Meeting Minutes
Regular Meeting September 8, 2009
Town Office Building –Selectmen’s Conference Room 6:30 P.M.
First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance: Selectmen Palmer, Charette, Lynn Nicholls and residents. First Selectman Eldredge led the Pledge of Allegiance.
Approval of Minutes:
Selectman Palmer motioned to approve the minutes of 8/17/09.
Selectman Charette seconded the motion.
Vote: 3 Yes (Eldredge, Palmer & Charette) 0 No.
Selectman Charette motioned to approve the minutes of 9/2/09.
Selectman Palmer seconded the motion.

Present to Speak:
Ralph Tulis asked to comment under Public Works.
John Patton commented on the minutes of 9/2/09. He stated he wanted to clarify why the Town is issuing payment to his wife for $2,000 on the Kechkes Road Bridge project – it is to front the legal fees in dealing with the Town for the bypass along her property.

The correspondence was not available at the meeting. Robin Campbell will provide tomorrow.
Public Works:
Lynn verified that next Tuesday’s primary is a regular election on September 15th – The “vote today” signs will go up and the doors will go down on Tuesday morning as a normal election.
Lynn said that there were a few complaints about the striping on Village Hill and Schofield Roads. She said that there were a few mess ups in some spots, and has contacted the company to come back out and re-stripe. Pinney Hill, Cisar, Old Farms Road look good.
Today Public Works shimmed and crack sealed. Tomorrow they will start chip sealing Lisa Lane at 6AM, continuing on Cemetery, Spak, Blair and Lohse. The schedule will depend on when the rain starts.
Lynn said she got a PO for the tree cutting. She has gotten a bunch of quotes. First Selectman Eldredge asked to see the quotes, and will make an award at the next Board of Selectmen meeting.
Ralph Tulis asked the status of Turnpike Road Extension. Lynn said that Karl surveyed it and the grant money has been approved. Once Karl comes up with the bid specs, we will go out to bid. It will be a pre-cast box culvert – 4 sections. Selectman Charette asked how long the project will take, and Lynn said it should be done very fast – approximately 3-4 days.
Lynn asked the status of the stimulus money for Turnpike Road, and Selectman Palmer said we will not be getting any stimulus money for it.
Selectman Charette asked if ASHOW water repair done at the Senior Center, and asked the cost. First Selectman Eldredge said the last estimate was $15,000, and we need to get the additional money that is coming in October.
Selectman Charette said that the salt bid was nice to see. First Selectman Eldredge said if we order the same as last year, we will be just under budget.
New Business:
- Resolution Recognizing September as Leukemia, Lymphoma & Myeloma Awareness month:

Resolution Recognizing September as Leukemia, Lymphoma & Myeloma Awareness Month
WHEREAS, blood cancers currently afflict more than 823,000 Americans with an estimated 135,520 new cases diagnosed each year, and
WHEREAS, leukemia, lymphoma and myeloma will kill an estimated 52,310 people in the United States this year, and
WHEREAS, The Leukemia & Lymphoma Society, through voluntary contributions, is dedicated to finding cures for these diseases through research efforts and the support for those that suffer from them, and
WHEREAS, The Leukemia & Lymphoma Society maintains offices in Fairfield County and Meriden, Connecticut to support patients with these diseases and their family members in the Town of Willington, and
WHEREAS, the Town of Willington is similarly committed to the eradication of these diseases and supports the treatment of its citizens that suffer from them, and
WHEREAS, the Town of Willington encourages private efforts to enhance research funding and education programs that address these diseases,
NOW THEREFORE BE IT RESOLVED, that the Town of Willington joins with The Leukemia & Lymphoma Society in designating the month of September 2009 as Leukemia, Lymphoma & Myeloma Awareness Month to enhance the understanding of blood related cancers and to encourage participation in voluntary activities to support education programs and the funding of research programs to find a cure for them.
First Selectman Eldredge motioned to approve the resolution.
Selectman Palmer seconded the motion.

First Selectman Eldredge motioned to approve a refund of $458.19 to David and Anne Lee; 35 Spak Road; Willington, CT; $226.32 from Grand List October 1, 2007 and $231.87 from Grand List of October 1, 2008. Reason: excess payments.
Selectman Palmer seconded the motion.
Vote: 3 Yes (Eldredge, Palmer & Charette) 0 No.
First Selectman Eldredge motioned to approve a tax refund of $607.08 to Linda Worthington; 12 Liska Road, Willington, CT ; from the Grand list of October 1, 2008. Reason: excess payment.
Selectman Charette seconded the motion.

Good & Welfare:
First Selectman Eldredge asked Selectmen Palmer and Charette what they thought about donating the stove from the Senior Center. It is a 6 burner electric range, and has had had limited use. He suggested either finding a soup kitchen or a non-profit organization. The 2 selectmen agreed to donate it to a non-profit. First Selectman Eldredge said he would talk with Tara about it tomorrow.
First Selectman Eldredge motioned to adjourn the meeting at 6:50 P.M.
