REGULAR MEETING                                                                                                           DEC. 15, 2008
TOWN OFFICE BUILDING                                                                                                  6:30 P. M.

First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance:  Selectmen Palmer & Charette, L. Nicholls, and residents.  First Selectman Eldredge led the Pledge of Allegiance.

APPROVAL OF MINUTES
SELECTMAN CHARETTE MOVED TO APPROVE THE MINUTES OF 12/1/08.  
Selectman Palmer seconded the motion.
VOTE:  3 YES (ELDREDGE, PALMER & CHARETTE)    0  NO

SELECTMAN PALMER MOVED TO APPROVE THE MINUTES OF 12/10/09.
Selectman Charette seconded the motion.
VOTE:  3 YES (ELDREDGE, PALMER & CHARETTE)    0  NO

CORRESPONDENCE
A list of correspondence was available at the meeting and in the Selectman’s office.
First Selectman Eldredge commented he had a letter from the Governor.  She is asking for recommendations for municipal projects that are shovel-ready; roads, bridges, schools, long-unmet needs or “green energy” projects that will help the municipalities.  Proposals must be in the Governor’s office by Dec. 31, 2008.  A list will be put together.

PUBLIC WORKS
Lynn showed the Board some pictures from the rainstorm, we made it through pretty well and everything is passable now.  Compared to some towns we were pretty lucky.  There are people running drains and hoses out on the road and people are stealing our cones.  Selectman Palmer asked how many events have we had?  Lynn commented this is our 3rd.  We keep track of everything we do and what we use.  Selectman Charette commented our relief valve on Kechkes is working well.  Lynn commented some places water is still flowing heavy; some of the things we did this summer helped.  First Selectman Eldredge asked could you ask the chip seal bidders if they will lock in prices?  Lynn will.  Selectman Charette asked is sand available at the Transfer Station?  Lynn replied yes and sand has been delivered to seniors.  The gate to Public Works is locked now because people were taking salt from there.  Selectman Charette asked do we have plans for the Senior Housing recreation?  First Selectman Eldredge commented that will be done in the spring.

RELEASE OF CLOVER SPRINGS DRIVE BOND
FIRST SELECTMAN ELDREDGE MOVED TO RELEASE THE MAINTENANCE BOND FOR CLOVER SPRINGS DRIVE.
Selectman Palmer seconded the motion.
VOTE:  3 YES (ELDREDGE, PALMER & CHARETTE)    0  NO

TAX REFUND
FIRST SELECTMAN ELDREDGE MOVED TO APPROVE A TAX REFUND OF $53.94 TO JENNIFER LANE.
Selectman Charette seconded the motion.
VOTE:  3 YES (ELDREDGE, PALMER & CHARETTE)    0  NO

RESOLUTION – MEMORANDUM OF UNDERSTANDING/DEPT. EMERGENCY MANAGEMENT/HOMELAND SECURITY
This is necessary for the Emergency Management Performance Grant.  Stuart Cobb explained that the grant is a 50/50 match so we get ½ of the money back.
FIRST SELECTMAN ELDREDGE MOVED THAT THE FOLLOWING RESOLUTION BE APPROVED.

VOTE:  3 YES (ELDREDGE, PALMER & CHARETTE)    0  NO
RESOLVED:
THAT THE FIRST SELECTMAN, MICHAEL ELDREDGE, BE AND HEREBY IS AUTHORIZED TO ACT ON BEHALF OF THE TOWN OF WILLINGTON IN EXECUTING A MEMORANDUM OF UNDERSTANDING WITH THE STATE OF CONNECTICUT, DEPARTMENT OF EMERGENCY MANAGEMENT AND HOMELAND SECURITY, FOR PARTICIPATION IN THE FY 2009 EMERGENCY MANAGEMENT PERFORMANCE GRANT PROGRAM.

GOOD & WELFARE  
Lynn commented she Kathryn Demers from UCONN gave the buckets used for sand for the seniors to Public Works and Lynn would like to thank her.  A thank you also to Walt West, his family and Willington Fire Dept. #1 for doing the lights on the tree at the Green.  Mary reported that Daniel North, the gentleman who gave the North property to the Town to sell for the Library, passed away Nov. 25, 2008.  Robby Passardi, Margaret Gankofskie and Brittany McDougal went to the memorial service for Mr. North on Sat.  Our condolences to the North family.  Mr. North was a kind and generous man.  

EXECUTIVE SESSION – PENDING CLAIMS/LITIGATION – ASHOW
FIRST SELECTMAN ELDREDGE MOVED TO GO INTO EXECUTIVE SESSION TO DISCUSS PENDING CLAIMS/LITIGATION – ASHOW AT 7:00 P.M.
Selectman Charette seconded the motion.
VOTE:  3 YES (ELDREDGE, PALMER & CHARETTE)    0  NO

SELECTMAN PALMER MOVED TO COME OUT OF EXECUTIVE SESSION AND ADJOURN THE MEETING AT 8:00 P.M.
