Meeting Minutes
Regular Meeting July 20, 2009
Town Office Building – Lower Conference Room 6:30 P.M.
First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance: Selectmen Palmer, Charette, Lynn Nicholls and residents. First Selectman Eldredge led the Pledge of Allegiance.
Approval of Minutes:
Selectman Palmer motioned to approve the minutes of 7/07/09.
Selectman Charette seconded the motion.
Vote: 3 Yes (Eldredge, Palmer & Charette) 0 No.
Selectman Charette commented on the minutes of Special meeting of July 15, 2009. He stated that it bothered him that the Board did not make a decision on what was discussed in Executive Session. He then contacted FOI and asked their opinion. FOI suggested that the Board should issue some sort of decision regarding on what the board went into Executive Session for. First Selectman Eldredge stated that he talked to the Town Attorney, and was told that no formal motion was necessary.
Selectman Charette motioned to approve the minutes of 7/15/09.
Selectman Palmer seconded the motion.

Present to Speak:
Christine Mailhos wanted to make the Board aware that the town of Ashford has recently become a Green Town. Ashford has gone through a series of steps that needed to be done to do so. Ms. Mailhos suggested that our Town look into becoming Green. If the Town could commit to use 20% of electrical consumption on clean energy, we could get a free solar panel for one of the Municipal buildings. The first step would be to have the Board to agree to pursue this, and would need to find out the actual costs of current energy bills and submit to New England Renewable Energy. The other component would be to get 100 households to sign up for the renewal energy. First Selectman Eldredge said that Ms. Mailhos is more than welcome to come to the Town Office Building to get what she needs to get started.
John Patton asked if the union withdrew their grievance. First Selectman Eldredge stated that the Board approved the grievance in a closed door session.
Correspondence:
A list of correspondence was available at the meeting and in the Selectman’s office.
Public Works:
Lynn submitted 2 bid sheets to the board. The first was for winter road sand and the other was for Truck Rental for Chip Sealing. They are the same bid sheets we have been using all along. Both will go out via mail tomorrow and will be due back by August 17th.
Bid Opening for Suburban: The Town received one bid.
First Selectman Eldredge motioned to award the winning bid for the 1992 Chevy Suburban Model C-1500 to Horse Power Hill; Aspinall Drive; Andover, Connecticut for $251.00
Selectman Charette seconded the motion.

Lynn said that Public Works is currently working on site lines, culverts, poles and wooden posts. First Selectman Eldredge asked the status of Hall School parking lot. Lynn said that she gave a quote to Dave Harding to have it outsourced, as Public Works has been behind because of the weather. First Selectman Eldredge told Lynn to let him know what the decision will be.
New Business:
A. Historical Preservation Grant Resolution
Donna Hardie, Town Clerk submitted the following resolution for the historical preservation grant:
First Selectman Eldredge read the call of the Resolution:
Resolved that Michael Eldredge, First Selectman is empowered to execute and deliver in the name and on
behalf of this municipality a contract with the Connecticut State Library for an Historic Documents
Preservation Grant.
First Selectman Eldredge motioned to approve the Historical Preservation Grant Resolution.
Selectman Palmer seconded the motion.
Vote: 3 Yes (Eldredge, Palmer & Charette) 0 No.
B. Non discrimination Certification pertaining to Preservation Grant
First Selectman Eldredge read the call of the Nondiscrimination Certification:
Resolved: That Willington, hereby adopts as its policy to support the nondiscrimination agreements and warranties required under Connecticut General Statutes§ 4a-60(a)(1) and §4a(a)(1), as amended in State of Connecticut Public Act 07-245 and sections 9(a)(1) and 10(a)(1) of Public Act 07-142.
First Selectman Eldredge motioned to approve the Nondiscrimination Certification.
Selectman Charette seconded the motion.

C. Appointments
First Selectman Eldredge motioned to re-appoint Tyler Millix to the Housing Authority effective August 1, 2009, expiring August 1, 2014.
Selectman Charette seconded the motion.
Vote: 3 Yes (Eldredge, Palmer & Charette) 0 No.
Good & Welfare:
Selectman Charette said he stopped by Hall’s Pond on Friday, and said that Parks & Rec and Public Works did a great job cleaning up the area. It looks great. First Selectman Eldredge also said that the area looks great, and the crew did a nice job.
Selectman Charette motioned to adjourn the meeting at 6:45 P.M.
First Selectman Eldredge seconded the motion.
