Meeting Minutes
Regular Meeting June 1, 2009
Town Office Building – Lower Conference Room 6:30 P.M.
First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance: Selectmen Palmer, Charette and residents. Lynn Nicholls was absent. First Selectman Eldredge led the Pledge of Allegiance.
Approval of Minutes:
Selectman Palmer motioned to approve the minutes of 5/18/09.
Selectman Charette seconded the motion.
Vote: 3 Yes (Eldredge, Palmer & Charette) 0 No.
Selectman Charette motioned to approve the minutes of 5/27/09.
Selectman Palmer seconded the motion.

Present to Speak:
Mike Makuch stated that he would like to speak under Public Works.
John Patton asked the board if they had made a decision to appeal the FOI case. First Selectman Eldredge stated that he would not discuss matters in public session which were discussed in executive session. Mr. Patton then asked if the board made any decisions regarding the FOI case. First Selectman Eldredge again stated that he would not discuss in public session what was discussed in executive session.
Mr. Patton asked if the Board has put together a list of qualifications for the Youth and Family Service Director position. He stated that he would like to see a copy of the job description. First Selectman Eldredge stated that we recently developed it and we can give him a copy.
Matt Ellis, chairman of the Planning and Zoning commission stated that some large things come in front of the commission that haven’t made it to zoning yet. The costs are quite extensive, including legal fees, consulting fees for engineers etc. There is a way to put an ordinance in to pass of the costs to the developers. He presented a draft copy of the ordinance, which covers everybody last section allows Board of Selectmen to make changes without calling Town meetings. The last section allows the Board of Selectmen to make changes to the fee schedule without going to Town Meetings. First Selectman Eldredge said he would run it by Attorney Zizka, and in order to establish any ordinance, it needs to go to Public Hearing and Town Meeting.

A list of correspondence was available at the meeting and in the Selectman’s office.
Public Works:
Lynn was excused from tonight’s meeting. First Selectman Eldredge stated that Public Works is still sweeping, and is working on the Pinney Hill / Luchon Road area and will be finished from Route 320 down.
He also stated that he asked Lynn to contact salt vendors to get bids and have them respond directly to the Town. The other thing he asked Lynn to do is to develop a chip seal route for this year. First Selectman Eldredge asked John Patton if he would provide stone. John said he would get the prices to Lynn.
Mike Makuch stated that he had a call on Daleville Road during the Fun Run on Saturday and the rescue truck had issues hitting tree limbs all the way down Old Farms and Daleville Road. Coming back up Old Farms (northbound) it was even worse. Chief Makuch said that the doors on the rescue truck are about 10’ 6”, which are not very high, so other taller vehicles could have issues. First Selectman Eldredge said he will bring this issue to Lynn’s attention.
New Business:
First Selectman Eldredge motioned to Appoint Tess Gutowski to fill the vacancy for Inland Wetlands Commission for Roger Peloquin – effective immediately expriring May 16, 2012.
Selectman Charette seconded the motion.

- Approve Irrigation well bid for River Road Athletic Complex
Discussion was held on the bid from Stavens Brothers regarding the well location for the River Road Athletic Complex. The bid proposes what could be interpreted as 3 different kinds of wells – clarification is needed. First Selectman Eldredge stated that there should be a “not to exceed” cost on the proposal to keep the well within budget. He also stated that the well location should be approved by DPH so that no problem will exist in the future when the well is used for drinking water. The Board needs more information on the current situation prior to awarding the bid.
C. Call Town Meeting
First Selectman Eldredge read the call of the meeting:

SPECIAL TOWN MEETING
The electors of the Town of Willington and all persons who are entitled to vote in Town Meeting on the matters mentioned in the following warning are hereby warned and notified to meet in Town Meeting at the TOWN HALL at 11 COMMON ROAD in Willington on Wednesday, June 17th, 2009 at 7:00 P.M. for the following purposes:
ITEM I
To see if the townspeople, on the recommendation of the Board of Finance, will authorize the appropriation of $25,818 from DEMHS Grant number FEMA-DR-1619-CT-5R for the design and construction to upgrade the culvert on Turnpike Road Extension.

Good & Welfare:
First Selectman Eldredge said that Willington Day went well, and had a tremendous amount of people. He personally thanked Tracy Anderson, Wendy Andreoli, Robin Campbell, Erin Dickerman, Teri Gareau, Ginger Halle, Christina Mailhos, Tara Martin, Christine Salisbury and Ginna Stebbens for putting it together in such a short time, and making it a success.
Selectman Charette said that the Memorial Day celebration on the green was very well attended. It was a nice day, and the VFW members conducted a nice ceremony.
First Selectman Eldredge motioned to adjourn the meeting at 7:00 P.M.
