Selectman Palmer called the meeting to order at 6:30 P.M. with the following in attendance: Selectman Charette and residents. First Selectman Eldredge was absent. Selectman Palmer led the Pledge of Allegiance.

PRESENT TO SPEAK
Chief Makuch, of the Willington Hill Fire Dept. was present to report on the Study Committee for the Fire Depts. and the Senior Center. The RFP has been approved by the Town Attorney and the ad has been placed on the Town website and in the Reminder. Proposals are due back by 4/1/09. They will be reviewed by the committee after that. Mike will also check with the Town Clerk about filing agendas and minutes since they are a sub committee or an ad hock committee. Mike also commented that the superfund cleanup on the Cadelrock property will start up again in the spring and will probably be finished by the end of summer. Mike reported that spring weekend at UCONN will be in 6 weeks and would like the First Selectman to ask the State Police for assistance. We need to prepare for this. The Fire Dept. will request that the apartment complexes empty their dumpsters each day during that weekend so there can be no dumpster fires. Mike reported that the Fire Dept. is continuing to
seek grants; right now they have a chance at a $2,000 grant. The Willington Hill Fire Dept. has received $250,000 in grants in the last 5 years. Some of that reduced the budget and some got us new things. Between both fire depts. we have received about $400,000/500,000 in grants over the years.

SELECTMAN PALMER MOVED TO HOLD A PUBLIC HEARING AND TOWN MEETING FOR THE FOLLOWING:
The Board of Selectmen will hold a Public Hearing on March 18, 2009 at the TOWN HALL, 11 COMMON ROAD, Willington, at 7:00 P.M. for the following purpose:
1. To discuss its Fiscal Year 2009 Community Development Block Grant
program Application and to solicit citizen input.
2. To discuss an Ordinance renaming the Recreation Commission as the Parks
and Recreation Commission.
The electors of the Town of Willington and all persons who are entitled to vote in Town Meeting on the matters mentioned in the following warning are hereby warned and notified to meet in Town Meeting at
the TOWN HALL at 11 COMMON ROAD in Willington on March 18, 2008 immediately following the 7:00 P.M. PUBLIC HEARING for the following purposes:
ITEM I
To see if the townspeople, on the recommendation of the Board of Selectmen, will adopt the following resolution:
WHEREAS, pursuant to Chapter 127c and Part VI of Chapter 130 of Connecticut General State Statute, the Connecticut Department of Economic and Community Development is authorized to extend financial assistance for economic development projects; and WHEREAS, it is desirable and in the public interest that the Town of Willington make an application to the State for $300,000 in order to undertake the Small Cities Community Development Program and to execute an Assistance Agreement.
NOW, THEREFORE, BE IT RESOLVED BY THE TOWN MEETING
1. That it is cognizant of the conditions and prerequisites for the state financial
assistance imposed by Chapter 127c and Part VI of Chapter 130 Connecticut
General State Statutes.
2. That the filing of an application for State financial assistance by the Town of
Willington in an amount not to exceed $300,000 is hereby approved and that
Michael Eldredge, First Selectman is directed to execute and file such
application including a Program Income Reuse Plan, if applicable, with the
Connecticut Department of Economic and Community Development, to
provide such additional information, to execute such other documents as may
be required, to execute an Assistance Agreement with the State of
Connecticut for State financial assistance if such an agreement is offered, to
execute any amendments, decisions, and revisions thereto, and to act as the
authorized representative of the Town of Willington.
3. That it hereby adopts or has adopted as its policy to support the following
nondiscrimination agreements and warranties required under subsection
(a)(1) of Connecticut General Statutes sections 4a-60 and 4a-60a,

respectively, as amended by Public Act 07-245 and sections 9(a)(1) and
10(a)(1) of Public Act 07-142 and for which purposes the “contractor” is the
Town of Willington and “contract” is said Assistance Agreement:
The contractor agrees and warrants that in the performance of the contract
such contractor will not discriminate or permit discrimination against any
person or group of persons on the grounds of race, color, religious creed, age,
marital status, national origin, ancestry, sex, mental retardation or physical
disability, including, but not limited to, blindness, unless it is shown by such
contractor that such disability prevents performance of the work involved.
The contractor agrees and warrants that in the performance of the contract
such contractor will not discriminate or permit discrimination against any
person or group of persons on the grounds of sexual orientation, in any
manner prohibited by the law of the United States or the state of Connecticut,
and that employees are treated when employed without regard to their sexual
orientation.
ITEM II
To see if the townspeople, on the recommendation of the Board of Selectmen, will approve an ordinance renaming the Recreation Commission as the Parks and Recreation Commission.

GIRL SCOUT WEEK PROCLAMATION
SELECTMAN PALMER MOVED TO ADOPT THE FOLLOWING PROCLAMATION:
2009 Girl Scout Week Proclamation
WHEREAS, March 12, 2009, marks the 97th anniversary of Girl Scouts of the USA, founded by Juliette Gordon Low in 1912 in Savannah, Georgia; and,
WHEREAS, throughout its distinguished history, Girl Scouting has inspired millions of girls and women with courage, confidence, and character to make the world a better place; and,
WHEREAS, through the Girl Scout Leadership Experience girls develop the skills and lessons that will serve them throughout their lives so that they may contribute to their communities; and,
WHEREAS, Girl Scouting takes an active role in increasing girls’ awareness of the opportunities in math, science, sports, technology, and many fields of interest that can expand their horizons; and,
WHEREAS, more than three million current Girl Scout members nationwide will be celebrating this American tradition, and welcome girls from every background to join;
NOW, THEREFORE, I Michael Eldredge, by virtue of the authority vested in me as the First Selectman of Willington, do hereby applaud the commitment Girl Scouting has made to support the

leadership development of America’s girls and proudly proclaim the week of March 8, 2009, as Girl Scout Week.

GOOD & WELFARE
Selectman Charette thanked Mary Bowen for her 29 years of service to the Town and commented Lynn Nicholls sent her best wishes also. We appreciate all Mary has done for the Town over the years. Selectman Charette also commented we need to thank Jim Poole, Chairman of the Economic Development Commission for loaning us the $750 from EDC to do the survey for the Town computers.
