REGULAR MEETING                                                                                                           SEPT. 15, 2008
TOWN OFFICE BUILDING                                                                                                  6:30 P. M.

First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance:  Selectmen Palmer & Charette, L. Nicholls, and residents.  First Selectman Eldredge led the Pledge of Allegiance.

APPROVAL OF MINUTES
SELECTMAN CHARETTE MOVED TO APPROVE THE MINUTES OF 9/2/08.  
Selectman Palmer seconded the motion.
VOTE:  3 YES (ELDREDGE, PALMER & CHARETTE)    0  NO

SELECTMAN CHARETTE MOVED TO APPROVE THE MINUTES OF 9/11/08

PRESENT TO SPEAK
Bob Wiecenski asked about roadside mowing.  Lynn commented it is being done as they can fit it in.

CORRESPONDENCE
A list of correspondence was available at the meeting and in the Selectman’s office.

PUBLIC WORKS
Lynn commented she received a note asking for railings at the swap shop entrance.  Discussion on this followed.  Lynn will look into putting a finished railing up so no one will get splinters.  Lynn commented she needs clarification on calling out a crewmember on a weekend to pick up a dead deer.  Usually if it is a weekend I will get it but I was not around that weekend.  On Aug. 30 she called one member of the crew to pick up a dead deer that was decaying, the back hoe was needed to do this; you questioned the time card of that employee and I was told if it is a weekend to call you and you would get someone from the Transfer Station.  Lynn commented I have been told not to leave one person at the Transfer Station.  First Selectman Eldredge commented I would rather have someone pick it up when they are on duty rather than pay someone for a 4 ½ hour call in.  Lynn commented last Fri. there was another call regarding a dead deer and you said to use the cheapest crew member; on a Friday the 2 Transfer Station employees are double time.  First Selectman Eldredge commented he will check that.  Lynn and one of the crew picked it up without charging the Town.  Lynn commented they are finished chip sealing and should be finished sweeping it on Tuesday.  They didn’t sweep today since they were on other jobs; they have Fermier and Tinkerville Roads left.  First Selectman Eldredge asked Lynn did you go over the catch basins with Karl?  Lynn commented we did, we need to get in touch with SNET regarding their pole that is in the way.  It will take a day to prepare it.

Selectman Charette asked Lynn did you have a chance to look at the pothole on Lohse Road?  Lynn commented it is done, along with others and curbing at the Senior Center.  First Selectman Eldredge asked are you doing the curbing on Pinney Hill?  Lynn replied the driveway is done.  When we set up for curbing we do the preparation for all the curbs, the curbing will be done next week.  First Selectman Eldredge asked Lynn did you get a cost for spraying guardrails?  Lynn commented the man from the State called; it is $261 per acre.  First Selectman Eldredge asked how does that compare to running feet and is he licensed?  Lynn commented he is licensed and she will get the figures for the comparison.  Lynn is waiting for a response from the man in Stafford who does this also.  Lynn commented she will be at a conference for Public Work Directors in Willimantic for FEMA & WINCOG.

MUTUAL AID AGREEMENT
Lynn has obtained a Mutual Aid Agreement with the Town of Tolland and the Board must agree to it.  First Selectman Eldredge commented this agreement covers mutual aid during storms and both Public Works working together on different projects.  Lynn commented we have been doing this with Ashford but have nothing in writing.  I would like to talk to Stafford also.  Lynn commented the crews get to know everybody; the Fire Department has been doing this for a long time.  Lynn commented Tolland sent their guys and lots of equipment here to do the Center School field; we could not have done that.  Tolland needs use of our paver and grader.
FIRST SELECTMAN ELDREDGE MOVED THAT WE SIGN IN WITH THIS AGREEMENT, BASED ON THE TOWN ATTORNEY’S APPROVAL.
Selectman Palmer seconded the motion.
VOTE:  3 YES (ELDREDGE, PALMER & CHARETTE)    O  NO

First Selectman Eldredge commented we are thinking of asking the Boy Scouts to help with placing new stickers on vehicles registered in Town. The Assessor’s list will be used to do this. The Transfer Station is only for trash and recyclables generated in Willington.  This could be done on weekends.  Lynn commented they could also get the stickers at her office during the week.  This will be organized and then advertised.

TAX REFUNDS
FIRST SELECTMAN ELDREDGE MOVED TO APPROVE A TAX REFUND OF $28.87 TO JENNIFER BRUENING.
Selectman Charette second the motion.
VOTE:  3 YES (ELDREDGE, PALMER & CHARETTE)    0  NO

FIRST SELECTMAN ELDREDGE MOVED TO APPROVE A TAX REFUND OF $13.40 TO LISA JASZCZ.
Selectman Palmer seconded the motion.
VOTE:  3 YES (ELDREDGE, PALMER & CHARETTE)    0  NO

FIRST SELECTMAN ELDREDGE MOVED TO APPROVE A TAX REFUND OF $34.44 TO James Partridge.
Selectman Charette seconded the motion.
VOTE:  3 YES (ELDREDGE, PALMER & CHARETTE)    0  NO
FIRST SELECTMAN ELDREDGE MOVED TO APPROVE A TAX REFUND OF $199.25 TO SOUTHGATE LEASING CORP.
Selectman Charette seconded the motion.

GOOD & WELFARE  
Selectman Charette reminded everyone of the Car Show on the Town Green on Oct. 4, 2008.  Selectman Charette commented the Economic Development Commission is presenting a Willington Business Owners Forum at the Library on October 9, 2008.  Selectman Charette commented he is to be part of the union
negations and may have a conflict.  His cousin works for the Town.  They do not socialize and rarely see each other, maybe at weddings and funerals but he wants to let this be known.  First Selectman Eldredge commented he has no problem with Dave negotiating with the union.  Selectman Palmer agreed he had no problem either.
First Selectman Eldredge thanked Selectman Charette for bringing it up.
