REGULAR MEETING NOV. 3, 2008
TOWN OFFICE BUILDING 6:30 P. M.
First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance: Selectmen Palmer & Charette, L. Nicholls, and residents. First Selectman Eldredge led the Pledge of Allegiance.
APPROVAL OF MINUTES
SELECTMAN CHARETTE MOVED TO APPROVE THE MINUTES OF 10/20/08.
Selectman Palmer seconded the motion.

CORRESPONDENCE
A list of correspondence was available at the meeting and in the Selectman’s office.
PUBLIC WORKS
Lynn commented the asphalt plants might close early so they are asphalting and cleaning culverts and making Michalec Rd. operable for winter. Discussion followed on an easement that is needed and plans for a drainage issue on Fisher Hill Road. First Selectman Eldredge brought up the subject of excavating for the Kechkes Road Bridge, Lynn will call Karl Acimovic in the morning and they will do that this week. Selectman Charette asked about the waste oil tank and commented there is $1,000 in C.I.P. for this. First Selectman Eldredge commented it cost about $7,000 for it and so far we have been storing it in 50-gallon drums. Selectman Charette commented 50-gallong drums are not big enough. Lynn commented it is taking time from Public Works to work with the 50-gallon drums; you must bring
them in and warm them up and filter the waste oil before using it. Lynn commented she had it set up so that we pump from the outside 1,000-gallon tank and pump direct to the waste oil furnace. Selectman Charette commented the money is allotted for this. First Selectman Eldredge commented this year’s budget is tight. Discussion followed on the use of the 50-gallon drums or a 1,000-gallon tank. Discussion followed on the benefits of waste oil heat, propane and oil and which is more efficient at the garage. The storage of waste oil and the buying of reclaimed waste oil was discussed. First Selectman Eldredge commented we will look at the storage area; this is going to be a tough budget year. Lynn commented she put up a sign on the garage gate that says “Authorized Personnel Only” and the gates will be shut. The public is coming in there and taking salt and sand that is for use on the roads only. There will
be a pile of sand at the Transfer Station that the public can use. Lynn commented she is looking into going with a consortium to buy salt. She talked to Todd today; he thinks the price will go down next year for chip seal. First Selectman Eldredge asked Lynn to ask what a lock in price would be. Selectman Charette commented we need to get signage for the electronic shed. This will be done.

FIRST SELECTMAN ELDREDGE MOVED TO REAPPOINT ANNEMARIE POOLE TO THE ZONING BOARD OF APPEALS, TERM EFFECTIVE DECEMBER 31, 2008 TO DECEMBER 31, 2013.
Selectman Charette seconded the motion.
VOTE: 3 YES (ELDREDGE, PALMER & CHARETTE) O NO
FIRST SELECTMAN ELDREDGE MOVED TO REMOVE DONALD BROWN AS A ZONING BOARD OF APPEALS MEMBER ON THE RECOMMENDATION OF THE ZONING BOARD OF APPEALS.
Selectman Palmer seconded the motion.
VOTE: 3 YES (ELDREDGE, PALMER & CHARETTE) 0 NO
FIRST SELECTMAN ELDREDGE MOVED TO APPOINT WILLIAM BILYAK TO THE RECREATION COMMISSION TO REPLACE EDWARD TAIMEN, TERM EFFECTIVE IMMEDIATE TO DECEMBER 15, 2011.
Selectman Palmer seconded the motion.

TAX REFUNDS
FIRST SELECTMAN ELDREDGE MOVED TO APPROVE A TAX REFUND OF $52.91 TO BARBARA JOLLEY.
Selectman Charette seconded the motion.

GOOD & WELFARE
First Selectman Eldredge commented Matt Hoagland, a Marine, is home from his tour of duty in Iraq, we are very pleased to see him home. Selectman Charette commented everyone at the Parents Expo did a nice job of putting it together. Selectman Charette commented Brownie Troop 65292, 6 to 8 years old, have been working on getting people out to vote. They sent a letter to the editor regarding this (letter attached). Lynn commented that the Boy Scouts will be picking up food on Sat. Nov. 8, 2008 for their annual food drive.
