REGULAR MEETING                                                                                                           SEPT. 4, 2007
TOWN OFFICE BUILDING                                                                                                  6:30 P. M.

First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance:  Selectmen Patton & Lewis, L. Nicholls, and residents.  First Selectman Eldredge led the Pledge of Allegiance.

APPROVAL OF MINUTES
SELECTMAN LEWIS MOVED TO APPROVE THE MINUTES OF 8/20/07.  
Selectman Patton seconded the motion.
VOTE:  3 YES (ELDREDGE, PATTON & LEWIS)    0  NO

SELECTMAN LEWIS MOVED TO APPROVE THE MINUTES OF 8/23/07.  
Selectman Patton seconded the motion.
VOTE:  2 YES (PATTON& LEWIS)   1 ABSTAIN (ELDREDGE)     0  NO

SELECTMAN LEWIS MOVED TO APPROVE THE MINUTES OF 8/27/07.  
First Selectman Eldredge seconded the motion.

SELECTMAN PATTON MOVED TO APPROVE THE MINUTES OF 8/30/07 A.  
Selectman Lewis seconded the motion.
VOTE:  2 YES (PATTON& LEWIS)   1 ABSTAIN (ELDREDGE)     0  NO

SELECTMAN LEWIS MOVED TO APPROVE THE MINUTES OF 8/30/07 B.  
Selectman Patton seconded the motion.
VOTE:  3 YES (ELDREDGE, PATTON & LEWIS)    0  NO

PRESENT TO SPEAK
Peter Latincsics asked would the law suite be on the agenda?  First Selectman Eldredge replied no.  Mr. Latincsics asked would it be appropriate to ask questions?  Selectman Lewis asked is that a Town matter?  Discussion on this followed.  First Selectman Eldredge commented he contacted the Town attorney but has not spoken to him yet; he is waiting for a call back.  Mr. Latincsics commented he assumes Selectman Patton will recuse himself from talking to the Town Attorney.  Selectman Patton asked why would the Town attorney be involved?  First Selectman Eldredge commented to defend the Town Clerk; that is one of the questions I will ask him.

CORRESPONDENCE
A list of correspondence was available at the meeting and in the Selectman’s office.

PUBLIC WORKS
Lynn commented the first 4 of the Neighborhood Watch signs have been put up; I need approval to have the window at the Town Office Building installed.  The Board approved the window.  Lynn commented she met with Karl and Henry on Tinkerville Road, it is looking good.  Paving may start early next week; they need to asphalt and put in guardrails.  Discussion followed.  First Selectman Eldredge asked with the cost change will  we be over what we appropriated?  Selectman Patton replied yes, the money will come out of Public Works.  Lynn gave the Board a draft bid document of the drainage project on Latham Road.  Discussion followed.  It was agreed the contractor would supply everything, the bids are due back 9/17/07, work must be finished by 10/31/07 with a preferable date of doing the work on 10/8 or 10/9 when there is no school and the road could be closed.  Selectman Lewis asked if any of the Town projects would be affected by the political problems at the State?  Some towns are not getting the money the State agreed to give them.  First Selectman Eldredge commented none of ours are affected.

TAX REFUNDS
FIRST SELECTMAN ELDREDGE MOVED TO REFUND $41.69 TO EDITH R. JEMOILA LIVING TRUST.
Selectman Patton seconded the motion.
VOTE:  3 YES (ELDREDGE, PATTON & LEWIS)    0  NO

CALL OF TOWN MEETING
First Selectman Eldredge read the following:

The electors of the Town of Willington and all persons who are entitled to vote in Town Meeting on the matters mentioned in the following warning are hereby warned and notified to meet in Town Meeting at the TOWN HALL at 11 COMMON ROAD in Willington on September 12, 2007 at 7:00 P.M. for the following purposes:
ITEM I
To see if the townspeople, on the recommendation of the Board of Finance, will authorize the
appropriation of $100,000 from Capital Reserve Funds for construction of a water main from Rivers Edge Condominiums on Depot Road to Hall Memorial School.                          
ITEM II
To see if the townspeople, on the recommendation of the Board of Finance, will authorize the increase of the original appropriation of $69,300 (approved August 9, 2006) to $95,000 from Capital Reserve Funds to design and construct the interconnection of public water from the main in Route 32 to Hall Memorial School.

First Selectman Eldredge commented it will be a Federal scale wage job.  Selectman Patton asked did you inform the engineer so he can re-price it with prevailing wages?  First Selectman Eldredge commented he talked to him and he said it was based on a similar job with prevailing wages.  Selectman Patton asked could we have that in writing?  First Selectman Eldredge replied okay.  Selectman Patton commented when I asked the engineer he said it was not based on prevailing wages.  I asked if we could test for a new well also.  Discussion followed on whether to go to Town Meeting now or wait.  Selectman Patton commented he will hold off on the Town Meeting until we get the information in writing and the entire cost estimate.  Selectman Lewis agreed.  Bob Wiecenski asked is the Town going to maintain the water line.  First Selectman Eldredge replied no.

Bob commented the Town is turning it over to B.U. paying $8,000 a year for hydrants and buying water from them.  The electric and cable companies charge from the pole.  First Selectman Eldredge commented he disagrees; we just went through this at Senior Housing.  We get fire protection also and reduced insurance rates.  We do not have a DPUC license; there are all kinds of rules and certifications.   Bob commented let BU buy the line to the school.  Discussion followed on all this.  Selectman Patton commented Karl Acimovic had a gentleman who could come here to talk to us about small town water systems.  Maybe he can answer some questions.  Selectman Lewis commented it is a good idea to get answers for Bob considering he dealt with plumbing and water his whole life.  Karl will be called about this.  The Town Meeting will be put off for now.  

GOOD & WELFARE
Selectman Lewis commented they did a good job on the graffiti clean up.

EXECUTIVE SESSION
FIRST SELECTMAN ELDREDGE MOVED TO GO INTO EXECUTIVE SESSION TO DISCUSS PERSONNEL ISSUES, AND TO INVITE LYNN NICHOLLS, AT 7:25 P.M.
Selectman Patton seconded the motion.
VOTE:  3 YES (ELDREDGE, PATTON & LEWIS)    0  NO

FIRST SELECTMAN ELDREDGE MOVED TO COME OUT OF EXECUTIVE SESSION AT 7:45 P.M.
Selectman Lewis seconded the motion.
VOTE:  3 YES (ELDREDGE, PATTON & LEWIS)    0  NO

SELECTMAN PATTON MOVED TO ADJOURN THE MEETING AT 7:46 P.M.
Selectman Lewis seconded the motion.
