SPECIAL MEETING                                                                                                                    AUG. 23, 2007
TOWN OFFICE BUILDING                                                                                                              5:30 P.M.

Selectman Patton called the meeting to order at 5:30 P.M. with the following in attendance:  Selectman Lewis, L. Nicholls and residents.  First Selectman Eldredge was absent.

PUBLIC WORKS   
The Board signed bills, including a bill from 2005 that was sent to the contractor, not the Town.  Lynn reported that the compactor would be installed in about 3-4 weeks.  GASB is coming along.  Lynn commented we need a new liner on a Potter School Road cross culvert.  Lynn and Karl meet with Putnam Welding on Tinkerville Road to check out the need for riprap and slurry.  Discussion on this followed.  The Board called Karl to discuss further, it was established that it is a necessity.  The cost would be approximately $5,000 additional.  This was on the print submitted to Inland/Wetlands.
SELECTMAN PATTON MOVED TO ADD SOME ADDITIONAL WORK TO REPAIR THE SCOURING ON THE WESTERN SIDE OF THE CROSS CULVERT ON TINKERVILLE ROAD.
Selectman Lewis seconded the motion.

Lynn commented they are trying to finish up the bid packages for some time & material jobs so they can go out.  Lynn reported the cost of cleaning catch basins was $37.00 each but since we joined WINCOG the price dropped to $23.75 each.  She is very happy with the cleaning job.  Discussion on the budget for this followed.  Selectman Patton suggested leaving the ones that are not bad and going back and do the worse ones again.  We told Inlands/Wetlands we would do that.  The repair of one of the windows in the small conference room is $300 installed.  Lynn met with a contractor regarding the bus depot; it needs a new floor, the roof needs to be painted, caulking of windows and doors and a lot of little stuff; the estimate without the small water heater is $1,200.  The heater should not cost much, he will start Monday.  The wall at the field in back of the T.O.B. has graffiti on it that needs to be removed.  J. Sahi will be consulted on this.  Lynn gave the chip sealing road list to the Board.  Lynn reported that they shimmed Parker, Meadow Lane and Cowles Roads today, they used 345 tons; they need to do Old Farms Road and Daleville Road. The breaks on the trailer were discussed.  The repair cost could be at least $1,000.  Lynn checked on the cost of a new trailer, the prices run from $1,996 to $3,150 including hookup.  The vehicle that the trailer gets hooked up to needs to be replaced.  Nothing will be done on the trailer until a decision is made on that vehicle.  Lynn commented the culvert on Potter School Road has big patches that have come out and it is undermining the pipe.  Karl is going to check the base, it looks like it is in good shape and the problem is just the sides, if it is just the sides it is time to put a liner in.  Discussion followed on an 18” pipe, headwall and 6” pipe Lynn found.  These will be marked on the map; she keeps finding things as she walks the roads. Selectman Lewis asked are we going to address the memo from the Supervisor of Public Works regarding the letter in her file?  Discussion followed on whether to go into executive session.  This was not done.
SELECTMAN PATTON MOVED THAT THE OFFICE MANAGER REMOVE THE LETTER FROM THE PUBLIC WORKS SUPERVISOR’S FILE.
