REGULAR MEETING                                                                                                           MAR. 3, 2008
TOWN OFFICE BUILDING                                                                                    6:30 P. M.

First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance:  Selectmen Palmer & Charette, and residents.  First Selectman Eldredge noted that the meeting was in the lower level conference room not the old senior center.  First Selectman Eldredge led the Pledge of Allegiance.

APPROVAL OF MINUTES
SELECTMAN PALMER MOVED TO APPROVE THE MINUTES OF 2/19/08.  
Selectman Charette seconded the motion.
VOTE:  3 YES (ELDREDGE, PALMER & CHARETTE)    0  NO

PRESENT TO SPEAK
Christine Psathas was present to give congratulations and a thank you to the Hall Memorial Water Project Committee: Selectman Palmer –Chair, First Selectman Eldredge, Superintendent Dave Harding, Laurie Semprebon, Karl Acimovic, and Stew Cobb. The public water system was connected on 2-21-08 and Monday, 2-25-08 was the first day the students enjoyed clean, and delicious tasting water.  Christine commented again on how difficult the town web site is to navigate.  When you find the monthly calendar you cannot easily locate the agenda.  Is it possible that when a person is on the community calendar and you click on a meeting date to have a quick link to the agenda?  Christine also asked why the Library Board of Directors is not listed on the main web page.  Discussion followed as everyone agreed that the problem is that everyone is posting their agenda’s on their own.  First Selectman Eldredge asked Selectman Palmer to look into having a viable central source posting and maintaining the web site.  Selectman Charette commented on how important it will be for the person to receive consistent support with administering these duties.  Christine Psathas also noted that not all the town’s committee’s and commissions are on the web site.  

CORRESPONDENCE
A list of correspondence was available at the meeting and in the Selectman’s office.

PUBLIC WORKS
Discussion was held on the condition of the trailer brakes and where we are with the condition of the sweeper.  Selectman Charette was asked if we recycle the sand place on our roads.  First Selectman Eldredge said he believes it is used for coal patch and s brought to the pit.  

GIRL SCOUT PROCLAMATION

WHEREAS, Wednesday, March 12, 2008, marks the 96th anniversary of Girl Scouts of the USA, founded by Juliette Gordon Low in 1912 in Savannah, Georgia; and

WHEREAS, throughout its long and distinguished history, Girl Scouting has helped build millions of girls and women of courage, confidence and character who act to make the world a better place; and

WHEREAS, Girl Scouting’s core values of high ideals, patriotism, respect for self and others, and community service permeate its traditional and innovative programs; and

WHEREAS, through Girl Scouting’s unique leadership development program, girls develop their potential and the self-confidence and life skills to improve themselves and the world around them; and  

WHEREAS, through the dedication, time, and talent of volunteers of different backgrounds, abilities, and areas of expertise, the Girl Scout Program is brought to over 55,000 girls in grades K-12 across the state of Connecticut; and

WHEREAS, more than 3.7 million Girl Scout members nationwide will be celebrating 96 years of this American tradition, with nearly 50 million women who grew up participating in Girl scouting and exemplify the impact of this empowering movement that emphasizes helping others and community service;

NOW, THEREFORE, I, Michael Eldredge, by virtue of the authority vested in me as First Selectman of Willington, do hereby applaud the commitment Girl Scouting has made to America’s girls and their local communities and proudly proclaim the week of March 9-15, 2008 as Girl Scouts Make The World a Better Place Week.

TALMADGE TRACT SUPERVISION & MANAGEMENT
Discussion was held on the work and improvements the Conservation Commission has already made to the Talmadge Tract.  
FIRST SELECTMAN ELDREDGE MOVED TO DELEGATE THE SUPERVISION AND MANAGEMENT OF THE TOWN OF WILLINGTON TALMADGE TRACT TO THE WILLINGTON CONSERVATION COMMISSION.
Selectman Palmer seconded the motion.
VOTE:  3 YES (ELDREDGE, PALMER & CHARETTE)    0  NO

TOWN ATTORNEY PROPOSALS

First Selectman Eldredge suggested that we place an add in the paper asking for prospals from firms.  First Selectman Eldredge commented we can take a look at cost and interview the people we select.  Discussion was held on the benefits to use a firm with multiple attorneys each with a specific field of expertise.
FIRST SELECTMAN MIKE ELDREDGE MOVED TO RUN AN ADD IN THE PAPER TO SOLICIT PROPOSALS FOR A TOWN ATTORNEY.
Selectman Mark Palmer seconded the motion.
VOTE:  3 YES (ELDREDGE, PALMER, & CHARETTE)    0 NO

GOOD & WELFARE  
Selectman Charette thanked the Broad of Selectmen and the all the employees at the town hall for the get well gift to Nolan when he came home form the hospital.  He really enjoyed the big stuffed animal.  Thank you again.
