BOARD OF SELECTMEN
Meeting Minutes


Regular Meeting                                                                                 November 2, 2009
Town Office Building – Lower Conference Room                                            6:30 P.M.

First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance:  Selectmen Palmer, Charette, Lynn Nicholls and residents.  First Selectman Eldredge led the Pledge of Allegiance.

Approval of Minutes:
Selectman Charette  motioned to approve the minutes of  10/19/09.
Selectman Palmer seconded the motion.
Vote:  3 Yes (Eldredge, Palmer & Charette)    0  No.

Selectman Charette motioned to approve the minutes of 10/5/2009 with corrections to reflect Boticello
Selectman Palmer seconded the motion.
Vote:  3 Yes (Eldredge, Palmer & Charette)   0 No.

Present to Speak:
John Patton asked who’s idea was it to do the monstrocity to Turnpike Road and how much money did it cost? First Selectman Eldredge said that it was his and the Public Works Supervisor who decided to asphault as much as they could with the budget they had.  Lynn said that there were a lot of complaints with the road as it was.  There were so many potholes on that road, they started with the worst places on the road to the least places.  Lynn said it cost around $24,000 - $25,000.  John Patton said that it won’t last over 6 months.   First Selectman Eldredge said we did the best we could with the budget we had.

Correspondence:
A list of correspondence was available at the meeting and in the Selectman’s office.

Public Works:

Lynn said that she has hand delivered notifications to the neighbors along Kechkes Road.  Robin has emailed the 2 Fire Departments, and Troop C to notify them of the road closing.  First Selectman Eldredge asked Lynn when they would be closing the road.  Lynn said either today or tomorrow.  First Selectman Eldredge asked Tyler Millix if they could run the Ambulance down there to make sure it will be able to go through before they close the existing road. Tyler said he would have the Fire Department contact Lynn Tuesday morning to do so.

Lynn received copies of emails from Willington Woods regarding the pump house and the problems they have had down there.  They want to know who to contact.  First Selectman Eldredge said that right now CL&P has a recorder monitoring activity on the transformer at the pump house.  There have been issues on the pump house, which is either getting voltage drops or surges.  The recorder was put on last week, and will continue to monitor all three phases on there.   CL&P has determined that 1 of the 3 phases has a loose connection.

Lynn asked if we could send a notice that the Transfer station will be closed on Veteran’s Day.  First Selectman Eldredge said that he would like to look over the current contract with her on Wednesday.

Gi Gi Booth called Lynn today and asked her if she could note that the Senior Center needs to have furniture moved twice a month for their dances.  They would be happy to pay someone to come in and do it. They can get in contact with either Lynn or Gi Gi at the Senior Center.

Public Works is working on catch basins that have been deteriorating.

First Selectman Eldredge asked the status of the Turnpike Road Extension culvert?  Lynn said she and Karl have been working on it, and looking to see if they can get in through the back way – Karl needs to check into it a little more. Nothing has been cleared at the moment, and by the looks of the trees and the wires, we may have to hire a professional to clear.  First Selectman Eldredge asked to have anything we can do with our crew to  work on will help serve as our commitment to that award.  It was about $7,000.00.

Someone has been stealing the salt from Public Works.  Lynn said that she will have to lock it up.  It seems to be happening at night.  The gate is hard to open and shut in the winter, and she will have to put some sort of  fence or gate in front of the salt shed.  Lynn said that she had problems with the gate last year.

First Selectman Eldredge said that he had asked Lynn for tree bids from the September 8th meeting, and has not gotten the list.  He asked Lynn for a copy ASAP.

New Business:

A. Present GOFA Award to Finance Department.

First Selectman Eldredge read a portion of the letter presented to the Town’s Financial Department from the Government Finance Officers Association.

We are pleased to notify you that your comprehensive annual financial report (CAFR) for the fiscal year ended June 30, 2008, qualifies for a Certificate of Achievement for Excellence in Financial Reporting.  The Certificate of Achievement is the highest form of recognition in governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a government and its management.

This is the eighth year that the Financial Office has received this award. It is a tribute to the hard work done by the Finance Department and it brings an honor to the Town.

First Selectman Eldredge read the award:

For its Comprehensive Annual Financial Report for the Fiscal Year Ended June 30, 2008

Donna Latincsics, Business manager thanked First Selectman Eldredge, but she said that she didn’t deserve all of the credit for the award, as the whole department contributed to the effort for the award. First Selectman Eldredge agreed and asked to please pass the congratulations to the Finance Department as it is a team effort. -    It is quite an outstanding achievement for a small Town.

Good  & Welfare:

First Selectman Eldredge read a letter that will be sent to Command Sergeant Major William W. Chapman II (Retired)

On behalf of the Board of Selectmen and the townspeople I want to congratulate you for being selected as the Honorary Grand Marshal of the Connecticut Veteran’s Day Parade on Sunday November 8th.  We would like to present to you an honorary citation at the Board of Selectmen meeting on Monday November 16, at 6:30 P.M.  Representative Bryan Hurlburt and Senator Tony Gugliemo will be there to present to you.  This is quite an honor for you, your family and the Town of Willington.

First Selectman Eldredge would like to send this letter to Mr. Chapman, as he will be the Grand Marshal for the Veteran’s Day parade.  We would like him to come to the November 16 Board meeting to receive the Citation.  Selectman Palmer said this will be a good way to end the term.

First Selectman Eldredge accepted a motion to adjourn the meeting at 6:46 P.M. by Selectman Palmer.
Selectman Charette seconded the motion.
Vote:  3 Yes (Eldredge, Palmer & Charette)    0  No.
