with to make sure that they are still in line. He said that we should prioritize the list, from the Town Attorney to the oil contracts.
Lynn said that she would like to look at the Town policies that are outdated. First Selectman Mailhos said that she has been reviewing the personnel policy as well as the union contracts.
First Selectman Mailhos is looking forward to start a maintenance spreadsheet for all roads, buildings and equipment – anything the Town owns and list the status, the life expectancy, and estimated cost to fix. This will be one of the first tasks she would like to assign for the Safety and Facility Committee.
Selectman Blessington said that Willington seems to have the reputation of being the most business –unfriendly Town in the State. He would like to see improvement in this area. He is not sure what the Board can do. There is a perception that Willington does not seem to welcome business in town. First Selectman Mailhos agreed that we should do something. Selectman Millix suggested that First Selectman Mailhos facilitate a meeting with Economic Development and Planning and Zoning to come up with some ideas.
Lynn said that CL&P will be putting new wires up at the Senior Center, as they keep having brown outs, as well as other areas around Town. Senior Center is #1 on their list.
First Selectman Mailhos said that she has reviewed the contracts with both Fire Departments on Monday.
Selectman Millix asked the status of the Center School Water line? First Selectman Mailhos is waiting for the next meeting to be scheduled, which will happen after Anchor Engineering completes the survey.
First Selectman Mailhos will prioritize a list of what was discussed, and will bring to the next regular Board meeting for approval.
Selectman Blessington motioned to adjourn the meeting at 2:35 P.M.
Selectman Millix seconded the motion.
