Meeting Minutes
Regular Meeting October 19, 2009
Town Office Building – Lower Conference Room 6:30 P.M.
First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance: Selectmen Palmer, Charette, Lynn Nicholls and residents. First Selectman Eldredge led the Pledge of Allegiance.
Approval of Minutes:
Selectman Palmer asked to have 1 correction to the base bid of the last submission (Boticello, Inc.) for Kechkes Road Bridge base bid. There was no subtotal, and the base number should be changed to $125,669.30. The top sheet was totaled incorrectly.
Selectman Charette motioned to approve the minutes of 10/5/09 with corrections.
Selectman Palmer seconded the motion.

Selectman Palmer motioned to approve the minutes of special meeting of 10/8/09.
Selectman Charette seconded the motion.

Present to Speak:
Mike Harnad from Burt Latham Road said he has lived there for about 25 years, and wanted to comment about an incident that happened on October 10th. First Selectman Eldredge asked him if this was from a Sunday evening where kids were partying? Mr. Harnad confirmed and was wondering if there was anything that the Town could do or if there is a noise ordinance? He also asked First Selectman Eldredge how he heard about it. First Selectman Eldredge stated that he was notified first thing Monday morning by the Connecticut State Police of the activity. He said he would be happy to forward the information to Mr. Harnad. Mr. Harnad said that the activity has been getting worse since the beginning of the school year and it seems that Cedar Ridge is now the offsite location for UCONN partying. It
seems that the kids are moving off campus to hold their parties. Mr. Harnad said that he wrote a letter to the owner of the apartment building. First Selectman Eldredge said that the State Police have also notified the property owner to make them aware of the situation. First Selectman Eldredge asked Mr. Harnad to email him, and he would be happy to send him the police report first thing tomorrow morning.
Correspondence:
A list of correspondence was available at the meeting and in the Selectman’s office.
Public Works:
Lynn said that Public Works made their first trip for black ice at the start of the work day this morning. They worked mainly on bridges – Potter School Road and Village Hill Road.
They are working on roadside mowing, and filling potholes. They will be working on Turnpike road. Lynn said she wants to use our trucks and save on truck rental, and put the money towards asphalt. First Selectman Eldredge said he would like to go over the budget. Lynn said that it will have to be on Wednesday, as she has meetings tomorrow.
First Selectman Eldredge asked if Putnam has started on the bypass road for Kechkes Road. Lynn said that Henry will start tomorrow, as he was expecting bad weather today. First Selectman Eldredge asked if Karl has gotten the inland/wetland permit for the bypass. Lynn said as far as she knew, there were a few things still needed to be hashed out. First Selectman Eldredge said he would touch base with Karl tomorrow.
New Business:
A. Award Security System Bid for JAG Grant
The $9,100.00 is now available from the Justice Assistance Grant. First Selectman Eldredge stated that the Town will be purchasing a video surveillance camera system as well as a security system for the Town Office Building.
First Selectman Eldredge motioned to award the JAG Grant to NextGen Security Systems P.O. Box 498 Putnam CT for the amount of $9073.25.
Selectman Palmer seconded the motion.

B. Discuss EECBG Energy Assistance Grant for Town Office Building
Discussion was held on the EECBG Energy Assistance Grant. Willington is allotted $42,776.00 from this Grant. Davis Bacon wages will apply. First Selectman Eldredge said that L.Wagner Associates have quoted the Town $4,000 to administer the grant; which is non-refundable. When we go out for bid, certain restrictions will apply – the material will need to be made in the USA, and the contracting bidder will need to submit a package with the Davis Bacon wages. He said that he would like to have all of the windows on the top floor of the Town Office Building replaced. Selectman Charette asked if the grant only covers windows. Selectman Palmer said we could spend the money on anything having to do with energy efficiency. Selectman Charette stated that the roof should be replaced. Selectman
Palmer said that it would cost more than what we have allotted from this grant to replace the roof. First Selectman Eldredge said that windows would be the easiest thing to have done, and one of the most efficient. Christina Mailhos asked if an energy audit has been done at the Town Office Building. First Selectman Eldredge said that we did have one done a few years back. The application for the grant must be submitted by November 5th, so there is not a lot of time to have an audit done. First Selectman Eldredge said that he doesn’t think that the grant will even cover to replace all of the windows on the top floor. Selectman Palmer said to get at least the old windows replaced would help.
First Selectman Eldredge motioned to go after the Energy Efficient Assistant Grant for the Town Office Building and get the application in by November 5, 2009.
Selectman Palmer seconded the motion.
Selectman Palmer said that there is also regional money that is coming in through OPM EECBG for about $900,000. It is mainly to help replace any Town owned and metered lights. If we can replace something that is metered, they will retrofit with LED lights, and the Town could get immediate savings for the schools and the library.

Along with the application, the following corporate resolution needs to be signed.
First Selectman Eldredge read Corporate Resolution for the EECBG Grant:
I Michael Eldredge, as authorized representative for the Town of Willington submit this application for funding under the Office of Policy and Management Municipal Energy Efficiency and Conservation Block Grant and understand that funding under this program is from Connecticut’s allocation of funds under the American Recovery and Reinvestment Act Energy Efficiency and the Office of Policy and Management in this application.
First Selectman Eldredge accepted a motion from Selectman Charette to approve the resolution.
Selectman Palmer seconded the motion.

First Selectman Eldredge noted that we will have to front the money for this grant, and will then be reimbursed in 4 installments from OPM.
C. Call Town Meeting
First Selectman Eldredge motioned to call the Town Meeting:
The electors of the Town of Willington and all persons who are entitled to vote in Town Meeting on the matters mentioned in the following warning are hereby warned and notified to meet in Town Meeting at the TOWN HALL at 11 COMMON ROAD in Willington on November 10, 2009 at 7:00 P.M. for the following purposes:
ITEM I
To see if the townspeople on the recommendation of the Board of Finance will authorize the appropriation of $80,000 from the General Reserve Fund to finish the new roof and bay entrance project at the WFD #1 South Station and replace the roof at WFD#1 North Station.

Good & Welfare:
Lynn said that she hasn’t seen anything to do with Jim Harvey stepping down from the Safety Committee. Will the Board be sending him a thank you for years of service? First Selectman Eldredge said that we will definitely send him something, and also need to find someone to take his place.
First Selectman Eldredge said that the Town has been awarded $300,000.00 for the Small Cities Funding for rehabilitation of housing. It is geared towards people with fixed or low income. We have received 12 or 13 letters of interest so far. In order to apply for the grant, we needed to submit those letters. Once we get the award, which should be this week, we will forward to L. Wagner. They will then start processing the applications. The money will not be available until January. First Selectman Eldredge said that this will be a great project for the Town.
