Meeting Minutes
Regular Meeting August 3, 2009
Town Office Building – Lower Conference Room 6:30 P.M.
First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance: Selectmen Palmer, Charette, Lynn Nicholls and residents. First Selectman Eldredge led the Pledge of Allegiance.
Approval of Minutes:
Selectman Charette motioned to approve the minutes of 7/20/09.

Correspondence:
A list of correspondence was available at the meeting and in the Selectman’s office.
Public Works:
Lynn said that they have finished the prep work for Hall School and it is ready for chip sealing this week. They took out the islands in the parking lot, took down a dead tree, fixed 2 culverts, and made another run off for rain. BOE paid for all of the materials. They just need to fix a concrete base on one of the box lights.
All Site lines at 320 and 32 are done.
They are working on roadside mowing. Hockla Farms Road is mowed and will be re-graded soon. Lynn said it is passable, and they will take care of it soon.
In 2 weeks they will concentrate on the chip seal routes. First Selectman Eldredge would like to have Lynn see him before she decides to shim. Lynn said she wants to talk to him about renting a tri-axle to move along quicker.
Lynn asked the outcome about a letter that she presented to the board about Turnpike and Balazs Roads back in June. First Selectman Eldredge said the Town attorney reviewed the report, and said that if the Town approaches the land owner on this situation, it would probably require a complete hydrology report on the dam and it’s outlet; and we would have to approach each land owner that could have a similar pond and overflow situation during a storm.
Lynn said that the Public Works will host a Chainsaw Safety and Operation during storm cleanup seminar at the Willington Public Library. It is conducted by the Connecticut Transport Institute Technology Transfer Center. The Public Works employees will be given instruction tips on what to do during a storm. Normally the seminar is $75 per person, but because we are hosting, our guys will go free of charge on September 1st. The seminar will be held on September 1, 2 and 3rd.
Lynn is also setting up a Personal Protection Equipment class, as part of the OSHA inspections. There is a 20 person minimum, and we only have 6 right now. Lynn said that she has notified Ashford and Tolland to see if they want to participate, to bring up attendance.
First Selectman Eldredge asked Lynn if she would uncover the covers to the Senior Center septic tank to get it cleaned out.
New Business:
- Call Public Hearing & Town Meeting
First Selectman Eldredge read the call of the meeting:
The Board of Selectmen will hold a Public Hearing on Wednesday, August 19th, 2009 at the TOWN HALL, 11 COMMON ROAD, Willington, at 7:00 P.M. for the following purpose:
- Presentation and discussion of An Amended Ordinance Establishing Land Use Application Processing Fees.
The electors of the Town of Willington and all persons who are entitled to vote in Town Meeting on the matters mentioned in the following warning are hereby warned and notified to meet in Town Meeting at the TOWN HALL at 11 COMMON ROAD in Willington on August 19th immediately following the 7:00 P.M. PUBLIC HEARING for the following purposes:
ITEM I
To see if the townspeople, on the recommendation of the Board of Selectmen, will adopt An Amended Ordinance Establishing Land Use Application Processing Fees.

Selectman Palmer motioned to call the Public Hearing and Town Meeting for August 19, 2009.
Selectman Charette seconded the motion.
First Selectman Eldredge stated that the main difference in the old fee ordinance with the new one is that it allows us to charge the developer/applicant for fees the Town incurs when we hire consultants to review their projects. As you all may be aware last year we had one project that cost the Town over $13,000 for just consultants. This cost was paid for by the taxpayers. Once this is in place, if a similar situation should arise the applicant would have to cover those costs. The only Planning and Zoning fee raised is the cost of an application for a new home from $50.00 to $75.00. This ordinance also includes Zoning Board of Appeals which was not included in the old ordinance.

First Selectman Eldredge motioned to approve a tax refund of $14.83 from the grand list of October 1, 2008 to Amy Rawson, 10 Village Street; reason: Vehicle is now registered out of state.
Selectman Charette seconded the motion.

First Selectman Eldredge motioned to approve a tax refund of $86.40 from the grand list of October 1, 2008 to Chrysler Financial Services, 2050 Ronoke Road Westlake, TX 76262; reason: Sold vehicle
Selectman Charette seconded the motion.

First Selectman Eldredge motioned to approve a tax refund of $34.14 from the grand list of October 1, 2008 to Susan Smolen; 14 Old South Willington Road; reason: Vehicle now registered out of state.
Selectman Palmer seconded the motion.

First Selectman Eldredge motioned to approve a tax refund of $76.19 from the grand list of October 1, 2008 to Richard G. Wilson; 442 Elm Street, Windsor Locks, CT ; reason: Sold vehicle

Good & Welfare:
First Selectman Eldredge congratulated 16 year old Alexander Sahi, (John Sahi’s son) for his recent win at the Junior World Archery Tournament in Ogden, Utah. He competed against competitors from 58 countries. He is the best in the world!
Lynn wanted to thank everyone for their generous donations of daylilies for Hancock Road, and a thank you to Peter Thompson for cleaning around the rocks and planting them.
Leo Mercado of Jared Sparks Road wanted to discuss the numerous break-ins in the area; his home was one of them last week. He asked the Board if there is a way to notify other residents (perhaps an email tree) to get the word out quickly, and let people know to be extra cautious. Selectman Charette suggested something like a “neighborhood watch” to put alerts out. Ralph Tulis said something like that could also be used for Amber alerts; and Christina Mailhos suggested that school closings could also be added to it as well. First Selectman Eldredge said that we will look into putting something on the web that residents can subscribe to, but will have to check with the State Police to make sure it does not hinder their investigation. He will also contact them to see how many confirmed cases we have in
Town.

First Selectman Eldredge made the following motion:
The Board of Selectmen authorizes the First Selectman to enter into the A.S.H.o.W. settlement agreement of 7/31/09, and the abatement agreement.
