REGULAR MEETING MAY 5, 2008
TOWN OFFICE BUILDING 6:30 P. M.
First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance: Selectmen Palmer & Charette, L. Nicholls, and residents. First Selectman Eldredge led the Pledge of Allegiance.
APPROVAL OF MINUTES
SELECTMAN PALMER MOVED TO APPROVE THE MINUTES OF 4/21/08.
Selectman Charette seconded the motion.

PRESENT TO SPEAK
Ed Taimen, Chair of the Solid Waste Advisory Committee, was present to discuss the resignation of all SWAC members. They did not intend that the committee be disband, only that new members be appointed. Everyone is ready to move on to something else in Town. First Selectman Eldredge commented he would like the committee to stay on until their terms expire. It was decided that the Board and SWAC members would look for new members.
John Patton asked for clarification on the money for phase 3 of Senior Housing. First Selectman Eldredge commented the Town Attorney sent a letter to HUD regarding the money left over from the project, he fears HUD can come back to ASHOW for the money. I believe the $176,000 is ours. John Patton commented it was for infrastructure of phase 3 and includes the septic system. First Selectman Eldredge commented the attorney feels if we took the $176,000 for another project we would have to go to the Board of Finance and Town Meeting, he fears if you spend it on something else it would be in violation. John Patton commented the intent was to do infrastructure improvements including the septic, the intent was always very clear. Further discussion on this followed. First Selectman
Eldredge commented I am waiting for this in writing from the attorney.
CORRESPONDENCE
A list of correspondence was available at the meeting and in the Selectman’s office.
PUBLIC WORKS
Lynn commented we are sweeping, grading and mowing parks. First Selectman Eldredge asked Lynn for oil calculations for this year’s roads, we also need bids for tree work for a truck, bucket and chipper. Discussion on this followed. Lynn gets prices from different tree companies at the beginning of each fiscal year and updates it all the time. First Selectman Eldredge told Lynn to open an account with Arts Lawnmower in Ashford.
TRANSFER STATION STICKER FEE
First Selectman Eldredge commented the Town Attorney has gone over the Transfer Station Ordinance and said we can not charge a fee for the stickers based on the ordinance. New stickers will still be obtained at the Town Office Building.

APPOINTMENTS
FIRST SELECTMAN ELDREDGE MOVED TO APPOINT LISA CENTOLA AS AN ALTERNATE MEMBER OF THE CONSERVATION COMMISSION, TERM EFFECTIVE IMMEDIATELY TO 12/1/09.
Selectman Charette seconded the motion.

RESOLUTION – EDI GRANT
First Selectman Eldredge commented we need a resolution for the EDI GRANT for $196,000.
SELECTMAN PALMER MOVED THAT THE WILLINGTON FIRST SELECTMAN BE AUTHORIZED TO EXECUTE IN THE NAME AND ON BEHALF OF THE TOWN OF WILLINGTON A FY2008 EDI-SPECIAL PROJECTS GRANT APPLICATION FOR THE CONSTRUCTION OF LOW-AND-MODERATE-INCOME HOUSING FOR SENIOR CITIZENS.
Selectman Charette seconded the motion.

GOOD & WELFARE
First Selectman Eldredge reported that Command Sgt. Major William Chapman of Willington has been selected as the Connecticut Army National Guard Honor Person for the Year 2007-2008. There will be a ceremony and award on May 16, 2008. His unit was given a meritorious unit citation for their work in Iraq and the Distinguished Honor Unit. The Board will send a letter of congratulations.
First Selectman Eldredge reported that Hall School did great on History Day and received many awards. A letter of congratulations will be sent. John Patton commented Pat Pinny was named History Teacher of the Year.
Lynn Nicholls commented she need to get schedules on what is happening in Town. She was not told about opening day for the ball fields. She needs schedules of what is going on.
First Selectman Eldredge commented we received a letter of concern about the dangerous intersection of Hall Hill & Pinney Hill Roads. We need to put stop signs there.
FIRST SELECTMAN ELDREDGE MOVED THAT WE INSTALL STOP SIGNS, BOTH WAYS, ON PINNEY HILL ROAD AT THE INTERSECTION OF HALL HILL ROAD.
