BOARD OF SELECTMEN
REGULAR MEETING OCT. 20, 2008
TOWN OFFICE BUILDING 6:30 P. M.
First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance: Selectmen Palmer & Charette, L. Nicholls, and residents. First Selectman Eldredge led the Pledge of Allegiance.
APPROVAL OF MINUTES
SELECTMAN PALMER MOVED TO APPROVE THE MINUTES OF 10/6/08
Selectman Charette seconded the motion.
VOTE: 3 YES (ELDREDGE, PALMER & CHARETTE) 0 NO
Selectman Charette commented that people have said they find the minutes hard to follow. An attempt to correct this will be made.

PRESENT TO SPEAK
Judy Andersen, Registrar of Voters was present to update the Board on the preparation for the election. They are on track with their preparations. Judy commented Lynn Nicholls and Mary Bowen have been very helpful. The Registrars are concerned about public safety with the traffic flow, especially early morning and at night. Jack Lewis suggested asking the Fire Police to help with traffic. Chief Makuch commented he will look into this as well as extra lighting.
Chief Makuch advised the Board the Fire Dept. is trying to get the Dept. of Transportation to allow the Fire Dept. to control the lights at Rt. 74 & Jared Sparks Road and Rt. 74 & Old Farms Road. He would like a letter of support from the Board to the DOT regarding this. The Board agreed. Chief Makuch commented the new brush truck will be in service soon; we are within the grant amount. The grant paid $120,000 and the Town paid $7,500. Mike commented they will sell the old truck; there has been interest in it. The Fire Dept. usually participates in the Make A Wish convey at Fed Ex but this year they were unable to do so. Mike commented
There is a road that is closed just off of Burt Latham and wondered if it could be opened. Discussion on this followed, the road belongs to the Town of Mansfield.

A list of correspondence was available at the meeting and in the Selectman’s office.

PUBLIC WORKS
Lynn commented that as of Oct. 24th there will be new guidelines for safety clothing that we must use. Lynn showed the Board some of the clothes including a 5 in 1 jacket that serves as a raincoat, has a hood and is
reversible and a vest. Discussion on this followed. First Selectman Eldredge commented we will look at the budget. Lynn commented we need them as soon as possible. Lynn commented we are working on the trucks getting ready for snow, we prepared for asphalt jobs for tomorrow, cleaned culverts and did cleaning around Town. Discussion on a drainage swail and guardrails at 320 & Y Rd. followed. First Selectman Eldredge asked Lynn to talk to Mansfield regarding the closed road.
PUBLIC SAFETY
Selectman Charette commented a lot of people at the Public Safety Forum at the Library were vocal about problems in Town. Some people want to know about a Resident State Trooper. We need to look at what we can do to make things safer. First Selectman Eldredge commented maybe we should put some money in the budget to get a trooper when we need him. Selectman Charette commented Byran Hurlburt is looking into the Town getting funding. First Selectman Eldredge commented the Town received $11,515 in 06-07 and $10,865 in 07-08, this went into the general fund; we could put that money in a separate fund for public safety. Discussion on this followed. Selectman Charette commented Lt. Conway said Troop C would be happy to work with us. Jack Lewis commented we did a study years ago on
having a Resident State Trooper, at that time it was $80,000, plus office space and a car and they had to do 15 hours for the state so you don’t have them the whole week and they do not have to do what you want. Discussion followed on hiring off duty troopers. Selectman Charette commented lots of times their presence is a deterrent. Lynn commented people feel they can come into Town because there is no one watching. Chief Makuch commented the Fire Dept. needs help for spring weekend and the parties at the apartment complexes, we need to think about spring weekend earlier. First Selectman Eldredge commented this fund could get us some troopers. Discussion followed on the necessity for people to call Troop C immediately when they see something happen. Selectman Charette commented the neighborhood watch is a good idea and is helpful. Selectman Palmer commented we could set up a line item. First Selectman Eldredge will talk to Donna
Latincsics, the Business Manager. Discussion on speeding followed. Selectman Palmer commented there was money for radar at one time. Selectman Charette commented we could hire troopers for certain times.

FIRST SELECTMAN ELDREDGE MOVED TO FORM THE FIRE DEPARTMENTS AND SENIOR CENTER FEASIBILITY STUDY COMMITTEE.

FIRST SELECTMAN ELDREDGE MOVED TO APPOINT THE FOLLOWING TO THE FIRE DEPARTMENTS AND THE SENIOR CENTER FEASIBILITY STUDY COMMITTEE: RICHARD CLAUS, JR., STUART COBB, WILBUR GANGAWAY, RON GANTICK,
RICHARD GIANNINE, FRANK LUCHON, MIKE MAKUCH, TYLER MILLIX AND TOM SNYDER AND TO APPOINT MIKE MAKUCH AS TEMPORARY CHAIR.
Selectman Palmer seconded the motion.

FIRST SELECTMAN ELDREDGE MOVED TO APPROVE A TAX REFUND OF $305.94 TO RYAN KISSANE.

GOOD & WELFARE
Selectman Charette commented the South Station Fire Dept. looks fantastic. Lynn thanked Brenda Weber for helping her and Dick Claus find the owner of horses roaming on Jared Sparks Rd.
