SPECIAL MEETING APR. 23, 2007
TOWN OFFICE BUILDING 6:00 P.M.
First Selectman Eldredge called the meeting to order at 6:00 P.M. with the following in attendance: Selectmen Patton and Lewis, L. Nicholls and residents.
PUBLIC WORKS
The Board signed a leave request, there were no bills. Lynn commented the compactor is down; she called for the repairman to come Tuesday. Lynn was hoping to grade today but needed Lou on the water truck for sweeping. Polster Road is done. First Selectman Eldredge asked Lynn did you get the message about the gentleman on Pinney Hill Road with all the sand in his yard? Lynn commented I already looked at it; anybody at the bottom of the hill has water that runs down and puts sand in the yard. First Selectman Eldredge commented he has a massive amount of sand; I went and looked at it. Lynn commented everybody has sand, it is everywhere, and we had heavy rain. I called him and told him we will get there as soon as we can. He is backing up into that area to drop wood off and that
makes it worse. We have a lot of houses like that; people rake the sand out on to the road for us to clean up. Lynn commented we finished walking Moose Meadow today. Selectman Lewis commented I like the idea of people cleaning up after their dogs at the River Road Recreation Area. Lynn commented the Town was okay during UCONN’s spring weekend. First Selectman Eldredge commented I passed you on Rt. 320 Friday and called you. Lynn commented I was on Town business with Eileen Miller but my phone was off, it is quiet on my days off and I can get a lot done. First Selectman Eldredge commented I want Eileen to come in here to sign some papers. Selectman Patton commented I got a letter from Attorney Forsyth regarding missing slips. First Selectman Eldredge commented I have not read it yet; we can discuss it after I read it. Selectman Lewis commented I was surprised we got the attorney involved, we didn’t see the
request that went to the attorney on this. First Selectman Eldredge commented it was verbal; I talked to Attorney Forsyth and asked his recommendation on what we should do. I will contact you gentlemen when I see the letter. Selectman Patton commented I was a little shocked to see that you needed to get an attorney involved in that. First Selectman Eldredge commented I use the attorney, I ask for recommendations on things. Selectman Lewis commented the slips cost $30/40 and the cost for the attorney is $165/hour; sometimes using the attorney cost more than the situation warrants. Selectman Patton commented sometimes it is not the money it is the principle. Sometimes there is a practical reality, we looked at it and talked about the slips; if the chain of custody is such that slips go through many hands your investigation is going no where. So you put a procedure in place. First Selectman Eldredge commented we had a procedure, we
changed the procedure and now we are back to the original one. Selectman Patton commented the change did not provide for accountability. First Selectman Eldredge commented I haven’t seen the letter. Selectman Patton commented he recommended get the State Police involved, get a private detective or we can do it as the Board of Selectmen or our designee. Selectman Lewis commented I think we have done it by putting in a procedure. First Selectman Eldredge commented that doesn’t answer what happened in the interim. Selectman Patton commented what happened in the interim is we have 18 missing slips; the point of the matter is you are never going to be able to find out where they went missing, which is the fundamental flaw in the procedure. Lynn commented it wasn’t only the 18 slips; we started keeping track of what was going on in July. Selectman Patton commented the point is that we must have some sort of accounting of
all of the slips. I like the idea that you are keeping track of things coming in and leaving. Taking the slips out of the book is not good, too many people handle them. Discussion on this followed. First Selectman Eldredge commented let me review Duncan’s letter and I will get back to both of you. Selectman Patton commented you can review it but I wouldn’t spend any more money on Duncan, in my opinion we are going to go nowhere. Selectman Patton

commented I have had many people steal from me over the years, and that’s just tough. First Selectman Eldredge commented I don’t agree with you, stealing is not acceptable. Selectman Patton commented I realize that but the question is who of 4 different people did it, you can’t pin it on anyone because all of them have access to those records. And some people have access to the Public Works office. Lynn commented she changed the locks because someone was breaking into the office. First Selectman Eldredge commented I want to read Duncan’s memo, there is more in depth talking that went into this, that’s why he generated this memo. I will be glad to share that with you gentlemen once I read what he wrote. Selectman Patton asked is there more to the
missing slips than the missing slips? First Selectman Eldredge commented there is more to the analogy of why he decided and why he recommended that we go this route. I will read the memo and then call you. Selectman Lewis commented we can talk about it at the next meeting. First Selectman Eldredge said okay.
SELECTMAN PATTON MOVED TO ADJOURN THE MEETING AT 6:20 P.M.
Selectman Lewis seconded the motion.
