REGULAR MEETING                                                                                                           NOV. 17, 2008
TOWN OFFICE BUILDING                                                                                                  6:30 P. M.

First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance:  Selectmen Palmer & Charette, L. Nicholls, and residents.  First Selectman Eldredge led the Pledge of Allegiance.

APPROVAL OF MINUTES
SELECTMAN PALMER MOVED TO APPROVE THE MINUTES OF 11/3/08.  
Selectman Charette seconded the motion.
VOTE:  3 YES (ELDREDGE, PALMER & CHARETTE)    0  NO

PRESENT TO SPEAK
First Selectman Eldredge commented that the Board had a conference call today with the Governor.  We were told that as of July 1st the State has a $370 million loss, 2010 is projected to be a $2.6 billion loss and 2011 is projected to be $3.3 billion loss.  There is a loss of revenues and no growth in income.  In October there were projects that were not going to be on the table for cutting, now everything is on the table.  First Selectman Eldredge commented all State agencies will be cut; it will be interesting to see what comes out of this.  We are talking about how we can hold spending on the present budget; if the State does not have the money we do not get the money.  Discussion followed on what the State has paid to the Town so far.  Selectman Charette commented the Governor commented she does not expect things to bottom out until the 4th quarter of 09.

CORRESPONDENCE
A list of correspondence was available at the meeting and in the Selectman’s office.

PUBLIC WORKS
Lynn commented she talked to Mansfield about opening up the closed part of Burt Latham Road, they will not open it.  Lynn commented they have worked on Michalec Rd. to get it through the winter.  Discussion followed on the drainage on Village Hill Road and Fisher Hill Road and the last of asphalting.  Lynn commented if they can get more asphalting done they will.  They finished the Recreation fields and culvert on Moose Meadow Road and are getting equipment ready for plowing.  Lynn commented she has not had a response on a lock in price for chip sealing oil.  Gorman’s got hurt last year locking in prices.  First Selectman Eldredge commented anything we have locked in will be good for us.  Discussion on salt for the roads followed.  Ashford is in a different district than Willington and they can get salt for $70/T but our price would be $90/T.  Lynn will be sitting down with other towns to see if we can get a better price together.  Willington would need between 500 and 1,000 tons.  Selectman Charette asked what is the ratio for salt?  Lynn commented we did have 3-1 but First Selectman Eldredge wants to go 5-1 but we have to go storm by storm.  We could have 5-1 in the bin and add

more salt if we need it.  Discussion followed on the color of the sand.  First Selectman Eldredge commented he does not want to put any salt in the outside sand pile.

APPOINTMENTS
FIRST SELECTMAN ELDREDGE MOVED TO REAPPOINT KATHLEEN DEMERS, MARILYN SCHREIBER AND ROBERT SHABOT AS REGULAR MEMBERS OF THE CONSERVATION COMMISSION, ALL TERMS EFFECTIVE 12/1/08 TO 12/1/2011.
Selectman Charette seconded the motion.
VOTE:  3 YES (ELDREDGE, PALMER & CHARETTE)    0  NO

FIRST SELECTMAN ELDREDGE MOVED TO REAPPOINT PETER THOMSEN AS A REGULAR MEMBER OF THE SOLID WASTE COMMISSION, TERM EFFECTIVE 11/7/08 TO 11/7/2011.
Selectman Charette seconded the motion.
VOTE:  3 YES (ELDREDGE, PALMER & CHARETTE)    0  NO
First Selectman Eldredge commented we are still looking for members for the Solid Waste Commission.  Selectman Palmer commented the ordinance is for the landfill, we may want to look at it and amend it.

GOOD & WELFARE  
Lynn commented we should thank the volunteers who helped the Boy Scouts collect the food for the food bank.  First Selectman Eldredge commented the Boy Scouts are starting on Sat. to give out new stickers for the Transfer Station.  They are doing a good service for the Town.

EXECUTIVE SESSION
FIRST SELECTMAN ELDREDGE MOVED TO GO INTO EXECUTIVE SESSION TO DISCUSS PENDING CLAIMS/LITIGATION – A.S.H.O.W. AT 7:53 P.M.
Selectman Charette seconded the motion.
VOTE:  3 YES (ELDREDGE, PALMER & CHARETTE)    0  NO

SELECTMAN PALMER MOVED TO COME OUT OF EXECUTIVE SESSION AND ADJOURN THE MEETING AT 8:00 P.M.
