REGULAR MEETING                                                                                                           DEC. 1, 2008
TOWN OFFICE BUILDING                                                                                                  6:30 P. M.

First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance:  Selectmen Palmer & Charette and residents.  First Selectman Eldredge led the Pledge of Allegiance.

APPROVAL OF MINUTES
SELECTMAN PALMER MOVED TO APPROVE THE MINUTES OF 11/17/08.  
Selectman Charette seconded the motion.
VOTE:  3 YES (ELDREDGE, PALMER & CHARETTE)    0  NO

PRESENT TO SPEAK
Boy Scout Nicholas Sadow was present to request permission for his Eagle Scout project.  He will build 4 covered boxes for the Senior Center that will hold sand/salt for the winter months.  They will be placed in 4 different areas.  He has received permission from the president of the Senior Center.  The Board liked this idea.
FIRST SELECTMAN ELDREDGE RECOMMENDED THAT THE BOARD OF SELECTMEN APPROVE NICHOLAS SADOW’S EAGLE SCOUT PLAN FOR THE WILLINGTON SENIOR CENTER.
Selectman Charette seconded the motion.
VOTE:  3 YES (ELDREDGE, PALMER & CHARETTE)    0  NO

CORRESPONDENCE
A list of correspondence was available at the meeting and in the Selectman’s office.  Selectman Palmer commented the idea to have 3 towns get together to purchase supplies is a good idea.  Selectman Charette asked what is going to be done about the letter from PZC regarding the Senior Housing recreation area.  First Selectman Eldredge commented he will talk to Susan Yorgensen about this.  Something will be done in the spring.  First Selectman Eldredge commented the Open Space Grant has been awarded for the Knowlton property.  First Selectman Eldredge commented we need a new contract with Willimantic Waste, he has been talking to T. DeVivo and asked him to look for savings.  Discussion followed on hauling waste and curbside pick up.  Selectman Palmer commented the other option is to increase fees.  First Selectman Eldredge commented the last 4 days when the Town Office Building was closed we had the heat at 55° day and night in order to conserve energy.  All the employees are willing to take personal days or vacation days to close the day after Christmas so we can save heat and electricity for 4 days.  The Board agreed to do this.  First Selectman Eldredge commented we received the contract for the water main.

PUBLIC WORKS
Lynn was not at the meeting.  Selectman Charette commented he thinks the Town should send a letter to DOT regarding the price of salt for Willington.  DOT awarded the contract for $90/ton to the company that would deliver to Willington.  Other towns are going to pay $70/ton.  First Selectman Eldredge commented he talked to the Governor about this; it is 2.5 times our budget from last year.  Selectman Palmer commented we need to talk about some job classifications.  First Selectman Eldredge commented that will be put on for Executive Session for the next meeting.  Selectman Charette commented he needs to understand more about it.

APPOINTMENTS
FIRST SELECTMAN ELDREDGE MOVED TO REAPPOINT JAMES POOLE AS AN ALTERNATE ON THE PLANNING & ZONING COMMISSION, TERM EFFECTIVE 12/18/08 TO 12/18/11.
Selectman Palmer seconded the motion.
VOTE:  3 YES (ELDREDGE, PALMER & CHARETTE)    0  NO

FIRST SELECTMAN ELDREDGE MOVED TO REAPPOINT RICHARD MINDEK, III AND GREGORY SUCHY AS MEMBERS OF THE RECREATION COMMISSION, TERMS EFFECTIVE 12/15/08 TO 12/15/11.
Selectman Charette seconded the motion.
VOTE:  3 YES (ELDREDGE, PALMER & CHARETTE)    0  NO

UNION CONTRACT RATIFICATION
Selectmen Palmer & Charette negotiated a contract with the union and the Board needs to ratify it.  First Selectman Eldredge commented he had a question about the insurance option, is it similar to the Board of Educations?  It is similar.  Selectman Palmer commented it is an option for employees; the Town does not contribute any excess of savings.  Selectman Charette commented it is another option for employees to look at and there is some saving to the Town.  First Selectman Eldredge asked if the option would be added to appendix B and was told yes.  Selectman Palmer commented B is the current health plan plus the option.  Discussion followed about job descriptions and classifications.
FIRST SELECTMAN ELDREDGE MOVED THAT WE ACCEPT THE WORKING AGREEMENT BETWEEN THE TOWN OF WILLINGTON AND LOCAL #1303-121 OF COUNCIL #4, AMERICAN FEDERATION OF STATE, COUNTY AND MUNICIPAL EMPLOYEES, AFL-CIO FOR FISCAL YEARS 2010-2012.
Selectman Palmer seconded the motion.
VOTE:  2 YES (PALMER & CHARETTE)  1 ABSTAIN (ELDREDGE)    0  NO

GOOD & WELFARE  
Selectman Charette said thank you to Teri Gareau, Director of Recreation, for hunting down money to get 5 kayaks for the Town.  It is a great thing and she capitalized on it.  Congratulations to the Conservation Commission on the Knowlton property grant, nice job.  Bob Wiecenski asked how much money will we get in taxes from revaluation?  First Selectman Eldredge commented you are going from 2003 to now; the Grand List should go up and the mil rate should go down.  Bob asked will hunting be allowed on the Knowlton property?  That is not known yet.

FIRST SELECTMAN ELDREDGE MOVED TO DIRECT THE TOWN ATTORNEY TO PREPARE A SETTLEMENT AGREEMENT BASED ON THE 8 POINTS INCLUDED IN THE 11/24/08 LETTER TO HIM.
