BOARD OF SELECTMEN
Special Meeting

Town Office Building                                                                    November 23, 2009
Lower Level Conference Room                                                             4:00 P.M.

First Selectman Mailhos called the meeting to order at 4:00 P.M. with the following in attendance:  Selectmen Millix & Blessington and Residents. First Selectman Mailhos lead the Pledge of Allegiance.

Discussion of upcoming budget
First Selectman Mailhos reminded the Board that there will be a joint meeting between the Board of Selectmen, Board of Finance and Board of Education on Tuesday, December 1st at the library Community Room at 7:00 P.M.  Donna Latincsics will also be present to give a tutorial and look at projections, as there are a lot of new members joining many of the boards.

Status of FOI Appeal
First Selectman Mailhos said that she has spoken with the Town Attorney, and wanted to bring the Board up to date with the status of the FOI appeal filed by the former Board of Selectmen.  The Attorney said that the reply brief has been completed by the Town Attorneys and they are prepared to file it as soon as they are granted permission by the courts. All of the work has been done, and no more costs are associated with it, other than the day in court and preparation for that day.  Court date is set for January 7th.  First Selectman Mailhos asked for input from the Board as to whether they should have a meeting with the Attorney.  Discussion was held.

Selectman Millix stated that he would like to have a thorough understanding of the entire situation prior to meeting.  Selectman Blessington said that he thinks they should meet, but should be in executive session, and perhaps invite the former Board of Selectmen. John Patton suggested that he should have an opportunity to meet with the Board as well.   Further discussion was held on how to handle the situation fairly.  

Selectman Millix motioned to schedule a meeting as expeditiously as possible with the Attorney handling the case and the meeting will involve the three Selectmen and the Attorney to bring everyone up to speed on exactly what has been done and will potentially be going forward and determine to continue with the case or not.
Selectman Blessington seconded the motion.
Vote:  3 Yes (Mailhos, Millix & Blessington)  0 No.

New Signatory Authority and Resolution for EECBG Grant:
First Selectman Mailhos read the corporate resolution for the EECBG Grant as she will be the new Signatory Authority for the Town:

Selectman Millix motioned to accept the Resolution.
Selectman Blessington seconded the motion.

Discussion of vacancies on Boards, Commissions, Appointed and part-time positions:
First Selectman Mailhos said that she has received two resignation letters.  One is for Public Works Secretary and one is for the Building Official.  We will be posting for both positions publicly.  There are also several vacancies on several Boards and Commissions.  Further discussion will be held to follow up on posting for the vacancies, and terms that will expire in the next month.

Selectman Blessington motioned to adjourn the meeting at 4:54 PM
