BOARD OF SELECTMEN

REGULAR MEETING                                                                                                           JULY 16, 2007
TOWN OFFICE BUILDING                                                                                                  6:30 P. M.

First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance:  Selectmen Patton & Lewis, L. Nicholls, and residents.  First Selectman Eldredge led the Pledge of Allegiance.

APPROVAL OF MINUTES
SELECTMAN LEWIS MOVED TO APPROVE THE MINUTES OF 7/2/07.  
Selectman Patton seconded the motion.

CORRESPONDENCE
A list of correspondence was available at the meeting and in the Selectman’s office.

PUBLIC WORKS
Lynn commented the State chip sealing bids are in.  Gorman was $1.98, Comer was $2.34 and All State was $2.43. The other 2 we requested bids from do not meet State bid requirements.  The one that gave us the lowest bid might cost us more in the long run because their equipment is old and could break down more.  The low bid company does dump and run, they do not tow the truck, Gorman does tow.  The bids for us were New England Asphalt - $1.88 and Gorman - $1.97.  We pay the trucks $85/hour and if there are breakdowns it will add up as well as the flaggers being tied up.  Discussion on this followed.  Selectman Patton commented we could include a clause in the contract that they are responsible for breakdowns and damages we receive due to the breakdown of their equipment.  Selectman Patton commented we should tell them that we have some concerns about the
age of their equipment.  Lynn will check on NEA’s guarantee on the work also.  Discussion followed on the budget and cost to maintain roads.  Selectman Lewis commented he is concerned with hiring someone you

already know has problems.  Lynn asked the Board for clarification on upgrading a person, is he upgraded to the first level of the other position?  First Selectman Eldredge commented no, it goes by years of service.  Lynn commented she is finding discrepancies and the figures are not what are in the contract.  This will be looked into.  Lynn commented that the Town Attorney approved the easement for Tinkerville Rd.  She has a meeting with Karl and Putnam Welding tomorrow for that project.  Tinkerville will be closed for 2 months starting Aug. 1st.  Lynn commented she had a complaint that cars pull up to the trash compactor and then stay talking to the attendants for 10 minutes or more while other cars are waiting to get to the compactor.  There were 7 vehicles waiting on Sat.  First Selectman Eldredge commented they must pull over to the side if they want to talk and not hold up traffic.  First Selectman Eldredge asked Lynn to call H. Holden Trucking about winter sand.  Selectman Patton commented get a price per ton.  Selectman Lewis commented at our last meeting I think we agreed that when working on the sides of the road they would wear long sleeves for protection.  First Selectman Eldredge commented we talked about avoiding it and spraying for poison ivy.  J. Hansen commented so we must wear long sleeves with the heat.  Selectman Lewis commented for protection.  Jeff commented it is ludicrous in this weather.  Selectman Patton commented it is ludicrous if you know you will get poison ivy and you do not wear long sleeves.  Discussion on this followed.  Lynn commented everyone knows we are out there with the elements, you wear long sleeve shirts, you put the cream on, take the pills, every one of us gets it; if you know you are weed whacking stay away from it.  You have to be a responsible person, it is our job.  Selectman Lewis commented Public Works is Public Works; they are out in the cold and the heat; on the sides of the roads with poison ivy, poison oak, bees, mosquitoes, etc. to avoid it when possible is the best thing but to get to the point where you just don’t want to do the job, you are in the wrong job because this is what Public Works is.  Even if you can’t see it, it can be mixed in the area; you need to protect yourself, some of it is taking the responsibility to protect yourself.  More discussion followed.  Lynn commented she called about spraying and he is going to get back to her.

OLD BUSINESS
FIRST SELECTMAN ELDREDGE MOVED TO AWARD THE CONTRACT TO CONNECT THE 4” WATER MAIN TO THE SENIOR CENTER TO BIRMINGHAM H2O SERVICES FOR AN ESTIMATE PRICE OF $3,900.
Selectman Patton seconded the motion.

APPOINTMENTS
FIRST SELECTMAN ELDREDGE MOVED TO APPOINT JIM POOLE AS AN ALTERNATE MEMBER OF THE PLANNING AND ZONING COMMISSION, TERM EFFECTIVE IMMEDIATELY TO DECEMBER 18, 2008.
Selectman Lewis seconded the motion.

FIRST SELECTMAN ELDREDGE MOVED TO REAPPOINT CINDY WILSON AS A MEMBER OF THE HOUSING AUTHORITY, TERM EFFECTIVE AUGUST 1, 2007 TO AUGUST 1, 2012.

RESOLUTION – VOTING MACHINES
FIRST SELECTMAN ELDREDGE MOVED TO ADOPT THE FOLLOWING RESOLUTION FOR THE VOTING MACHINES.

Resolution
Electronic Voting Equipment Agreement”

WHEREAS, the Help America Vote Act of 2002 has developed a uniform set of requirements for each voting system used in an election for federal office;

WHEREAS, included among the requirements of the Help America Vote Act is a provision that every polling place must maintain at least one voting machine created to ensure private and independent voting capabilities for persons with disabilities;

WHEREAS, the “IVS voting system” has been recognized to be in compliance with the requirements of the Help America Vote Act, including the provision of accessibility for persons with disabilities;

WHEREAS, the Office of the Secretary of the State of Connecticut has used federal funds advanced through the Help America Vote Act to purchase voting machines in compliance with this said accessibility provision of the Help America Vote Act, these being the “IVS voting system”;

WHEREAS, the Town of WILLINGTON is a municipality in the State of Connecticut;

WHEREAS, the Town of WILLINGTON, through its elected officials and the employees thereof, is responsible for conducting primaries and elections, federal and otherwise, within its borders;

WHEREAS, the Town of WILLINGTON, through its Board of Selectmen is responsible for providing suitable voting machines for use within its own municipality;

THEREFORE, the Board of Selectmen of the Town of Willington hereby accepts ownership of the said “IVS voting system” and will begin to use said voting machines with the election to be held on November 7, 2006.

GOOD & WELFARE
Tyler Millix, Chief of Willington Fire Dept. #1, reported that the 2 Fire Depts. have a combined drill once a month.  The Chiefs will be meeting tomorrow night.  Stuart Cobb has received recruiting funding.  Stuart reported we received a federal grant for an advertising campaign, for letters and signs.  Part is for training for EMT and Fire Fighter 1 for 10 new people a year.  We have $36,000 and 2 years to spend it.  It is a W.F.D.#1 grant.  Tyler commented it is hard to get people to stay when they discover all the time it takes to train.  Stuart commented there is 120 hours for entry level, 2 nights a week and years of training.  The young people are not joining as before.  Stuart commented they hope to provide EMT classes in house with the grant also.  We might do MRT first and those classes bridge to EMT.

Bob Wiecenski asked do we pay for fire hydrants?  First Selectman Eldredge replied yes.  Selectman Patton asked how much is it?  Discussion on this followed, it is approximately $185.65 per month for one but there

will be 5 more when the water project is finished.  Bob asked how long do we pay for this and was told forever.  Bob asked is that going to save us money by putting fire hydrants in and the water main to the school?  First Selectman Eldredge commented there is individual charge by the volume of the water and size of the main in the hydrant.  Selectman Patton commented you pay per foot for the main, and a fee for the hydrant.  Bob commented it would be cheaper for us to by the hydrants than pay over 10 or 20 years.  Selectman Patton commented we budget $4,300 for 6 months.  Selectman Lewis commented there are additional charges for testing.  Bob commented it sounds like doing this vs. drilling a well at the school is high.  First Selectman Eldredge commented it is more than drilling a well at the school.  Jim Poole commented the presentation for public vote was incomplete.  When the question is this the total cost of ownership was asked, at that time it was the best information we had; now we have additional data.  That additional data is kind of disturbing.  Selectman Patton commented there was definitely a savings for the school because there is no backwashing chemicals and testing and maintenance.  There was a savings in the difference between the two for what we are paying for water for the school now but I don’t think it included the hydrants.  Further discussion on this followed.  The next meeting of the water committee is July 26th.  Selectman Lewis commented he would like the committee to report to the Board at the next Board meeting.  Mark Palmer, chairman of the committee, commented he will send a copy of his report to them.  Jim Poole commented about revisiting the old numbers vs. the new numbers and what it will cost for one year.      

Tyler Millix asked did anything new come in about the rest area?  Nothing has.  Selectman Lewis commented he wants to thank Lucien Bessette for taking a vacation day to volunteer to do lawn cleanup at the Library.  Also thank you to Tyler Millix, Matt Brink and Justin Risley, of WFD #1 for helping an elderly person with a chimney problem.  When WFD#1 got the ladder truck I was very concerned about the truck, I was told the price was great and it would save lives.  When I saw its capability I don’t think they made a mistake buying it.
