REGULAR MEETING MAY 21, 2007
TOWN OFFICE BUILDING 6:30 P. M.
First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance: Selectmen Patton & Lewis, D. Latincsics, L. Nicholls, A. Poole and residents. First Selectman Eldredge led the Pledge of Allegiance.
APPROVAL OF MINUTES
SELECTMAN LEWIS MOVED TO APPROVE THE MINUTES OF 5/7/07.

PRESENT TO SPEAK
Donna Latincsics, Business Manager, was present to discuss the General Government budget and gave the Board a report on this. Discussion followed on various line items and which line items will need more money to get to the end of the fiscal year. Donna plans to go to the Board of Finance on June 21st. at which time she will have a better idea of where more money is needed. Selectman Patton asked if he could see reports going to the Board of Finance before they go to them. Donna replied yes. Donna will revisit the pension fund and also talk to the Department Heads regarding spending from now until the end of the fiscal year. Selectman Lewis suggested cutting back on legal advice and possibly the Town Engineer. First Selectman Eldredge commented we are wrapped up with
the legal now and the Town Engineer is involved in just about everything we do.
Annemarie Poole, Treasurer, was present to discuss the revenues with the Board. Everything is looking good with the exception of transportation that came in less at $91,000. The State surplus really helped. In other categories we received more than we budgeted. Some permits are under budget. Annemarie commented overall we came out ahead on the revenue side.
CORRESPONDENCE
A list of correspondence was available at the meeting and in the Selectman’s office.
PUBLIC WORKS
Lynn commented they cleaned up from the storm damage but will have to go back. They started grading Mason Rd. today but it is very wet, we will have to finish that later. Discussion followed on replacing the vehicle stickers and bulky waste punch cards in order to have a better handle on the cost of the Transfer Station. Lynn ordered these in different colors and planned to start using them July 1st. Building permits for the Transfer Station must also be checked. First Selectman Eldredge will check on if the permits are being checked at the Transfer Station. Everything is in place but it must be monitored, everything must be checked. Discussion on how other transfer stations handle things followed. Discussion on what is called for in the job descriptions
followed. Selectman Patton asked Lynn to ask the Transfer Station Operator for his thoughts on how to make sure the new stickers and punch cards are handed out, he would like him to come up with a list of resources he might need. Selectman Patton commented we should have signs out saying we are going to use new stickers and cards. Lynn commented she has signs ready. Lynn brought up the letter from DEP regarding items to be done at the Transfer Station. First Selectman Eldredge commented he talked to DEP and Karl about that. Discussion on this followed. First Selectman Eldredge asked about the chip seal bids. Lynn commented the State bid is not in yet; we will have to go to bid ourselves.
ROUTE 74 BRIDGE
First Selectman Eldredge asked the Board if they got the e-mail on this. Selectmen Patton & Lewis commented they did get it but they also attended the Tolland meeting on the bridge. Selectman Patton commented he talked to the Board of Finance on Thursday about the Town hiring an engineer to represent us and they were receptive to the idea. First Selectman Eldredge commented B. Stark called regarding the Kechkes Road Bridge, we have 15 proposals for that bridge; if we narrowed the list down to five maybe we could use one of them to represent the Town on the Rt. 74 Bridge. Further discussion on this followed. Selectman Patton commented he does not want to go any further on the Kechkes Road Bridge until we get a cost estimate to do it locally. Selectman Lewis commented he is not in
favor of spending $1.4 million on a bridge that goes to one house and a campground, lets find out what it would cost to do locally. Selectman Patton commented we would interview companies differently for Kechkes Rd. Bridge and the Rt. 74 Bridge. First Selectman Eldredge commented if we advertised for the Rt. 74 Bridge probably some of these 15 would respond also. First Selectman Eldredge asked what are we asking them to do? Discussion on this followed. First Selectman Eldredge commented to Selectman Patton get something ready to put out for the Rt. 74 Bridge.
KECHKES ROAD BRIDGE
Selectman Patton asked how are we making out on the local cost? We need to give the taxpayers 2 options, it was $400,000 and now it is $1.4 million for a one-lane bridge. First Selectman Eldredge commented we instructed Karl to look into the bridge program and give us a local cost also; we have to wait for Karl to give us the local cost. A meeting will be held then to discuss it.
TINKERVILLE ROAD CULVERT
Selectman Patton asked when is the PZC meeting to discuss the 8-24 request? First Selectman Eldredge commented he does not know. Selectman Lewis asked did you talk to the Board of Finance about the money, possibly $36,000, needed? First Selectman Eldredge commented no. Selectman Patton asked Lynn if she talked to FEMA again. Lynn commented there is someone new handling it and she will talk to him tomorrow about the extension. She wants to get the extension in writing. Inland/Wetlands has approved the project. First Selectman Eldredge commented Karl is working on the estimate. Selectman Patton commented we want to give the Board of Finance warning on the cost. Discussion followed on possible sources of funding for this.
PUBLIC WORKS CHEMICAL SHED
First Selectman Eldredge commented DeVivo said it would be $6,900 FOB Willington. Selectman Lewis asked what about the pallets and electrical. Discussion followed on the sumps, pallets and electrical. Costs for these will be obtained. Selectman Patton asked First Selectman Eldredge if he is going to put something together so we can compare cost? First Selectman Eldredge commented we need to get all the prices. Selectman Lewis commented the complete unit was $14,000 delivered.
PUBLIC WORKS COMPACTOR
First Selectman Eldredge commented it would cost $250 a month to rent a compactor from Willimantic Waste and they would install it. The Town must bring in the electricity; it is a single-phase motor. Selectman Patton asked do we have enough juice to run both at the same time? Lynn commented there will be a switch; you would not run both at the same time. Selectman Lewis asked is it $250 a month, rent to buy? First Selectman Eldredge commented rent only; it was $18,000 to buy. First Selectman Eldredge will call Willimantic Waste to coordinate.
AWARD TRANSFER STATION GROUNDWATER MONITORING CONTRACT
FIRST SELECTMAN ELDREDGE MOVED TO AWARD THE TRANSFER STATION GROUNDWATER MONITORING CONTRACT TO FUSS & O’NEIL FOR $8,530.00.
Selectman Patton seconded the motion.

TOLLAND COUNTY MUTUAL AID FIRE SERVICE CONTRACT
FIRST SELECTMAN ELDREDGE MOVED THAT WE ENTER INTO THE MUTUAL AID AGREEMENT WITH THE TOLLAND COUNTY FIRE SERVICE AND APPOINT RICHARD PALMER AS THE BOARD OF SELECTMEN’S REPRESENTATIVE AND FRANCES RAIOLA AS THE ALTERNATE REPRESENTATIVE.
Selectman Patton seconded the motion.

GOOD & WELFARE
Selectman Lewis commented the Historical Society had a very nice program Friday night. It was so crowded people could not get into the Town Hall. Selectman Patton commented he wants to thank Wendy Knight for putting together Willington Day. Every year she comes over and does this, her and Deb Ross put the whole thing together. I think something to show our appreciation should be sent, maybe a letter and a gift certificate of $100.00. The Board agreed.
Tyler Millix commented he would like to request that the Town look into doing their payroll; it is 8 checks every 2 weeks. Selectman Lewis commented do we run the potential of liability? Discussion on the payroll followed. The Town will talk to Donna Latincsics and look into this.
SELECTMAN PATTON MOVED TO ADJOURN THE MEETING AT 8:20 P.M.
