REGULAR MEETING JUNE 4, 2007
TOWN OFFICE BUILDING 6:30 P. M.
First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance: Selectmen Patton & Lewis, L. Nicholls, and residents. First Selectman Eldredge led the Pledge of Allegiance.
APPROVAL OF MINUTES
SELECTMAN LEWIS MOVED TO APPROVE THE MINUTES OF 5/21/07.
Selectman Patton seconded the motion.

Selectman Lewis commented to Dave Charette, it was your idea to hire an engineer for the Town on the Rt. 74 Bridge; the Chronicle gave your idea Threads.
CORRESPONDENCE
A list of correspondence was available at the meeting and in the Selectman’s office. First Selectman Eldredge commented we have a request to use the Town Green for an arts & crafts show for Town residents only, to show and sell their work. PZC will be asked about this.
FIRST SELECTMAN ELDREDGE MOVED THAT WE SEND A LETTER THAT THIS IS FINE WITH THE BOARD OF SELECTMEN AND THE DATE MUST BE COORDINATED WITH THIS OFFICE.

PUBLIC WORKS
Lynn commented we are getting complaints about mowing. We mow just 2 days a week; I need a schedule of when each field is being used. I should be notified at least a week before. Anything that has to be cleaned up for a social event needs to get on the schedule. Selectman Lewis suggested sending a memo on this to all

departments and telling them they must give 1 to 2 weeks notice. Lynn commented they are still sweeping, they are about ¾ done. The chip sealing and truck bids are out, next is snowplowing bids. Lynn commented she needs to know if Clover Farms and Willington Heights will be on the list. Selectman Patton asked Lynn if she could translate the Transfer Station Operators memo; I don’t think he understands what we are trying to get at. Discussion on this followed. Selectman Lewis brought up the fact that the public should not be pouring oil into the oil tank, only employees should do that. Lynn commented the sign at the gate says see attendant. Mike Makuch, Chief of Willington Hill Fire Dept. commented there is a problem with untrained people doing that.
Selectman Lewis commented that what is being taking from vehicles and dumped should be checked also. First Selectman Eldredge commented we will re-issue the memo about these things. Selectman Lewis suggested Public Works have a 10-minute class one day a week, a different topic at each class. Discussion followed on how things should be handled at the Transfer Station. Mike Makuch suggested using a gatekeeper, you must go through the gatekeeper and get an okay and instructions on where to put things. This would discourage people from out of town if every load has to pass through the gatekeeper. This would help; our rules are to gentle. Selectman Lewis commented the collected cans and bottles could become a hazard if they are not picked up regularly. Lynn commented I called the people in charge and they finally picked them up. Discussion on this followed. L. Worthington suggested letting E.O.Smith safe grad
have them. First Selectman Eldredge commented we have had this agreement with the Willington Nursery School for a very long time. Selectman Lewis commented Depot Road is in rough shape, is that due to work that was done there? Lynn replied they are coming back to take care of it. Mike Makuch asked is the railroad responsible for their part. Lynn replied yes and legally they are responsible for the signs, I have called them but they are not responding. Discussion on this followed. Tyler Millix commented he will call the railroad company. Selectman Patton congratulated Tyler Millix on becoming Chief of Willington Fire Dept. #1 again and Stuart Cobb on becoming Assistant Chief. Selectman Lewis asked what were the results of the department head meeting on designating smoking areas? The area for the Town Office Building is under the old Senior Center canopy, by the wall in back or in their vehicles and at Public Works outside
the building.
OLD BUSINESS
Selectman Lewis commented regarding the rest area, I do think if there are any more meetings we should have someone represent the Town. First Selectman Eldredge commented he will ask Jim Poole, if he can’t I will. Discussion on this followed. Selectman Patton commented I am also concerned about emergency services. Tyler Millix commented I would like to know when the meetings will be. First Selectman Eldredge asked Tyler would you like to be the designated parson to go to the meetings? Tyler responded yes.
RESOLUTION FOR OLD FARMS ROAD STORM DRAINAGE GRANT
SELECTMAN PATTON MOVED THAT THE BOARD ADOPT THE FOLLOWING RESOLUTION:
RESOLVED, THAT MICHAEL L. ELDREDGE, FIRST SELECTMAN, BE, AND HEREBY IS AUTHORIZED TO SIGN THE AGREEMENT ENTITLED: “STEAP GRANT AGREEMENT BETWEEN THE STATE OF CONNECTICUT AND THE TOWN OF WILLINGTON FOR THE DESIGN AND CONSTRUCTION OF THE OLD FARMS ROAD STORM DRAINAGE UPGRADE”.
Selectman Lewis seconded the motion.

WINDHAM REGION COUNCIL OF GOVERNMENTS
First Selectman Eldredge commented he met with this group. Stuart Cobb explained WINCOG worked with emergency management. Willington is about the only one in the area that does not belong to the group. Stuart explain that they have gone to meetings and WINCOG does a lot. First Selectman Eldredge commented that

PZC is hoping they will help write their regulations. Further discussion on joining WINCOG and the fees ($4,618.) followed.
FIRST SELECTMAN ELDREDGE MOVED THAT WE JOIN THE WINDHAM REGION COUNCIL OF GOVERNMENTS.
Selectman Patton commented he just got this tonight, he would like to read it over. Selectman Lewis commented I think we should let the Board of Finance know about this. This will be brought up at the next regular meeting.
GOOD & WELFARE
Selectman Lewis commented Memorial Day was very nice, good speakers. I wonder if we could put it on the site next year. A lot of people do not know about the parade or Willington Day. Mike Makuch commented I echo Jacks remarks; for the most part it is the families of those involved. Selectman Lewis commented maybe it could also go in the school bulletin. Selectman Patton commented maybe we could send post cards to people telling them about the site, lots of people do not know about it. Discussion on this followed. Selectman Lewis commented often at a meeting there is a lot of stuff going on and it is hard to hear when there is noise in the hall, we need a door. Lynn commented we could use the old senior center. Selectman Patton commented others are moving
up there. Mike Makuch suggested putting a sign in the hall that there is a meeting going on.
