REGULAR MEETING                                                                                                           JUNE 2, 2008
TOWN OFFICE BUILDING                                                                                                  6:30 P. M.

First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance:  Selectmen Palmer & Charette, L. Nicholls, and residents.  First Selectman Eldredge led the Pledge of Allegiance.

APPROVAL OF MINUTES
SELECTMAN PALMER MOVED TO APPROVE THE MINUTES OF 5/19/08.
Selectman Charette seconded the motion.
VOTE:  3 YES (ELDREDGE, PALMER & CHARETTE)    0  NO
Selectman Charette questioned why under Present to Speak the last 3 topics (a check written from Willington Fire Dept. #1’s budget, the chip sealing plan and the snow removal budget) were not fully explained.  There was a lot of discussion there and the key point is that Chief Millix was pretty upset that he was not asked before it happened and we made assurances that it would not happen again.  With the chip sealing, we usually do 12 miles of roads and now with the budget we may only do 6 or 7 miles.  Many people can’t attend the meetings and rely on the minutes; they would never know what is missing.  First Selectman Eldredge commented we really only need to put in the motions.  We try to get the main point.

FIRST SELECTMAN ELDREDGE MOVED TO AWARD THE MEZZANINE LIGHTING CONTRACT TO C & T ELECTRIC CORPORATION FOR $788.00
Selectman Palmer seconded the motion.
VOTE:  3 YES (ELDREDGE, PALMER & CHARETTE)    0  N0

First Selectman Eldredge asked Lynn where are we with sweeping?  Lynn commented we are a little more than ½ finished.  First Selectman Eldredge asked Lynn to cut back the brush at the end of Common Road and Jared Sparks Rd.  This will be taken care tomorrow.  Discussion on the actual gallons used for chip sealing last year followed. It was about 61, 000 gallons at $1.88 a gallon.  Gorman got the low bid for the State this year at $2.48, for the oil, chipper and spreader.  Trucking is $75 per hour and ran as high as $90 per hour.  The chip seal bids ran from $2.48 to $3.55.  First Selectman Eldredge asked Lynn to talk to Gorman about a bid price for the Town.  Selectman Charette asked are we going to have a meeting on the Ketches Road Bridge?  First Selectman Eldredge commented we should have a meeting at the bridge.  Lynn reported that the stop signs at Pinney Hill & Hall Hill Roads have been replaced 6 times.  It is expensive to keep replacing them.  First Selectman Eldredge asked if the prisoners make signs?  Lynn will check on that.  Selectman Charette asked have we had any luck with funding for Turnpike or Village Hill Roads?  Selectman Palmer commented WINCOG might help.  

RESOLUTION – PRESERVATION GRANT
SELECTMAN PALMER MOVED THE FOLLOWING RESOLUTION:
RESOLVED, THAT MICHAEL ELDREDGE, FIRST SELECTMAN IS EMPOWERED TO EXECUTE AND DELIVER IN THE NAME AND ON BEHALF OF THIS MUNICIPALITY A CONTRACT WITH THE CONNECTICUT STATE LIBRARY FOR A HISTORIC DOCUMENTS PRESERVATION GRANT.
Selectman Charette seconded the motion.
VOTE:  3 YES (ELDREDGE, PALMER & CHARETTE)    0  NO

PRESERVATION GRANT – NON DISCRIMINATION CERTIFICATION
SELECTMAN PALMER MOVED THE FOLLOWING RESOLUTION:
RESOLVED:  THAT THE TOWN OF WILLINGTON HEREBY ADOPTS AS ITS POLICY TO SUPPORT THE NONDISCRIMINATION AGREEMENTS AND WARRANTIES REQUIRED UNDER CONNECTICUT GENERAL STATUTES §
4a-60(a)(1) and § 4a-60a(a)(1), as amended in State of Connecticut Public Act 07-245 and sections 9(a)(1) and 10(a)(1) of Public Act 07-142.

AUTHORIZATION FOR KNOWLTON PROPERTY AGREEMENT OF SALE
SELECTMAN PALMER MOVED THAT THE WILLINGTON FIRST SELECTMAN BE AUTHORIZED TO EXECUTE IN THE NAME AND ON BEHALF OF THE TOWN OF WILLINGTON AN AGREEMENT OF SALE FOR THE KNOWLTON PROPERTY.
Selectman Charette seconded the motion.
VOTE:  3 YES (ELDREDGE, PALMER & CHARETTE)    0  NO

AUTHORIZATION FOR DEP GRANT APPLICATION
SELECTMAN CHARETTE MOVED THAT THE WILLINGTON FIRST SELECTMAN BE AUTHORIZED TO EXECUTE IN THE NAME AND ON BEHALF OF THE TOWN OF

WILLINGTON AN OPEN SPACE GRANT APPLICATION FOR THE DEPARTMENT OF ENVIRONMENTAL PROTECTION, STATE OF CONNECTICUT.
Selectman Palmer seconded the motion.
VOTE:  3 YES (ELDREDGE, PALMER & CHARETTE)    0  NO

TOWN WEBSITE
Selectman Palmer commented we talked about revamping the Town website and then it was decided to design a new site.  There are people interested in doing this.  A representative from Virtual Town Hall gave his input and other town sites were looked at.  Hampton, CT has a site that everyone liked.  It was decided to have a committee of 8 to come up with a new design.  The cost of the contract with VTH is $2,500 and $750 for a one time on site refresher training course.  We will still have the same number of accounts and users on VTH.
FIRST SELECTMAN ELDREDGE MOVED THAT WE ESTABLISH AN 8 MEMBER TOWN WEB SITE COMMITTEE.

FIRST SELECTMAN ELDREDGE MOVED TO APPOINT THE FOLLOWING 7 PEOPLE TO THE INITIAL COMMITTEE:  M. BOWEN, D. HARDIE, T. MARTIN, C. NOYES, A. POOLE, C. PSATHAS AND S. YORGENSEN.

SELECTMAN PALMER MOVED THAT WE ENTER INTO A CONTRACT WITH VIRTUAL TOWN HALL FOR THE WEBSITE REDESIGN FOR $2,500 AND A ONE TIME COST OF $750 FOR ON SITE TRAINING.
Selectman Charette seconded the motion.
VOTE:  3 YES (ELDREDGE, PALMER & CHARETTE)    0  NO

GOOD & WELFARE
Selectman Charette asked did we get the POW/MIA flags?  We did and they will be hung as soon as possible.  Selectman Palmer commented on the feasibility study we got, where did it come from?  First Selectman Eldredge commented the Housing Authority hired a consultant.  They are looking at different things.  Selectman Charette asked do we have feed back from the break in?  Not yet.  Selectman Charette said thank you for getting the POW/MIA flags.
