Meeting Minutes


Regular Meeting                                                                                 October 5, 2009
Town Office Building – Lower Conference Room                                            6:30 P.M.

First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance:  Selectmen Palmer, Charette, Lynn Nicholls, Karl Acimovic and residents.  First Selectman Eldredge led the Pledge of Allegiance.

Approval of Minutes:

Selectman Charette motioned to approve the minutes of  9/21/09.
Selectman Palmer seconded the motion.

Open and Present Bids – Kechkes Road Bridge Removal and Replacement:

First Selectman Eldredge noted that the Town did receive an additional bid, but the bid was received at 1:45 PM; thus the bid was rejected. He said that a Bridge Meeting will be scheduled within a few days to discuss the bids.
Correspondence:

A list of correspondence was available at the meeting and in the Selectman’s office.  Selectman Charette was not given a list. Robin Campbell will provide to him on Tuesday.  

Public Works:

Lynn said that sweeping and chip sealing is all done.  Right now, they are filling pot holes and started to asphault Turnpike Road.  

The Tracking pad into Kechkes Road bypass is done, trees have been cut down for CL&P,AT&T and Charter.  CL&P put a new pole up last week, and was working on site today to switch the lines.  So far everything is on schedule.  First Selectman Eldredge said that the Board will need to review the lowest bids and specifications on the Bridge bids with where the structural steel will come from for the bridge.   He would like to schedule a Kechkes Road Bridge Meeting with a special Board of Selectmen meeting immediately following to award the contract.

Selectman Charette thanked Lynn for cutting the grass on the Town green for the car show, which was held on Sunday.

New Business:

A. Award Security System Bid for JAG Grant

The Town has not yet received the confirmation from the State to receive the money for the JAG grant, so the award must be postponed until we get the information.

B. Tax Refunds

First Selectman Eldredge motioned to approve a tax refund of  $19.15 to Pamela A. Silvestri; 36 Old Farms Road, Willington, CT from the Grand list of October 1, 2008.   Reason: Board of Assessment Appeal change.
Selectman Charette seconded the motion.
Vote:  3 Yes (Eldredge, Palmer & Charette)    0  No.

First Selectman Eldredge motioned to approve a tax refund of  $25.45 from the Grand list of October 1, 2008 to Danilo G. Fabris; 73 Jared Sparks Road, Willington, CT. Reason: Board of Assessment Appeal change.
Selectman Charette seconded the motion.
Vote:  3 Yes (Eldredge, Palmer & Charette)    0  No.

First Selectman Eldredge motioned to approve a tax refund of  $128.45 to GMAC; Louisville, P.O. Box 33115; Knoxville, TN from the Grand list of October 1, 2008. Reason: vehicle sold.
Selectman  Palmer seconded the motion.
Vote:  3 Yes (Eldredge, Palmer & Charette)    0  No.

First Selectman Eldredge motioned to approve a tax refund of  $203.90 from the Grand list of October 1, 2007 to DCFS Trust; P.O. Box 685; Roanoke, TX .  Reason: Vehicle sold.
Selectman Palmer seconded the motion.
Vote:  3 Yes (Eldredge, Palmer & Charette)    0  No.


C.  Subordination Request

Case # 2009-1 is requesting subordination of a rehab lien in order to refinance at a lower interest rate, do home repairs and pay for daughters college costs.  The request exceeds the percentage of the current appraised value of the property, which is a stipulation of the approval.  Discussion followed; all three selectmen were in concurrence that under the circumstances, the request is not a necessity at this time.  First Selectman Eldredge suggested if the requestor could pay part or the whole lien or brings the amount down to 50%, the Board would reconsider.

First Selectman Eldredge motioned to reject the subordination request for Case # 2009-1
Selectman Charette seconded the motion.

D.  Proposed Renewable Energy and Conservation Task Force

Christina Mailhos is requesting for the Board of Selectmen to create a task force and appoint 5 official board members for a Task Force to work like an advisory committee for energy conservation and potential of renewable energy technologies for Town taxpayers.

First Selectman Eldredge asked if they would need any funding.  Christina said that the first requirement is to run energy audits on all of the buildings, and they have might have someone who would do that for us.  Selectman Palmer said that there are also Grants available.  Norm Nadeau said that in the long run, it would incur savings to the Town, and the Town could switch over to renewable energy.  If the Town has 100 residents pick clean energy, the Town will get 1KW in solar. First Selectman Eldredge said he has no problem with this since this does not incur financial assistance from the Town.  Once they are an official committee, they will be able to apply for grants.  First Selectman Eldredge asked Ms. Mailhos if she had a chance to run an investigation of energy costs for the Town?  Ms. Mailhos said she did get a spreadsheet, it is spotty, because some of the numbers were not available – there were errors on invoices, etc.  The Town uses approximately 800KW, this includes the schools, library, Public Works, etc.  Norm Nadeau said that he has wind, solar and methane digestion.  He has made national and international news.  He saves $150.00 net per month, as he now provides his own heat, hot water and electricity.  Selectman Charette said that it is not often that the Board gets a request to form a committee that will save money.

First Selectman Eldredge motioned  the Board of Selectman create an official task force charged with researching and making recommendations to the Town of Willington in regards to 1) energy conservation initiatives and 2) the possible implementation of renewal energy technology.
Selectman Charette seconded the motion.

Good  & Welfare:

Selectman Charette said he wanted to thank a few people for the car show that was held on Sunday, as it was rained out on Saturday. They had fewer cars on Sunday, as there were other shows scheduled for Sunday.  He thanked Joe Phillipi for helping him out this year.   He also thanked Donna Hardie and the Ladies at the  Federated Church for providing pies, and the Boy Scout Troop 82 for vending hotdogs and hamburgers.  Lastly, the Street legends car club for helps manage the whole thing.  It was a nice day.

Lynn relayed a message from Teri Gareau – to thank Michael King and Troop 82 for constructing the kayak rack and painting the Parks and Rec shed, as well as a thank you to Nick Townsend and friends for sealing the guardrails at River Road Park.

Lynn also wanted to recognize her co-workers and residents who were on the Relay for Life team over the summer;  Valerie Pelletier, Carol Noyes,  Claudia D'Agata, Teri Gareau (captain), Mary Bowen,  Christine Salisbury,  Mary Huda, Joan Zagora, Nicole Lintereur, Pam Hodge, Margaret Gankofskie, Carol Chagnot, Debbie Linares, , Gay St Louis, and Cheryl Brown.~ The relay was held June 5 and 6~ (this was the TOB group.~ A lot of other Willington residents were in other teams as well) Total amount raised was $ 3,500.

Selectman Palmer asked of the status on the Willington Woods Recreation area.  Lynn said that Teri and the Boy Scouts are working on it.  A lot of it will be started this year, but not finished this year.  There will be a Bocci, croquet, and horse-shoe area as well as raised garden beds, and stairs.  They are also looking for a donation of a shed.

Norm Nadeau said he will have an open house at his home at 107 Blair Road on October 24th. He will offer tours for renewal energy.  The tour is free to Willington Residents from 8AM – 12PM and will then offer private tours in the afternoon for $15.00.   

Selectman Palmer motioned to adjourn the meeting at 7:40 P.M.
