SPECIAL MEETING                                                                                                                    APR. 19, 2007
TOWN OFFICE BUILDING                                                                                                              5:30 P.M.

First Selectman Eldredge called the meeting to order at 5:30 P.M. with the following in attendance:  Selectmen Patton and Lewis, L. Nicholls and residents.

PUBLIC WORKS   
The Board signed bills.  Lynn commented there is a crack in the main boom of the holder.  First Selectman Eldredge commented we should evaluate that to see if we have to get someone from the manufacture like we discussed. Selectman Patton asked how is the compactor coming?  First Selectman Eldredge commented T. DeVevo is giving us a complete proposal.  Lynn commented AN Engineering sent the paper work for cleaning the down stream defender for the Village Hill Bridge storm drain.  Lynn reported that the railings on the mezzanine at Public Works has been done, they did a great job.  The replacement bulbs for outside Public Works must be ordered from C.L. & P.  Lynn commented that we didn’t get much sweeping done because of the weather, we will be back on schedule staring Monday and do some grading also.  First Selectman Eldredge asked have you done Marco lately?  Lynn replied yes and it is all torn up again.  Selectman Lewis commented we need more paved roads.  Lynn commented with the amount of material we used just in the past 2 years we could have paved them.  First Selectman Eldredge asked has any more GASB been done?  Lynn commented we did 10 roads in the past few days.  We do not have anything to turn in to FEMA from the last storm.  Selectman Patton commented we got a note from Donna that she thinks Public Works will be out of money.  She had sent a note to the Board of Finance before telling them any leftover snow money would be used for Tinkerville Road but now we have no money leftover.  Lynn commented I didn’t realize we would get hit with diesel, Donna has things I do not have.  First Selectman Eldredge commented Donna has the complete figures; Lynn, Donna and I sat down to go over everything.  We will be close or a little over.  The Transfer Station will be over due to trash pick up.  First Selectman Eldredge commented I asked Karl for a firm estimate for Tinkerville Road.  Discussion on the cost of Tinkerville Road followed.  Selectman Patton commented we need a good estimate and lets get it done.  We need to send a note to the Board of Finance telling them we are not going to do what the last note said.

INSURANCE QUESTIONS
The insurance company had some questions on the values of the contents of certain buildings, they think they are low.  The Board went over each of these and adjusted the value of the contents.

GENERAL GOVERNMENT AND EDUCATION

        The electors of the Town of Willington and all persons who are entitled to vote in Town Meeting on the matters mentioned in the following warning are hereby warned and notified to meet in TOWN HALL at 11 COMMON ROAD in WILLINGTON on April 30, 2007 at 7:00 P.M. for the following purposes:

ITEM I
To discuss the proposed General Government and Education budgets for the fiscal year July 1, 2007 to June 30, 2008.  A summary of the Town budget is:

ITEM II
To set a date, not less than seven nor more than fourteen days thereafter, for a vote on the annual general government and education budgets by a separate “YES” or “NO” vote on the voting machines.

ITEM III
To set the Town Office Building as the polling place and to set the hours, of the referendum, during which votes may be cast, not less than between the hours of twelve o’clock noon and eight o’clock P.M. and not more than between the hours of six o’clock A.M. and eight o’clock P.M.

ITEM IV
To approve the 2005-2006 Annual Town Report.

ITEM V
To see if the townspeople, on the recommendation of the Board of Selectmen, will adopt the Capital Improvement Program for fiscal years 2008 to 2012
Selectman Patton seconded the motion.

Selectman Lewis seconded the motion.
