SPECIAL MEETING                                                                                                                    JUNE 11, 2008
TOWN OFFICE BUILDING                                                                                                             10:00 A.M.

First Selectman Eldredge called the meeting to order at 10:00 A.M. with the following in attendance:  Selectmen Palmer & Charette, L. Nicholls, T. Konifka of The Gorman Group and a resident.

First Selectman Eldredge called the meeting to order at 10:02 A.M. and asked Todd Konifka to explain
about Gorman’s State contract.  Todd commented the in place price for over 50,000 gallons would be
$1.39 a square yard and under 50,000 gallons it would be $1.45 a square yard; both plus traffic control
@ $.10 a square yard.  Discussion on the difference between ¼” stone and 3/8” stone followed.  ¼” last
about 3 or 4 years; 3/8” last 7 or 8 years.  We need 60,000 gallons. The in place price covers everything and would total $225,158.  Mr. Konifka commented there would be no risk to the Town if there were breakdowns.  Mr. Konifka commented there is a high jump coming in July; we will probably be the only one to hold the price.  First Selectman Eldredge asked about going 7 years with the 3/8” stone?  Mr. Konifka said it is possible depending on the winters.  First Selectman Eldredge commented we must decide if we are going to bid or take the State price.  Mr. Konifka commented if you go out to bid and the prices come in higher you will not be able to use us. The $1.49 a square yard is everything including traffic control, trucks and signs. First Selectman Eldredge thanked Mr. Konifka for coming to the meeting.  Selectman Palmer commented we have to look at
our budget and see how far it goes per square yard.  Selectman Charette commented we might have to prioritize the roads.  Lynn commented some roads need shimming before we do this.  Discussion on shimming followed.  Selectman Palmer commented going with in place makes sense.  First Selectman Eldredge commented we never went in place and asked John Patton why.  John Patton commented it was never cost effective.  Discussion followed on last year’s cost for chip sealing.  The Gorman Groups State bid is:  $2.23/gal. for CRS-2,  $.13/gal. for spreader and $.12 for roller for a total of $2.48 per gal. The Board added the figures for the following roads to come up with a total cost of doing this without in place pricing:  Cosgrove, Jared Sparks, Fermier, Moose Meadow, Liska and Tinkerville Roads.  A total of 48,330 gallons would cost $119,858.40; 1,211 tons of stone would cost $14,229.25, trucking would cost $9,900 and traffic control would cost $3,500 for a total of $147,486.65.  We have a budget of $150,000.  Selectman Charette asked is it worthwhile to ask the Board of Finance for about $33,333 more to do all the roads on this years list?  It makes sense to try to accomplish it
all. Selectman Palmer asked do you want to look for 12,000 gallons in shimming or micro surfacing or overlay?  Lynn commented you are not taking into consideration the roads that need total reconstruction; we should look at other roads, not just a band aide.  Selectman Palmer commented chip sealing is not a band aide.  Lynn commented it is when there are other things that need to be done on the road. First Selectman Eldredge commented we must make up our minds, this is competitive bid pricing that went to the State and the prices are for municipalities also.  We should order before July 1st.  First Selectman Eldredge commented I think we should go with this we might be able to pick up some other roads.  Next year we will have to go in for a higher budget.  

FIRST SELECTMAN ELDREDGE MOVED THAT WE ORDER 48,330 GALLONS OF CRS-2 ASPHALT EMULSIONS AT $2.23/GALLON, CHIPPER SPREADER AT $.13/GALLON AND RUBBER TIRED ROLLER AT $.12/GALLON FOR A TOTAL OF $2.48/GALLON FROM THE GORMAN GROUP PER THE STATE BID.
Selectman Palmer seconded the motion.
VOTE:  3 YES (ELDREDGE, PALMER & CHARETTE)    0  NO

Selectman Charette seconded the motion.
