REGULAR MEETING                                                                                                           OCT. 6, 2008
TOWN OFFICE BUILDING                                                                                                  6:30 P. M.

First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance:  Selectmen Palmer & Charette, L. Nicholls, and residents.  First Selectman Eldredge led the Pledge of Allegiance.

APPROVAL OF MINUTES
SELECTMAN PALMER MOVED TO APPROVE THE MINUTES OF 9/15/08; WITH THE CORRECTIONS THAT THE CALL OUT TIME IS 3.5 HOURS AND IT WAS ASPHALT COMPLETED AT THE SENIOR CENTER.
Selectman Charette seconded the motion.
VOTE:  3 YES (ELDREDGE, PALMER & CHARETTE)    0  NO

SELECTMAN CHARETTE MOVED TO APPROVE THE MINUTES OF 9/16/08.
Selectman Palmer seconded the motion.

CORRESPONDENCE
A list of correspondence was available at the meeting and in the Selectman’s office.

PUBLIC WORKS
Lynn gave the Board a printout of cost and miles for chip sealing.  Lynn commented we did 9 miles of road compared to the 12 or 15 miles we normally do.  First Selectman Eldredge commented we need to save the percentage of overage of oil and stone for next year, our estimates are not correct.  Bob Hockla commented when the State did I-84 they started at $61/ton and when they finished it was $181/ton for asphalt.  Lynn commented no one wants to lock in prices now for chip sealing oil.  First Selectman Eldredge commented Dave Harding, Superintendent of Schools, got Dime Oil to lock in a price for diesel and heating oil when we were told no one wanted to lock in.  Lynn commented it is hard to get Dime to deliver more than 1000 gallons at a time.  Selectman Charette asked would it be beneficial to set up a schedule?  Lynn commented she is going to tell them they need to deliver what we ask for.  First Selectman Eldredge asked if Lynn has heard anything about salt prices?  Lynn commented not yet; at one time I was told we would run out this year.

A discussion on salt for the roads followed.  First Selectman Eldredge asked is the basin done on Pinney Hill?  Lynn commented yes.  Selectman Charette asked about a letter from a resident regarding his drainage problem.  Lynn commented the former owners had no problems and this resident had no problems in 2005, no problems until now.  We need to see where it is coming from; something must have been done on his property or a neighbor’s property.  Something has changed on the road because we never had problems there before.  First Selectman Eldredge commented he has talked to Karl Acimovic about it and they will look at it tomorrow.  Selectman Charette commented he looked over Selectman Palmer’s suggested plowing routes and asked Lynn if she looked it over.  Lynn commented she did and has some questions on it.  Discussion followed regarding route mileage, time it takes to plow, different type and time of storms and maximum number of hours a person is allowed to plow.  First Selectman Eldredge commented we are contracted for plowing now.  Lynn commented she will look it over again.  Selectman Palmer commented when you look at the breakdown of the numbers, we are paying a lot for what we are getting.  It behooves us to look at how to reduce it.  Lynn commented DOT was out looking at our gravel roads and said we could shut down our gravel roads where there are no houses; we must post it.  Selectman Palmer commented another option is we could eliminate contracts and get another truck and employee; there are a couple of different options.  Lynn commented the holder needs a new mower head.  She will get prices.  Lynn commented they are still working on catch basins and drainage.  Selectman Charette thanked Lynn for cutting the Town Green lawn for the Car Show.  Lynn commented we did not do it; the person who was hired to do all the Town’s mowing did it.    

APPOINTMENTS
FIRST SELECTMAN ELDREDGE MOVED TO APPOINT JOHN RUP AS A REGULAR MEMBER OF THE ZONING BOARD OF APPEALS, TERM EFFECTIVE IMMEDIATELY TO 12-31-09 AND TO APPOINT JERRY LOPEZ AS AN ALTERNATE MEMBER OF THE ZONING BOARD OF APPEALS, TERM EFFECTIVE IMMEDIATELY TO 12-31-11.
Selectman Charette seconded the motion.
VOTE:  3 YES (ELDREDGE, PALMER & CHARETTE)    0  NO

TAX REFUNDS
FIRST SELECTMAN ELDREDGE MOVED TO APPROVE A TAX REFUND OF $56.81 TO CAROL OR MATTHEW DI NALLO.
Selectman Palmer seconded the motion.
VOTE:  3 YES (ELDREDGE, PALMER & CHARETTE)    0  NO

FIRST SELECTMAN ELDREDGE MOVED TO APPROVE A TAX REFUND OF $369.00 TO BARBARA JOLLEY.
Selectman Charette seconded the motion.
VOTE:  3 YES (ELDREDGE, PALMER & CHARETTE)    0  NO

FIRST SELECTMAN ELDREDGE MOVED TO APPROVE A TAX REFUND OF $193.19 TO DENNIS OR DOROTHY LAVALLEE.
Selectman Palmer seconded the motion.
VOTE:  3 YES (ELDREDGE, PALMER & CHARETTE)    0  NO

FIRST SELECTMAN ELDREDGE MOVED TO APPROVE A TAX REFUND OF $31.13 TO DARNILO FABRIS.

GOOD & WELFARE
First Selectman Eldredge complimented Selectman Charette on the Car Show, it was very nicely done.  Selectman Charette commented Joe Philippi did a lot of the legwork.  The ladies from the Federated Church did pies, etc and the Willington Fish & Game Club did burgers, etc.  Lynn commented the Fire Dept. had a good turn out also.
